The article is devoted to the prerequisites of the reforms of the Russian Empire of the sixties of the nineteenth century, their features, contradictions: the imperial status of foreign policy and the lagging behind the countries of Western Europe in special political, economic relations. The authors studied the activities of reformers and the nobility on the peasant question, as well as legitimate conservatism.

The author attempts to analyze the views of Panteleimon Kulish on the history, culture and everyday life of Jews who lived along with Ukrainians in the Ukrainian provinces of the Russian Empire, to determine what factors and stereotypes formed the outlook of the great writer and his attitude to the Russian imperial project of resolving the "Jewish question". With the growing of Russian imperial messianism and chauvinism, Ukrainian intellectuals appeared in a difficult situation. The tsar held assimilation policies towards both Jews and Ukrainians. At the same time, Jews additionallly suffered from manifestations of state anti-Semitism. Engagement of Ukrainian Christians in anti-Semitic actions has intensified the position of Russifikators of Ukrainian lands. The Ukrainian elite aimed to stop these manifestations of anti-Semitism by its actions. Obviously, the Ukrainian protest did not condemn anti-Semitism without reservations, because its authors suggested that Jews should partly share responsibility for anti-Semitism. The idea of protesting Ukrainian intellectuals coincided with ideas of Russian liberals who offered to consider Russian Jews as carriers of "civil autonomy and moral independence," and urged them to abandon their national-religious prejudices. While supporting the civil rights of Jews, Kulish at the same time realized that the Ukrainians themselves belonged to the oppressed nations in the Russian Empire, where, in general, social and national rights and freedoms were much less than in the constitutional states of Western Europe. Therefore, he found it impractical to move from there to Russian blindly a practice of artificial support for only Jewish nationality, because in imperial terms this meant only a change in the configuration of national unequal, and not the elimination of it at all. P. Kulish's views on the "Jewish question" of the mid-nineteenth century corresponded to the conceptions of Russian liberal intellectuals regarding the modernization of Russian society. He supports the proclaimed liberal ideas of the need to integrate Jews into imperial life. Jews must be the most interested in destroying of the traditional world of the Jewish town. Giving the Jews of secular education, adopting by them the modern values could lead to the elimination of intolerance and manifestations of anti-Semitism in the society. The Jews himself, according to P. Kulish had to go towards society and change their social mood.

AbstractIn late 1909, the liberal Russian newspaperBirzhevye Vedomostiexpressed the fear that Finland could become ‘Russia’s Ireland’. The implication was that by restricting the autonomy that Finland had enjoyed within the Russian Empire for much of the preceding century, Russian nationalists risked creating a chaotic, discontented eastern province, dangerously close to the imperial capital. The ‘Russia’s Ireland’ motif became so prominent in the following eight years – before Finnish independence in 1917 – as to become an international cliché. The discourse of imperial subjugation that existed in both Ireland and Finland in the first decade of the twentieth century has rather obscured the fact that, despite obvious superficial parallels, the nineteenth-century experiences of these nations differed considerably. Both Finland and Ireland were part of larger imperial systems in the nineteenth century, and national movements emerged in both countries that sought to develop political, economic and cultural autonomy. Finland became a sporadic model for diverse Irish national aspirations, but the analogy was rejected consistently, and often vigorously, by Finns in the nineteenth century. This article charts the development of the Finnish–Irish constitutional analogy from the middle of the nineteenth century to the eve of both nations’ independence. It demonstrates that despite the similarities in overall historical timelines, contemporaries perceived differences between the two cases.

The article is devoted to the study of the problem of autocephaly of Orthodox Churches in Russia during the nineteenth and twentieth centuries. Interest in this aspect of aspect of Orthodox ecclesiology and canon law intensified not only because of the development of Orthodox theology in Russia, but also due to the fact that this problem acquired political significance. It was connected with some matters of domestic and foreign policy of the Russian Empire. The annexation of Georgian in the early nineteenth century and liquidation of the autocephaly of the Georgian Church by the decision of the secular authorities provided the enduring source of the anti-governmental mood among Georgian elite, traditionally closely connected with the local clergy. The foreign policy interests of the empire in the Near East and Asia Minor also contributed to the intensification of research in the field of ecclesiastic history and the modern structure of ancient patriarchates. The greatest factor that contributed to an increase in such research interests was the emergence of new autocephalous churches: the Greek and Bulgarian churches separated from the Patriarchate of Constantinople. Separation of the Bulgarian Church provoked an aggressive polemic in the Russian press. The problem of nationalism was highlighted, which is significant for the Orthodox tradition. As an attachment to the article, the authors include the text of a report on the possibility of the autocephaly of the Georgian Church composed by Vladimir Beneshevich in 1917. The report was made upon request of the Provisional Government and it is preserved in the collection of Beneshevich at the St. Petersburg Branch of the Archive of the Russian Academy of Sciences.

In this article, the author analyzes McGahan's novels “Campaigning on the Oxus, and the Fall of Khiva” which is about the history of Uzbekistan, and distinguishes that these novels according to their peculiarities highlight the history of Uzbekistan particularly the last quarter of XIX century when the valley invaded by Soviet Russia and author shared his thoughts on the basis of historical sources and gave some summaries.Relying on these summaries we obtain necessary information about the valley’s political, economic and cultural life

Heinrich Gross was a diplomat of the Empress of Russia Elizabeth Petrovna, a foreigner on the Russian service who held some of the most important diplomatic posts of her reign. As the head of Russian diplomatic missions in European countries, he was an immediate participant in the rupture of both Franco-Russian and Russo-Prussian diplomatic relations and witnessed the beginning of the Seven Years' War, while in the capital of Saxony, besieged by Prussian troops. After that H. Gross was one of the members of the collective leadership of the Russian Collegium of Foreign Affairs. So far there is only one biographic essay about him written in the 19th century. The aims of this article are threefold. Using both published foreign affairs-related documentation and diplomatic documents stored in the Archive of the Foreign Policy of the Russian Empire, it attempts to systematize the materials of the biography of this important participant in international events. It also seeks to assess his professional qualities and get valuable insight into his role both in the major events of European politics and in the implementation of the foreign policy of the Russian Empire in the mid-18th century. Moreover, the account of the diplomatic career of H. Gross presented in this essay aims to generate genuine interest among researchers in the personality and professional activities of one of the most brilliant Russian diplomats of the Enlightenment Era.

Subject. The article considers the financial aspect of the latest relationship of Nicholas II and George V. It examines underexplored areas of foreign financial and credit activity of Nicholas II, its impact on the fate of the Royal Family and the Russian Empire. Objectives. The purpose is to reveal the mechanism of formation and the role of foreign assets of the Russian Empire in the fate of the Royal Family and Russia, identify the reasons for England's refusal to accept the abdication of Nicholas II. Methods. I apply the works by domestic and foreign scientists, archival records, memoirs of eyewitnesses and members of the Romanov Family and the British Royal Family. The article employs analytical, systems, historical, and statistical approaches. Results. The paper substantiates the version about the royal property in England as a main motive for the refusal of George V to save Nicholas II. It presents a concept of the formation of the main English assets of Nicholas II, shows the reasons and mechanism of formation, consequences and significance for Russia in modern conditions of market economy globalization, offers directions of transformation of modern international economic relations. Conclusions. The paper concludes on causes of ineffective financial and credit policy of the Romanov Family, its negative impact on the socio-economic development of Russia. It describes how to take into account the experience of international financial and credit policy of Nicholas II in modern conditions.

Based on published sources, as well as documents from the Archive of the Foreign policy of the Russian Empire, introduced into scientific use for the first time, the article relates the place of Grand Duchy of Luxembourg during the Unification of Germany. The author analyses the attitude of European states — Prussia, France, Belgium and especially the attention of Russia — toward Luxembourg during the crises of 1867 and after the neutralization of Grand Duchy. Studying German policy over the XIX century in regard to Luxembourg, the author comes to the conclusion that economic dependence from Germany determined future foreign orientation of Grand Duchy.

Актуальность статьи заключается в исследовании исторического потенциала системы билингвального образования, сложившейся в России в 80-е гг. XIX- нач. XX вв. в восточной части Российской империи. Цель статьи – выявить основные факторы, повлиявшие на формирование концепции двуязычного образования, создать теоретическую модель подготовки учителей-билингвалов; выявить социокультурное и социолингвистическое значение этой системы. Выявлены основные элементы этой модели; проведена их классификация. Определена роль видного педагога и миссионера Н.И. Ильминского в формировании концепции билингвального образования учителей нового типа. Предложена компетентностная характеристика учителя-билингвала; раскрыто значение учителей этого типа в развитии начального образования для нерусского населения восточных окраин России и в формировании этнокультурных процессов в регионе. The relevance of the article lies in the analysis of the historical potential of the system of bilingual education that developed in Russia in the 80-s of the XIX-beginning. XX centuries in the Eastern part of the Russian Empire. The purpose of the article is to identify the main factors that influenced the formation of the concept of bilingual education, to create a theoretical model for the training of bilingual teachers; to identify the socio-cultural and socio-linguistic significance of this system. The main elements of this model are identified and their classification is carried out. The role of a prominent teacher and missionary N.I. Ilminsky in the formation of the concept of bilingual education of teachers of a new type is determined. A competence characteristic of a bilingual teacher is proposed, and the importance of this type of teacher in the development of primary education for the non-Russian population of the Eastern suburbs of Russia and in the formation of ethno-cultural processes in the region is revealed.
