This article explores the problem of institutionalization of contemporary forms of contractual relations between actors agribusiness and local authorities. The basic premise of institutions implementing public-private partnership in agriculture rural depressed areas. The mechanisms of investment support agricultural sector enterprises, including mechanisms for financial and credit support investment projects as a precondition for the transfer of farms to the innovative module development. Directions institutional restructuring of the regional land systems as an important factor in increasing investment and innovation potential of expanded reproduction farmland.

The object of the study is public-private partnership as a mechanism for implementing investment projects. The relevance of the topic is due to the need and importance of developing a conceptual model for the implementation of investment projects for the development of the agricultural sector in the Krasnodar Territory. The development of this model is associated with the lack of systematization of the world experience in the implementation of such projects. The proposed model is part of the overall strategy for the development of the agro-industrial complex of the Krasnodar Territory, focused on solving its strategic development objectives.

Qualitative and quantitative changes in the land Fund under the conditions of formation of a multi-layered economy are studied on the example of the Tver region. The most significant problems of land management at the state and regional level in the context of sustainable land use development are identified and specified, and directions for their solution are proposed.

The article substantiates methods for assessing the efficiency of land use in the rural northern region – the Republic of Sakha (Yakutia), identifies and substantiates methods for selecting economic indicators that can objectively assess the current economic efficiency of agricultural land use in a particular region in order to solve economic problems of developing agricultural production, including the main directions of increasing the efficiency of land use in the agricultural sector. The article analyzes the efficiency of land use based on the method the author has developed to select the factors or indicators that have the most significant impact on the efficiency of agricultural land use.

The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.

A procedure is outlined for analyzing soil data for regional land use planning. Maps of basic land factor limitations are illustrated for the Ottawa urban fringe, and each map is evaluated for biological and nonbiological uses. The major land factors relative to urbanization are used along with other data to derive an urban "suitability" map. Results are compared to the regional development plan for the area.
