This article explores the state of affairs in Zimbabwe’s film industry. It addresses the question: does a Zimbabwean film industry exist? The complex answer depends on at least two parameters. The first is one’s chosen definition of a film industry. The second is the extent of one’s knowledge of realities on the ground. The article argues that the Zimbabwean film industry, like most in Africa, is necessarily a work in progress. That is, it is constantly adapting to social, political and economic conditions in the search for a sustainable model or growth. Since 1980, the industry has been in a prolonged search for itself. A general feature has been the search for ways with which to replace thirty-year old colonial heritages of filmmaking, distribution and exhibition. Today what was traditionally a minority activity is becoming open to broader participation. The future, though, remains an unknown x. Funding, distribution and profitability are still sore points. For the first time, however, what seem like true foundations are being laid.

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.

Execution of protectionist measures by the state in the film screening field is a significant for the entire film industry as a whole, as the state of the Russian film screening affects both distribution and film production. The implementation process of the state program to provide subsidies for the cinemas modernization cinemas in small and medium-sized Russia cities has been examined. The current program results, their importance for the regional film screening and the Russian film industry have been analyzed. The special socio-economic conditions of the subsidized theaters functioning have been highlighted. The two-level system organization for further activities subsidized cinemas support is proposed and a measures set to achieve the state program goals for the long term have been offered.

The article analyzes the main terms used by law enforcement investigators and editors of the old newspapers regarding to counterfeiters, the forged money, and the process of selling them. Evidence of lexis in relation to counterfeiting has been traced from the criminal cases stored in the state historical archives of Ukraine and Poland, as well as in newspapers periodicals of Ukrainian cities. Most of the sources used in the study are published for the first time. The counterfeiters in Russian empire were called «manufacturer», «counterfeiter», but in Austro-Hungarian – the «counterfeiter» and «deceiver». The process of falsification in the newspapers of Galicia was defined in relation to money, as «made», «fabricated», in the Russian Empire – «cooked», «fabricated» and others. Most often, the definition of a counterfeiter’s personality was referred to as «counterfeiter», «coin counterfeiter», «counterfeiter». The place of counterfeiting was positioned as a «mint», often with the note «secret» or «illegal». In most newspaper publications, organized gangs of counterfeiters were described as а «gang banditti». Linguistic tautology «counterfeiting of counterfeit coins» is oftenly applied to counterfeit manufacturers. In terms of paper money, the definition «paper» and «picture» were used. The Galician press often called the trial of counterfeiters a «massacre». In 1915 in Chernihiv the credit notes signed by cashier S. Brut because of misinformation about their fraud, the population became wary of exchanging such a money, calling it «Brut’s rubles». For flat metal engraved cliches to print counterfeit assignments and credit cards the term «boards» was used, and coin counterfeiting tools are referred to as «counterfeiting machines» or «weapon tools».

The article offers the statistical methodology for assessment of relationship between economic growth and material welfare of the Ukrainian regions based on the method of complex statistical coefficients by using statistical data for 2016. The theoretical and applied aspects of opportunities of studied method for comprehensive rating assessment of Ukrainian regions through standardizing the values of examined indexes in economic and material welfare spheres are considered. Definition of the term “material welfare of a population” is given in the article. Material welfare of a population is determined in time quantitative-qualitative characteristic of standard of living of population of a country as summarized result of the state policy in social field and economic activity of a population in production and consumption fields. Structured and logical schema of mutual influence between the spheres of economics and material welfare of a population is suggested by the author. It was found that the standard of living of a population directly generates material welfare that in turn to be a background for a quality of life. At the same time such distribution of macroeconomic definitions is a new approach enable for statistical studying of relationship between the state of economy and the sphere of material welfare of Ukrainian population. Rating assessment is calculated by available statistical data obtained from the results of state statistical observation performance. In this regard formation of the system of 119 indicators that comprehensively describes the levels of development of material welfare sphere and county’s economy has been conducted. The final results of the assessment are studied in comparison with some other well-known rating assessments in these spheres. Тhe article proclaims that statistical studying of correlation between indexes of economic sphere and indexes in the sphere of material welfare is necessary. For that purpose, it has been developed the way of assessment the degree of relationship of studied spheres based on complex weighted coefficient of variances according to the formula proposed by the author. From the results of calculations of that coefficient and according to the criteria for assessing the stability of a correlation it is justified that the gap between the levels of economic development and material welfare of a population of Ukrainian regions should be reduced. Such approach is considered to determine exact tasks for public administration policy to increase economic growth in relationship with material welfare of a population. It can be an effective tool for managing the state of affairs, planning in performance management process and improving the value of relationship between the levels of development in the spheres under review.

G. H. von Wright’s definition of the concept of good reads: the state of a thing p is good (for a definite subject) when it is preferred by that subject before the state of affairs non-p. This definition implies that when a man sentenced to death has no other choice except between death on the gallows or after tortures and when he chooses the former kind of death, then death by hanging is good for him. A certain way of escaping this consequence is outlined but since it leads to a definition vulnerable to other objections a different definition of the concepts of good and evil in the term of G. H. von Wright’s theory is suggested.

The article analyzes the types, forms and content of statistical reporting that reflects the state and structure of cybercrime in Ukraine. Ways to interpret statistical information and to use its capabilities in preventing and combating cybercrime are identified. The shortcomings of the structure of official statistical data, namely unsystematic character, inconsistency and incoherence of their formation, are generalized and revealed. It is noted that the national and international legislation lacks a generally accepted definition of cybercrime so far, and therefore a single approach to defining the grounds for classifying illegal acts as such crimes. The reports were developed without considering further analysis of cybercrime. And while the report of the National Police of Ukraine contains data on a number of criminal offenses that can be attributed to cybercrime, the official statistical reports prepared by the Office of the Prosecutor General of Ukraine and the State Judicial Administration of Ukraine, except for Chapter XVI of the Criminal Code, are missing the mentioned data. Therefore, official statistics, which fully and accurately reflect the state and structure of cybercrime cannot be introduced today. It is possible to analyze only the dynamics of this type of crime, the structure of crime on the basis of recorded crimes. The number of criminal offenses under the articles of chap. XVI of the Criminal Code of Ukraine, is growing unevenly, and this growth in the last 4 years is insignificant. The share of these criminal offenses is growing more dynamically. But their share of the total crime rate in Ukraine today is insignificant and is less than one percent - in 2020 0.69. In the first quarter of 2021, employees of cyber police units of the National Police of Ukraine, for the first time detected 4 criminal offenses under Art. 255 of the Criminal Code of Ukraine (“Creation of a criminal organization”). During 2013 –2010, 112 persons were found to have committed criminal offenses of this category as part of a group, 16 of them as part of an organized group. Also during this period, 171 persons who committed criminal offenses in the group in previous years were identified, including 68 in the organized group. The number of convicted persons who committed criminal offenses in the group during this period is 64, 9 of them committed crimes in an organized group.

This essay outlines the contours for Christian sexual ethics in the context of late modern concept of ‘sexuality’ and the state of affairs in current Western culture. On theological-anthropological grounds the essay distinguishes between sex and eros and proposes a definition of sexuality; basic biblical-theological themes point to a Christological-eschatological approach, including a plea for ascetism and sexual selfdiscipline. The essay then discusses a number of practical-ethical topics, including sexuality in marriage, cohabitation, masturbation, transgenderism and homosexuality.

The article is devoted to the study of the transformation of the system of «social lifts» and «social ladders» in the modern world in the context of the rapid development of digital technologies, as well as the issues of their functioning in the digital space. For the first time, the article introduces the definition of «the system of social lifts and social ladders», expands and concretizes such concepts as «social lift», «social ladder», as well as «digital space». The article focuses on the issues of increasing the effectiveness of personnel policy in the state civil service of the Russian Federation. The main problems hindering the development of the state civil service are identified, and proposals are made to improve the efficiency of the state civil service. This article is one of the stages in the study of changes in the system of social lifts and social ladders in the context of the digital transformation of society.
