The object of the study is public-private partnership as a mechanism for implementing investment projects. The relevance of the topic is due to the need and importance of developing a conceptual model for the implementation of investment projects for the development of the agricultural sector in the Krasnodar Territory. The development of this model is associated with the lack of systematization of the world experience in the implementation of such projects. The proposed model is part of the overall strategy for the development of the agro-industrial complex of the Krasnodar Territory, focused on solving its strategic development objectives.

The article systematizes the methodological principles and highlights the priority areas of research in the agricultural sector of the economy, taking into account the factors of external and internal environment of its development. The key challenges facing the world and national agricultural sphere are analyzed and systematized, among which the starvation of a large part of the world's population and its poverty, which are also inherent in Ukraine, are considered in detail. It is emphasized that the common challenges of food security in the world and in individual countries imply differences in approaches to their solution. It is proved that solving problems and overcoming challenges is mediated through transformations and changes that have taken place and will continue to take place in the agricultural sector of Ukraine. The main ones are: global climate change, the COVID-2019 pandemic, elections to local governments, regional councils and councils of enlarged districts and local councils of united territorial communities, the opening of the land market, etc. The priority directions of scientific researches in the agrarian sector of economy are substantiated, which are first of all connected with the following tasks: food security, increase of stability in the conditions of development turbulence, maintenance of innovative and sustainable development, increase of competitiveness of agro-food chains, sustainable development of united territorial communities. agricultural production, improving the quality of the rural population life and others. It is established that modern science has formed a powerful methodological and methodological potential, which allows to successfully solve the problem of creating models to support decision-making on the strategic development of any economic system, including agricultural sector of the economy. It is argued that rational scenarios for the long-term development of the agricultural sector can be obtained only on the basis of a reasonable combination of different methodological approaches, models and methods of research in the agricultural sector. The main models of support and decision-making for the strategic development of the agricultural sector as a socio-economic system are identified: data analysis methods (Data Mining), scenario method, simulation models, Monte Carlo method, data mining methods, methods of intellectual and cognitive modeling. World financial and economic crisis had a serious impact on the production infrastructure functioning owing to the insufficient suitability of its branches to the market. The author considers details and main trends of infrastructure projects development in a down economy. Investment projects in production infrastructure, implemented as per public-private partnership flowchart, are most vulnerable during a crisis, which is determined by a complicated nature of this economic phenomenon and high risks. Pursuing such fiscal policy, the government suppresses reproduction processes in the infrastructural complex rather than increases them as it is practiced in most countries of the world.

The article analyzes the current state of the agricultural sector of Ukrainian economy, its place in the formation of gross domestic product, the trend of changes in agricultural productivity, its role in reducing the negative impact of the economic crisis in 2020 and the main trends in the agricultural sector. The aim of the study is to analyze existing approaches to the formation of state policy for the development of the agricultural sector through public-private partnerships and to develop practical measures to enhance the development of strategic partnerships between public and private owners in the agricultural sector. Existing approaches aimed at the development of the agricultural sector should use the opportunities to attract additional resources, which can be achieved through public-private partnership models. The peculiarities of public-private partnership in the agricultural sector, which is aimed at the implementation of priority infrastructure projects to develop production, storage and marketing of agricultural products; implementation of food security; development of value chains were analyzed. The main forms of implementation of public-private partnership projects used in world practice are identified. Attention is focused on the need to use public-private partnership in the agricultural sector based on strategic management within the general economic policy of the state. The advantages of using the tools of public-private partnership in the field of agricultural sector are substantiated and the directions of its development are determined. The main approaches to the formation of the state policy for the development of the agro-industrial complex through public-private partnerships have been identified, which provide for the increase in the profitability of production, the implementation of the country's export potential, the improvement in the investment climate, the increase in the competitiveness of agriculture, the improvement in the legislative framework, and innovative development. Today, the dairy sub-complex of the Russian agro-industrial complex (AIC) faces the task of increasing volumes and production efficiency to ensure import substitution for milk and dairy products. A shortage of their own investment resources for the expansion or technical re-equipment of production is the problem of many milk producers. The solution can be found in attracting private investments into the industry using public-private partnership (PPP) mechanisms. The purpose of the study is to develop an organizational and economic mechanism to attract investment in the dairy sub-complex of the AIC on the basis of PPP. For this purpose, theoretical aspects of the use of the PPP mechanism in Russia and abroad, as well as experience in implementing investment projects in the second sphere of Russia’s dairy sub-complex, have been studied. The paper presents a scheme for attracting investments in agriculture (using the example of dairy cattle breeding) on the principles of PPP. The key participants in PPP are state authorities, agricultural commodity producers and private investors. The proposed scheme is aimed at reducing risks in the implementation of the project that can give it additional attractiveness. The calculation, executed on the basis of analysis of actual data of agricultural organizations in the Ulyanovsk region, shows a sufficient level of efficiency of investment in the dairy production.

Relevance of the research: The article justifies the expediency of clarifying the scientific basis of innovative development of the agricultural sector in modern conditions. The purpose of this paper is to formulate proposals for using the principles of venture investment as the main tool for successful innovation development. Research methods: the major approach to the study of this problem is the use of the main provisions of the theory of development of innovation processes in the agro-industrial complex. Results of the research: the article clarifies the conceptual apparatus of “public-private partnership”. In particular, the role and importance of the Russian Venture Company created for the formation of venture investment institutions in Russia is examined. In this connection, an algorithm for creating a model venture fund in the Moscow region is proposed, and the objectives and tasks of its activities, the functioning mechanism, including the financial block in terms of the distribution of investment along the stages of the innovation process are defined. Importance of the research: innovative development is currently the main driver of economic growth, which contributes to the emergence of new industries, increasing investment activity of economic entities and the growth of incomes and consumption. In turn, economic growth expands, firstly, the opportunities for the emergence of new products and technologies, secondly, increases investment in the development of human capital (primarily in education and basic science), and thirdly, supports innovations, which will have a multiplier effect on the pace of innovative development of the agricultural sector of the national economy.

The article investigates the world experience of public-private partnership in the economic activity of different countries. Different models and forms of contracts of public-private partnership are covered. The link between public-private partnership projects with the country and area of application is noted. The models of public-private partnership proposed by the World Bank for attracting private capital are covered. The main directions of realization of world forms of public-private partnership for Ukraine are proposed for the effective provision of sustainable spatial development, their further adaptation to the realities of our time.

The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.

The article discloses the essence of the public-private partnership mechanism, various approaches to its definition, both at the level of legislative acts of the Russian Federation and international organizations (UN). Different forms of PPP projects, their peculiarities and distinctive features are described in accordance with federal laws on public-private partnership and concession agreements. Instruments are being considered to support investors implementing investment projects of social infrastructure on the basis of PPPs, from federal and regional development institutions, as well as state authorities. An analysis of the level of PPP development in the Udmurt Republic is carried out, concrete examples of successful cooperation between private and public parties on the organization of financing and implementation of the project on the basis of public-private or municipal-private partnership are given. The use of this mechanism allows to obtain a significant economic effect due to the fact that there is a personal interest of a private person in obtaining income from a built or modernized facility. In addition, the social component plays an important role, PPP allows you to direct funds to those industries that are initially considered not promising enough to conduct business, but are often of key importance for the development of the region and ensuring a comfortable urban environment for the population.

Theoretic aspects of the formation and development of public-private partnership (PPP) are studied. By using a systemic approach, it is determined that the most important factor in improving the efficiency of public-private partnership is its institutional support. It is substantiated that globally, the PPP is mostly initiated by public authorities, which can be explained by a number of reasons. Firstly, public authorities are responsible for the country's strategic development. Secondly, public authorities formulate "rules of the game" for businesses and individuals, plan capital investments, and select PPP entities that are a priority in terms of public interest. In fact, it is the state that undertakes to address objectives facing society. Therefore, nowadays the importance of creating a favorable institutional environment to develop PPPs is recognized at all the levels of economic management and is emphasized in the scientific community. It is proved that the interests of public authorities, private businesses and the community are reconciled through the complementation of political, legal, and socio-economic norms and rules of conduct. The functions of public authorities at the national and regional levels of government are systematized.
