In December 2019 an infectious coronavirus disease, commonly known as COVID-19, was identified in Wuhan, China. The disease spread rapidly and became a global pandemic. New Zealand’s first COVID-19 case was confirmed on 28 February 2020, after which the number of cases began to rise significantly, prompting the New Zealand Government to introduce a nationwide lockdown on 25 March 2020. This factsheet reports early findings from a quantitative study with adult New Zealanders. It explores how prevalent the experiences of unwanted digital communication were in the last 12 months, before, during, and just after the nationwide COVID 19 lockdown. This study found a higher prevalence of unwanted digital communications around the time of the nationwide lockdown. This study’s findings suggest that unexpected health and social events, such as the COVID-19 pandemic and compulsory lockdown, are factors that can trigger changes in people’s experiences of online risk from unwanted digital communications.

This factsheet presents findings from a quantitative study looking at adults’ experiences of sending and sharing potentially harmful digital communications in New Zealand. Typically research into harmful digital communications focuses on the experiences of those on the receiving end – the victims. However, to better address the distress and harm caused, information is needed about the people sending and sharing potentially harmful messages and posts. In this study we asked adult New Zealanders whether they had sent potentially harmful digital communications in the previous year and if so, how often they had done this, who they were sent to, the channel(s) they used, and the reason for doing this.

<p>Harmful Digital Communications have become a pervasive and serious problem in New Zealand. The Harmful Digital Communications Bill aims to address this problem in a number of ways. This paper focuses on the civil enforcement regime and the criminal offence of causing harm by posting a digital communication established by the Bill. It considers these aspects of the Bill in light of the right to freedom of expression, and analyses whether they constitute a justified limitation on that right. By applying the New Zealand Bill of Rights Act 1990 section 5 analysis from Hansen v R, the paper discovers that the civil enforcement regime is a justified limitation, but the new criminal offence is not. The paper concludes that the inclusion of a public interest defence in the offence would allow it to effectively ameliorate the harm caused by online abuse without impinging on freedom of expression more than is reasonably necessary.</p>

New Zealanders are exposed to multiple natural hazards. The country has experienced major disasters in the past, but recent decades have been relatively uneventful.1This paper reviews the New Zealand approach to civil defence emergency management (CDEM), as introduced by the Civil Defence Emergency Management Act 2002 (the CDEM Act). The approach promotes co-operative planning and sustainable management of hazard risks through the “4Rs” - reduction (of risks), readiness, response and recovery. It recognises the central government’s roles of national coordination, and emphasises the responsibilities of regional CDEM Groups, local government and communities for managing local hazard risks. The paper reviews various initiatives to illustrate that capacity building is a collective effort requiring active involvement across central and local government, nongovernmental agencies, communities and all individuals. New Zealand’s preparedness is examined from several perspectives, including: the level of public preparedness, lessons learned from real emergencies, a national exercise programme, and a monitoring and evaluation programme. The paper concludes that New Zealanders are making progress but difficulties remain in persuading all parties to work towards the vision of a “Resilient New Zealand.” 1. This paper was submitted before the magnitude 7.1 earthquake that struck the Canterbury region of the South Island of New Zealand (where the second largest city Christchurch is located) on 4 September 2010. Fortunately, no deaths and only a few serious injuries were reported as a result of the earthquake. The impact on buildings, infrastructure and economy, and psychosocial effects are being assessed as the paper is being finalised. However, the event is set to become the most costly disaster so far in New Zealand history. It will also be the most significant real test for many years of New Zealand’s emergency management arrangements, but it is too soon for an assessment in this paper of their effectiveness.

The 2020 Covid19 global pandemic disrupted teaching practices of 8 universities and 16 Institutes of Technology and Polytechnics (ITPs) in New Zealand. This disruption led to the curriculum being transferred from internal classes to online delivery. It unleashed a surge of research activity and publications in the education sector. However, little research was conducted to investigate the effect to the academic experience and even less research explored the impact to Indigenized curriculums. This paper explored websites for the visibility of Indigenous programmes and Indigenous academic experiences. It does this by: 1) describing the 8 universities and 16 Polytechnics for context; 2) identifying the type of Indigenous Schools/Faculties in universities and ITPs and whether Indigenous programmes of study were visible; 3) two authors providing personal accounts as Indigenous academics moving from internal teaching to online delivery. Specific mention is made of an Indigenous avatar named “Digi Hami from NZ.” The exploration utilized a M?ori-Centered and social research approach. The analysis drew main themes and suggested that some universities and ITPs were better prepared in the transition and the virtual mode of teaching was unable to retain the same quality and depth of learning required for an Indigenized curriculum.

What is the impact of a global health crisis on political behavior? We study the effect of the COVID-19 pandemic on electoral choice based on the case of Germany, one of the countries most heavily affected by the crisis. Our data come from the German state of Bavaria, where local elections were held right at the beginning of the pandemic. The elections took place early during the outbreak when there was still substantial variation in the extent to which individual counties and municipalities were affected by the outbreak. This variation provides a unique opportunity to study the causal impact of an event that would shortly after grow into an all-encompassing epidemic. We provide evidence that shows that the disease spread across the state in a mostly haphazard fashion. This lack of a discernible pattern coupled with within-county estimation of effects and a difference-in-differences strategy allow us to causally asses the effect of the spreading of the virus on electoral outcomes. Our results show that the crisis strongly and consistently benefited the dominant regional party, the CSU, and its candidates. For 3 known cases per 100,000 inhabitants, vote shares increased by about 4 percent. We explain our findings with a strategic-alignment mechanism, whereby voters vote into power candidates that they deem most likely to be able to solicit support from higher levels of government. Our findings emphasize the merit of forward-looking theories of voting and provide insights on the functioning of democracy during times of crisis.

The early to mid-2000s saw considerable growth in the use of temporary migrants to fill labour market gaps in New Zealand. Temporary migration also grew into an important pathway for prospective permanent migrants. With the onset of the global economic crisis, and consequent rise in unemployment, questions have been raised about potential negative effects of migration on the employment opportunities available to New Zealanders. Temporary migration may present greater risks to those, such as beneficiaries and youth, who are most disadvantaged in the labour market. For many temporary migrants there are few restrictions on the employment they take up, and as a result they may be more likely than permanent migrants to take up low-paid or part-time work, possibly substituting for low-skilled New Zealanders. A number of studies have examined the impact of migration on the New Zealand labour market, but due to data limitations, none has looked at the specific impact of temporary migration. In this paper we estimate the effect of changes in the hiring of temporary migrants on the hiring of New Zealanders using data from the Integrated Data Infrastructure (IDI) prototype. The IDI prototype was created by Statistics New Zealand, and brings together administrative and survey data sources from across a number of government agencies.

The global pandemic, COVID-19, has resulted in significant changes in many aspects of our lives. For parents, the impact has been great as they combine work, family, and homeschooling while maintaining the wellbeing of themselves and their family. COVID-19 has brought about challenges that many parents have not faced before, putting them at risk for parental burnout. The goal of this study was to investigate risk and protective factors that predict parental burnout during COVID-19. Eighty-six parents (75 mothers; M age = 40.73; SD = 7.88) living in New Zealand during COVID-19 lockdown participated in the survey. Results showed parental violence, parental constellation, unemployment, major decreases in finances, and living in a disadvantaged neighborhood were the strongest predictors of parental burnout. Child independence and parental emotional regulation were the strongest protective predictors of parental burnout. COVID-19 restrictions did not predict parental burnout. Findings highlight that promoting protective factors may support parental equilibrium during future crises.

Abstract Background Several American universities have experienced COVID-19 outbreaks, risking the health of their students, employees, and local communities. Such large outbreaks have drained university resources and forced several institutions to shift to remote learning and send students home, further contributing to community disease spread. Many of these outbreaks can be attributed to the large numbers of active infections returning to campus, alongside high-density social events that typically take place at the semester start. In the absence of effective mitigation measures (e.g., high-frequency testing), a phased return of students to campus is a practical intervention to minimize the student population size and density early in the semester, reduce outbreaks, preserve institutional resources, and ultimately help mitigate disease spread in communities. Methods We develop dynamic compartmental SARS-CoV-2 transmission models to assess the impact of a phased reopening, in conjunction with pre-arrival testing, on minimizing on-campus outbreaks and preserving university resources (measured by isolation bed capacity). We assumed an on-campus population of N = 7500, 40% of infected students require isolation, 10 day isolation period, pre-arrival testing removes 90% of incoming infections, and that phased reopening returns one-third of the student population to campus each month. We vary the disease reproductive number (Rt) between 1.5 and 3.5 to represent the effectiveness of alternative mitigation strategies throughout the semester. Results Compared to pre-arrival testing only or neither intervention, phased reopening with pre-arrival testing reduced peak active infections by 3 and 22% (Rt = 1.5), 22 and 29% (Rt = 2.5), 41 and 45% (Rt = 3.5), and 54 and 58% (improving Rt), respectively. Required isolation bed capacity decreased between 20 and 57% for values of Rt ≥ 2.5. Conclusion Unless highly effective mitigation measures are in place, a reopening with pre-arrival testing substantially reduces peak number of active infections throughout the semester and preserves university resources compared to the simultaneous return of all students to campus. Phased reopenings allow institutions to ensure sufficient resources are in place, improve disease mitigation strategies, or if needed, preemptively move online before the return of additional students to campus, thus preventing unnecessary harm to students, institutional faculty and staff, and local communities.

The Employment Contracts Act 1991 (the ECA or the Act) is only one of a number of fundamental changes to the basis upon which New Zealand society has recently been required to operate. These changes have been thrust upon New Zealanders by successive governments. The response of the people to such forced feeding has been to change the very basis of how governments are to be elected and are to operate. The public complaint is not only with the fast pace of unanticipated and undesired change. The complaint is more with the failure of politicians once elected to carry out policy announced in the process of electioneering.

<p>This thesis investigates the effectiveness of promoting positive attitudes and behaviours towards the Maori language among non-Maori New Zealanders as a contributing factor in Maori language regeneration. It begins by examining the theoretical rationale for focusing on the attitudes and behaviours of majority language speakers in minority language regeneration. Although the impact of majority language speakers on minority languages is clear, theoretical perspectives differ on whether majority language speakers should be a focus of language regeneration planning. Competing approaches are discussed,and a process model is introduced for 'planning for tolerability' - minority language planning targeting the attitudes and behaviours of majority language speakers. This model posits five essential components: recognising the problem; defining the target audience of majority language speakers; developing messages and desired behaviours; selecting policy techniques; and evaluating success. After reviewing existing research on the attitudes of non-Maori New Zealanders towards the Maori language and introducing the participants to the current research, the New Zealand government's approach to planning for the tolerability of the Maori language is examined. The Government has recognised the importance of non-Maori in Maori language regeneration since the beginning of the development of the Maori Language Strategy in the mid 1990s. The extent to which the Government considers non-Maori as an important audience for Maori language planning in practice, however, appears to fluctuate. Possible reasons for this are discussed. The main focus of Maori language policy towards non-Maori has been promotional campaigns. The discursive approach taken in a selection of these campaigns is analysed, showing that promotional materials aimed at non-Maori New Zealanders (including television ads, phrase booklets, and a website) transmit a wide range of messages about the Maori language, relating to both attitudes and 'desired behaviours'. Such messages are conveyed through a range of discursive techniques, using both a ' reason' and a 'tickle' approach. An analysis is also presented of data collected from eighty non-Maori New Zealanders at nine white-collar workplaces in Wellington, using questionnaires and interviews. The analysis centres on the attitudes of the participants towards the Maori language, their responses to current and recent promotional materials, and the role they see for themselves in supporting Maori language regeneration. Language policy approaches targeting majority language speakers in two international minority language situations, Wales and Catalonia, are then examined, and comparisons made to the New Zealand approach. The analysis concludes that the three approaches to planning for tolerability each exhibit some unique features, relating to all five components of planning for tolerability. Possible reasons for the distinct approaches are discussed. Finally, the results of the analysis of New Zealand government policy, the data collection process and the international comparisons are drawn together in order to consider the future of planning for tolerability in New Zealand.</p>
