Execution of protectionist measures by the state in the film screening field is a significant for the entire film industry as a whole, as the state of the Russian film screening affects both distribution and film production. The implementation process of the state program to provide subsidies for the cinemas modernization cinemas in small and medium-sized Russia cities has been examined. The current program results, their importance for the regional film screening and the Russian film industry have been analyzed. The special socio-economic conditions of the subsidized theaters functioning have been highlighted. The two-level system organization for further activities subsidized cinemas support is proposed and a measures set to achieve the state program goals for the long term have been offered.

The article focuses on the long-term ship leasing market, which is in fact an alternative financing market for the industry. The aim of the study was to provide an overview of the state of the Russian leasing market in the field of shipbuilding in the current economic conditions and to show the positive aspects of using this financial instrument as a means of increasing the activity of participants in the investment process in the shipbuilding industry, aimed at accelerating the renewal of the civilian fleet and recovering the industry after the crisis. The problematic issues arising in the practice of leasing activities in the industry are considered. The use of leasing in Russian shipbuilding is supported by the state with the help of an existing program that provides preferential terms for leasing transactions for shipbuilding. The article examines the conditions, results and prospects for the implementation of the state program of civil shipbuilding leasing.

The state program “Development of aquaculture (commercial fish farming) in the Russian Federation for 2015-2020” (hereinafter referred to as the State Program) determines the main directions for the development of the fisheries complex and its financial support. However, the current program does not sufficiently elaborate the forms of state support for this sphere of agricultural production, which would contribute to the accelerated development of the industry. It should also be noted that the existing potential of aquaculture in Russia is not fully utilized. The Institute of Economics of the Irkutsk State Agrarian University named after A.A. Ezhevsky, in collaboration with the Ministry of Agriculture of the Irkutsk Region, assessed the fulfillment of tasks of the State Program, identified factors hindering the development of aquaculture in Russia and its regions, and developed recommendations for improving the forms of state support for economic entities in the industry.

This article explores the state of affairs in Zimbabwe’s film industry. It addresses the question: does a Zimbabwean film industry exist? The complex answer depends on at least two parameters. The first is one’s chosen definition of a film industry. The second is the extent of one’s knowledge of realities on the ground. The article argues that the Zimbabwean film industry, like most in Africa, is necessarily a work in progress. That is, it is constantly adapting to social, political and economic conditions in the search for a sustainable model or growth. Since 1980, the industry has been in a prolonged search for itself. A general feature has been the search for ways with which to replace thirty-year old colonial heritages of filmmaking, distribution and exhibition. Today what was traditionally a minority activity is becoming open to broader participation. The future, though, remains an unknown x. Funding, distribution and profitability are still sore points. For the first time, however, what seem like true foundations are being laid.

Employee stock ownership is one of the common medium and long-term incentive methods for state-controlled mixed ownership. As the current state-controlled mixed-ownership enterprise employee shareholding is still in the pilot stage, the State-owned Assets Supervision and Administration Commission of the State Council is still relatively strict on the implementation of relevant conditions for enterprises. Based on the analysis and research on the relevant policies and corporate practices of employee stock ownership, this paper puts forward the implementation path of state-controlled mixed ownership enterprises to carry out employee stock ownership, and gives reminders and early warnings of common risks in the implementation process.

The growth of modern systemic challenges in the context of globalization and integration processes leads to the creation of an effective regional agrarian structure, as one of the most pressing problems of scientific research in economic and social forecasting. The formation of an effective modern agrarian structure and the prospects for its long-term development will largely be determined by state policy, the institution of selective structural support for the state. The agrarian policy of the state to improve the institutional agrarian structure in the region on the basis of foreign and domestic experience should: - contribute to the growth in the number of family peasant farms in all sub-sectors of agriculture in all territories of the region; - create favorable economic conditions that stimulate the economy to create consumer (service) cooperatives of various specializations; - to economically stimulate large agro-industrial formations to interact with small forms of agribusiness. The conceptual directions and mechanisms of the long-term development of the agrarian structure in the Central Chernozem Region are defined, which include goals, stages, principles and objectives of the long-term development of the agrarian structure in the region, legal regulation, financial support, innovative development, the development of markets for agricultural products measures to implement the concept.

The relevance of the topic is conditioned by the need for scientific understanding of media analytics and a qualitative understanding of its methods as promotion tools, as well as for the introduction of the research stage of media consumption into the film production process to popularize and further promote domestic film products among the Russian audience. In the Russian film industry, this experience is especially necessary within modern economic conditions. The need to ensure the financial success of Russian film products, which are subsidized by the state, has led to the interest in finding new approaches promoting and increasing the loyalty of the cinema audience, which is especially important at a time when only 1 out of 10 domestic films pays for their film production during the distribution period.

The idea of replacing revenues from alcohol sale with income from cinema attendance was put forward by L. Trotsky in Soviet Russia in the early 1920s. At the stage of transition from silent cinema to the sound one this idea received a significant number of supporters. Anyhow attendance statistics proved a considerable gap between alcohol profitability and yield, calculated on theatre booking. In order to heal the situation quite a number of new cinemas had to be built. Since the state did not have adequate resources at its disposal, it was decided to refurbish the churches into cinema theatres. As a result the two important aims were to be gained: efficient increase of attendance and effective antireligious propaganda. Achievements of Soviet cinema in the early 1930s supported the idea of cinema to triumph over alcohol. Iosif Stalin proclaimed the replacement of the income from vodka with income from cinema as an official party and state program: expanding industrial base of the Soviet cinema, making more films, increasing the film circulation, building more cinemas. I. Stalins idea was to be realized by the chairman of the GUKF B. Shumyatsky. Acquainted with American and European experience, he proposed a number of reforms in the film industry, the key to which was the creation of the Cinema city in the South of the country, the Soviet Hollywood. As a result, the Soviet film industry had to be increased 10 times. But the project of the Cinema city was not approved by the government. While B. Shumyatsky was working over this project, the assets of the Soviet cinema were actually put on the slide. As a result, the output of film production in Russia decreased significantly, not allowing to execute the annual plan. Thus the idea to replace vodka income into cinema one turned out unfulfilled.

The study analizes the requirements for instrumentation and control systems of NPP units, which are currently under modernization in accordance with the state program for long-term operation of Ukrainian NPP units. The requirements established in the documents that regulate reliability and quality of performing functions by these systems emphasize the importance of developing methods to improve the accuracy of parameter measurements, methods to increase reliability of assessing safety and reliability indexes of NPP unit operation, as well as the accuracy of personnel decisions in the presence of many uncertainties and inaccuracies in the description of initial data that affect implementing necessary management actions by personnel. The paper presents the examples of the impact of initial data uncertainty on solving the tasks of safety and reliability assessment for NPP units. The study analyzes existing methods to account and describe initial data uncertainty and modeling uncertainty in the tasks of safety and operational reliability assessment for NPP units. The possibility of applying mathematical methods and tools of interval analysis to improve reliability of solving the issues of assessing safety, reliability and efficiency of NPP unit operation under conditions of initial data uncertainty was justified. The study presents the basic principles of interval calculations, which allow considering inaccuracies when specifying the initial data, parameter uncertainties and multi-mode nature of functioning of such complex technical systems as NPP units. The prospects of applying the main theoretical provisions of interval analysis and their implementation in the form of numerical methods and models to solve current issues of assessing safety, reliability and efficiency of accident-free operation of NPP units in compliance with the state program for long-term operation were specified.

Over 90% of Uganda's power is generated from renewable sources. Standardised Implementation Agreements and Power Purchase Agreements create a long-term relationship between Generating Companies and the state-owned off-taker guaranteed by Government. The COVID-19 pandemic and measures to curb the spread of the virus have triggered the scrutiny and application of force majeure (FM) clauses in these agreements. This article reviews the FM clauses and considers their relevance. The authors submit that FM clauses are a useful commercial tool for achieving energy justice by ensuring the continuity of the project, despite the dire effects of the pandemic. Proposals are made for practical considerations for a post-COVID-19 future which provides the continued pursuit of policy goals of promoting renewable energy sources and increasing access to clean energy, thus accelerating just energy transitions.
