The purpose of the study is to analyze individual characteristics of the entrepreneurs from household industries of local foods, the government policy support, entrepreneurial competence level as well as the determinant factors of the entrepreneurial competence of household industries of local foods in Bogor district’s, West Java . The study uses survey methods using descriptive statistical analysis and inference statistics to 231 home-based local food manufacturing industries in 14 sub-districts and 20 villages in Bogor. The results of this study indicate that the entrepreneurial competencies of household industries of local foods in Bogor district’s is low. The determinant factors of the entrepreneurial competence consist of formal education, motivation, and cosmopolitan mindset of the household industry entrepreneurs of local foods as well as the government policy support for the development of household industries of local foods. To increase the entrepreneurial competence of the entrepreneurs from household industries of local food, the entrepreneurs need to increase their non-formal education, motivation, and cosmopolitan mindset as well as the goverment policy support

The objectives of this research are to analyze competitiveness and the impact of government’s policy of maize farming in several central productions in Indonesia. This research was conducted to analyze maize competitiveness using PAM (Policy Analysis Matrix) method. Data sample was conducted at four maize production centers, including East Java, Central Java, West Java, and South Sulawesi. The results show the forth centre have competitiveness. This showed by PCR values in some production areas less than 1 and for competitive advantage, indicated by DRCR values in production areas also less than 1. Analysis of the Government policy aspect, the government has been able to provide positive incentives for maize farming in North Jawa, Centre of Jawa and West Java. The impact of government policy on inputs and outputs simultaneously can provide a positive incentive to farmers at maize production sites in Java. But the government’s policy hasn’t been able to provide for output in Sulawesi Selatan.  The conclusion is the fourth centres of maize production have competitive and comparative advantage. Sulawesi Selatan has high comparative advantages, so Sulawesi Selatan has high  potential to improve maize farming.

Fish processors in Pringsewu district are mostly engaged in micro-scale business. The problem faced by this micro-scale business is the fish processor capacity problem, such as the technical and managerial ability. This research  aims to measure the processor capacity, the factors that affect the processor capacity and the effect of processor capacity on the business sustainability. This research was conducted in two fish processor centers, in Pringsewu and Pagelaran districts. Data collection was conducted in April 2018. Data were collected from all 75 fish processors. The data collected were analyzed using descriptive and inferential statistic, with Statistical Package for Social Science (SPSS) version 24 and Partial Least Square (PLS) 3 program. The results showed that processor capacity of fish in Pringsewu district was in a low category because they have not expert in technical and managerial skills yet. Three factors that affect the processor capacity is their individual characteristics, extension support, and external support. Individual characteristic factors are the level of formal and non-formal education. The extension support factors are intensity and extension methods. External support factor also of support from the government. Other results indicate that the processor capacity has a positive effect on the business sustainability. The higher the technical and managerial capacity of the processor, the business sustainability in the economic and environmental aspects will be increase.

AbstrakFokus utama dalam penelitian ini adalah implementasi kebijakan pengembangan dan pemberdayaan lembaga sosial media tradisional di Jawa Barat. Substansi masalah diidentifikasi sebagai berikut: (1) Bagaimanakah implementasi kebijakan pemerintah dalam pemberdayaan media tradisional di Jawa Barat?; (2) Faktor-faktor apakah yang menjadi pendukung dan penghambat implementasi kebijakan pemerintah dalam pemberdayaan lembaga sosial media tradisional di Jawa Barat?; (3) Upaya-upaya apakah yang dilaksanakan oleh Dinas Komunikasi dan Informatika Provinsi/Kabupaten/Kota dalam mewujudkan kebijakan pemerintah dalam pemberdayaan lembaga sosial media tradisional di masyarakat? Teori yang dipakai sebagai pendekatan terhadap masalah penelitian ini adalah teori implementasi kebijakan (Edward III, 2002:70) yang terdiri atas dimensi komunikasi, sumber daya, disposisi dan struktur birokrasi. Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data melalui observasi partisipan dan wawancara mendalam serta triangulasi data. Hasil penelitian menunjukkan bahwa pengembangan dan pemberdayaan lembaga sosial media tradisional di Jawa Barat selain memerlukan peningkatan faktor-faktor implementasi kebijakan, ditemukan dimensi lain yang harus diperhatikan, yaitu pengawasan dan koordinasi antarsektor terkait. AbstractMain focus of this research is the implementations of developing and enforcing policy of the traditional social media institutions in West Java. The substantial problems are as follows: (1) how the implementation of government policy in empowerment of traditional media in West Java?; (2) what kinds of factor that support and resist of government policy in traditional social media institutions in west Java?; (3) what kinds of efforts that implemented by the Department of Communications and Information of Province/regency/city in fulfilling’s the government policy in empowering the traditional social media in society? The theory that use in this research is the policy implementation theory (Edward III, 2002:70) consists of communications dimension, source, and bureaucracy of disposition and structure. The method is qualitative method,meanwhile the technique of collecting data is through observations of participants, an in depth interview, also triangulation. The result of the research found that the exhibit developed and empowerment of traditional social media in west Java need an implementation policy factors and also need for supervision and coordination from related sectors.

The increase in production of rice commodities, corn, and soy (Pajale) continues to be encouraged by the Government to provide adequate needs to avoid exports. This Program has been conducted intensively on the activities of the state BUDGET-year 2017.  The purpose of this research is 1) to know the response of farmers to the soy UPSUS program, and 2) to know the income received by farmers in the soybean UPSUS Program. The method of research is conducted using survey method, the form of primary data collection by providing questions to the respondent, hereinafter, to know the level of admission of soybean farming is done using R/C ratio analysis. As the results, the average age of farmers in productive age (45), all farmers have participated in formal education, and among them, there are 17 people at basic educated. Mostly there are three people as Family members.   Experience farming range between 26 and 32 years, and the area of land tenure > = 1.7 ha.  Revenue acquisition of farmers Upsus in the 1-time production process (on average four months) obtained a net profit of IDR 4.960.000, -with R/C Ratio acquired the value of 2.03, which means that soybean cultivation deserves to cultivate

In order for local food initiatives (LFIs) to have a transformative effect on the larger food system, greater levels of economic, organizational and physical scale are needed. One way for LFIs to reach the scale necessary to generate a more significant impact is through increased institutional procurement of local foods. But how do people and organizations come together to generate the social infrastructure required to shift food purchasing practices and processes? This field report shares the story of an innovative community of practice consisting of institutional food buyers, large-scale distributors, regional retailers, processors, producers, researchers, municipal and provincial government representatives within the Edmonton city-region that formed for the express purpose of “creating a positive community impact by getting more local foods on more local plates”. In describing the formation and first three years of the Alberta Flavour Learning Lab we examine the unique characteristics of this community of practice that has aided the development of a common framework for learning, understanding and joint action. In addition to the accomplishments to date, we also discuss the challenges faced by the Learning Lab and the strategies used to overcome them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.

Subject. This article assesses the reasons why the economic policy of the Government and Central Bank of Russia does not cause the economic advance. The article tries to find out why the two strategic programmes adopted over the past ten years have not been implemented in most indicators. Objectives. The article aims to analyze the results of financial and monetary policies in Russia over the past ten years, and establish why the Russian economy has been growing within one percent yearly average all these years, and its share in the world economy has not grown, but got reduced even. Methods. For the study, we used the methods of analysis and synthesis. Results. The article proposes certain measures and activities to move to soft financial and monetary policies of the State and corresponding changes in the structure of the Russian economy. This will help ensure six to seven percent GDP growth annually. Conclusions. High loan rates have become the main obstacle to GDP growth in Russia. It is necessary to accept concrete actions and decisions concerning the Bank of Russia key rate, expansion of the functions of the Central Bank of the Russian Federation, industrial policy, support of consumer demand, long-term government contracts for the real sector enterprises, etc.
