Problem. In modern society, the role of modeling as a way of cognizing objects with complex structures is growing. The problem of development of models and criteria of semantic equivalence of data under the condition of their lexical ambiguity in relation to relational databases is considered. This is due to the impossibility or undesirability of conducting an experiment on real objects. Modeling was initially applied in "well" studied subject areas (for which the basic laws of object interaction were already known. This knowledge made it possible to set a priori the class of used models of the subject area and reduce the task to setting the model parameters according to the available experimental data. A fundamental change in the modeling scheme occurred during the transition to the development of modeling systems for "weakly" formalized subject areas, where the structure itself and the class of applicable models must be refined in the course of research. The widespread use of relational DB and their use in a wide variety of applications shows that the relational data model is sufficient for modeling domains. Results. The purpose of developing criteria is to prevent relational algebra operations on attributes with lexical and semantic ambiguity. Methods of developing methods and criteria are based on the use of mathematical methods and the use of modern information technology. The scientific novelty is to solve the problem of semantic comparability of relational relations attributes by means of relational model, which allows to effectively solve problems of prevention of relational algebra operations, which lead to data destruction due to ambiguity of lexical and semantic meanings of attribute names. The practical significance lies in the development of methods for organizing access to data in large subject areas, which together with the degree of efficiency of their processing serve as the foundation of the modern information industry and normalizes the vocabulary of subject area description and coordination of management tasks within a single approach.

Background. The relevance of the article is due to the development of modern ontological methods of structuring information and the need to systematize data in many new specific subject areas. Such subject areas include the musical art of the "metal" variety, which is quite common today, but insufficiently studied within the terminology. The subject of the article are ontological models and tools for creating ontological knowledge bases. Objective. The purpose of the paper is to increase the correctness of the semantic search in the knowledge base of the musical supergenre "metal". The scientific problem is the need to improve the terminology in this subject area and build an ontological knowledge model that increases the accuracy of information retrieval for the target audience, compared to the existing relational model implemented on one of the known web resources.  Methods. Classification method, generalization method, software optimization methods, analytical method. The way to solve the problem: selection based on the comparative characteristics of the best web resource of the subject area and identifying the shortcomings of its model of knowledge representation, designing an ontological knowledge model and testing its effectiveness.  Results. The average SUM for all users is 83.85%, which is a good indicator for ontological knowledge bases. At the same time, a similar method of checking the database of the supergenre "metal" on the basis of the site "Encyclopedia Metallum", which used the classical relational model of database organization, showed much lower results. Thus, the average SUM for 10 users was 75.32%, respectively.  Conclusions. The scientific novelty of the obtained results is as follows: For the first time an ontological model (ontology) of the subject area was created: musical supergenre "metal", which showed much higher efficiency of semantic search than the best relational model of this subject area, implemented as a web resource. The developed structure can be used to create ontologies of related musical supergenres with similar terminology. Future research also plans to integrate this ontological knowledge model with applied web-based and desktop applications.

For the world community UNESCO has developed international standards of media information literacy, which have been adopted by all UNESCO member countries. In Central Asia, Kazakhstan was the first to deal with these issues 10 years ago. The group of scientists of the Kazakh National University named by al-Farabi is working on studying this issue. Most of the scientific works on media education are aimed at justifying the need for media education in modern society and its value. The purpose of the article is the development of methodological materials on the formation of literacy in the field of media and information literacy for training target groups and informing the public. The authors of this article apply the methodology of comparative historical research, the methodology and technique of sociological research, the systemic and structural-functional approach in combination with comparative historical method and statistical data analysis, as well as the study of official documents characterizing the policy of international community and Kazakhstan. Also, content analysis and qualitative documents analysis, as well as comparative research methods, were used. As a result of the research, it was concluded that any conceptual design, scientific paradigm suffers to some extent with idealization and the conceptual approach of UNESCO discussion formed the basis for this review, causing positive expectations. However, media is not always socially-oriented tool. It is clear that in this scenario, it is not necessary to rely solely on the consciousness of journalists and self-censorship of editors. However, understanding the principal approaches of UNESCO and following the recommendations developed can control risks and contribute to the development of a full-fledged civil society. Practical significance of the research lies in the possibility of using its results in the field of media, psychology, pedagogy, culture, history, journalists, political scientists, social engineers, teachers, students and post-graduate students of universities. The results of the research can be integrated into the educational and upbringing processes. It is necessary to train target groups for the further dissemination and training of media and information literacy and to address the issues of forming a civic position in Kazakhstan.

The popularity of Korean pop culture in the world can be considered an exceptional phenomenon of 2020. One should note that processes reflecting the effective interaction of state structures with the spheres of the creative industry in the modern economy have a special scientific potential at the moment. These creative industry spheres include art, cinema, animation, music, game development and software products. The most successful case in this area is the developed system of cultural media export in South Korea. Research into the economic opportunities of creative industries as a new stage in modern society is becoming a practically significant way to solve the problems of increasing the country's economic power in the Digital Age. The experience of South Korea is still insufficiently covered in Russian research. The practical significance of research in this field is associated with the study of the use of cultural products as a tool for economic growth.

This article is devoted to the topical issue of the institution of judicial control — ensuring the right to access to justice in the context of digitalization of public relations. According to the analysis of the statistical data of the Judicial Department of the Russian Federation, on the lion’s share of complaints (about 70%) accepted for proceedings, decisions are made to terminate proceedings on various grounds, and only a third of the complaints are decided to satisfy or refuse to satisfy the complaint. The author has analyzed the main reasons for the termination of the proceedings on the complaint, taking into account the existing current judicial practice. The practical significance of the work lies in the availability of proposals for resolving existing problems that are practically oriented towards the judicial system, taking into account the use of modern information technology of the state automated system «Justice» and video conferencing systems. In order to improve judicial control in pre-trial proceedings, the author’s vision of making changes at the legislative level was formulated by amending Part 2 of Art. 125 of the Criminal Procedure Code of the Russian Federation.

Problem statement. With the development of devices for electronic control of the spatial position of the antenna radiation pattern, it became possible to control the time and duration of probing the radar station of various angular directions. There are many works based on the use of this principle to solve various radar tasks, in particular, to implement the target tracking mode. However, there is no general overview of the developed methods for controlling the parameters of the maintenance mode, the conditions and restrictions introduced in them, control and optimization criteria, as well as the scope of application. Goal. Analysis of the main methods of controlling the parameters of the tracking mode of a multifunctional radar station, including the control criteria used. Results. The analysis of the main methods of controlling the time of probing a target by a radar station, the duration of its probing pulses and signal is carried out. All methods are combined into several groups, the conditions and restrictions introduced during their development are defined. The quality criteria on the basis of which they are synthesized are analyzed. Practical approaches to calculating the parameters of the tracking mode of modern multifunctional radar stations are considered. The directions of further research of the subject area under consideration are formulated. Practical significance. The scientific and methodological apparatus used in calculating the parameters of the tracking mode of multifunctional radar stations is determined. Mathematical equations are given for calculating the duration of the probing signal and the time of probing the target. A set of parameters that must be taken into account when synthesizing control methods is determined. The applicability of the methods in various operating conditions of the radar station is evaluated.

Introduction: Drip and Ship (DNS) and Mothership (MS) are well-known emergency transport strategies in acute stroke care, but the criteria for choosing between the two is widely debated. Existing models define time-dependent outcomes but cannot resolve this debate with statistical significance because the independent variables are deterministic. We propose a novel stochastic framework that quantifies statistical significance between DNS and MS in a network of primary and comprehensive stroke centers. Methods: We represented the physiology of ischemic core growth as a stochastic first-order differential equation, enabling infarct volume at time of reperfusion to be calculated and mapped to 90-day mRS. Using Texas as a case study, we configured the state’s stroke network within 15,811 geographic blocks as defined by census data. For each block, we ran Monte Carlo simulations to generate Beta distributions of large- and small-vessel infarct volumes, which were then translated into cumulative distribution functions of mRS. A two-sample Kolmogorov-Smirnov test for significance, and Cohen’s d effect size statistic for practical significance were computed between each DNS and MS pair. Stable effect sizes were assured by sampling > 5,000 total infarct volumes for each block. All model parameters were established from large cohort studies or trials. Results: Of the 13,113 blocks where the primary stroke center is the closest hospital from origin, DNS produces significantly better stroke outcomes than MS in 79.0% (0.3% SEM; P < 0.05; 0.2 < d < 0.5). For the subset of patients with large-vessel strokes, MS produces significantly better outcomes in 44.6% of blocks (1.3% SEM; P < 0.05; 0.4 < d < 0.85). Conclusion: Stochastic methods enable the use of clinically relevant metrics for comparative significance of DNS and MS in a geographic region. This formalism, which has not been incorporated in previous models, can be further generalized beyond stochastic infarct volumes if sufficiently large datasets become available. For example, the kinetic growth model can integrate the statistical distributions of times (pre-hospital and hospital) leading up to intervention, and patient attributes that affect outcomes, such as the degree of collateral flow and comorbidities.
