In the mass media coverage of children in conflict with the law, children's rights must be protected. Therefore journalists in producing journalistic works and mass media that disseminate information about children in conflict with the law must keep the identity of the child, both the child as the perpetrator, the child as the victim, and the child as a witness, as well as all information related to the child. In the process of producing journalistic work, a press institution has a flow of copy process which is a mechanism to ensure the fulfillment of checks and balances on the information produced. In addition, there is also a right of reply mechanism in the mass media that regulates if violations occur in journalistic work as mandated in the Press Law and Journalistic Code of Ethics. This mechanism is regulated is nothing but to guarantee the freedom of the press in carrying out the functions of the press which is essential in the life of the nation and state. With this right of reply mechanism, the press that publishes journalistic works that violate the rights of children in conflict with the law, must still be responsible without having to involve aspects of criminal law in it.

Abstract :The mass media had great influence in conveying a message against their common. The values of the message was set out in the text and images are presented by the media. The message may contain meaning positive and inspiring in describing events, so that is not interfere psychological of audience.  In the context of photojournalism, the expression that the power of the image can be far beyond the message conveyed through text. Because the meaning of the message, the essence of photojournalism must pay attention to the rules of journalism were set in the Press Law and the Code of Ethics of Journalism. An understanding of the ethics of photojournalism is not only for internal media, but also to a audience. This study aims to examine the role of the press council in enforcing the press law and journalistic code of ethics where digital developments are currently very developed, especially media that utilize new media platforms. Not all online mass media are legal entities and not all news that is conveyed through online media follows a journalistic code of ethics, giving rise to overlapping perceptions and activities due to the lack of understanding of journalists and the public in the midst of easy access to information. This research uses a descriptive qualitative approach with a case study method, data collection is collected through observation and documentation sourced from literature and document studies that examine the phenomenon of digitalization dynamics around press laws and journalistic codes of ethics. There are a number of efforts from the press council, including enforcing the press law on online mass media by carrying out a number of verification processes including administrative verification, factual verification and content verification. The third verification cannot be carried out because of the constraints of human resources and budget. A mass media that receives a report will be handled and mediated by the press council if the mass media is already a legal entity. Meanwhile, the enforcement of the press code of ethics is carried out by first classifying journalism activities based on whether the mass media is a legal entity or not, then screening complaints of violations of the code of ethics, and reprimanding the problematic mass media to apologize and clarify the misinformation that has been published.

Freedom of the press is one thing that is a journalist's right which is regulated in Law of the Republic of Indonesia No. 40 of 1999 concerning the Press to weigh the rights obtained by members to carry out their duties as a connector between the community and what is most recent done there. In carrying out their duties, journalists must still determine the rules that have been made, while the right to freedom of the press is given equality. The rules are written in a journalistic code of ethics established by the Indonesian Press Council, where one of the codes of ethics requires journalists to report accurate matters, which means that the approved writing must have proven its truth. This research uses qualitative with content analysis methods. Theories used to support this research are mass media theory, journalism, online journalism, news, and news accuracy. The results showed that news about the virus that was published on the tribunnews.com news portal was actually in accordance with the journalistic code of ethics set by the Indonesian Press Council, and also in accordance with the theory put forward by Romli which actually happened.Kebebasan pers merupakan salah satu hal yang menjadi hak jurnalis yang telah diatur dalam Undang-Undang Republik Indonesia No. 40 Tahun 1999 Tentang Pers untuk menimbang hak-hak yang didapat anggota pers untuk menjalankan tugasnya sebagai penyambung antara masyarakat dengan keadaan terbaru yang terjadi di sekitar. Dalam menjalankan tugasnya, jurnalis harus tetap mengacu pada aturan-aturan yang telah dibuat, meskipun hak kebebasan pers diberikan mutlak. Aturan tersebut tertulis dalam kode etik jurnalistik yang ditetapkan oleh Dewan Pers Indonesia, yang mana salah satu kode etiknya mengharuskan jurnalis untuk memberitakan hal-hal akurat, yang mana berarti tulisan yang dipublikasikan harus sudah teruji kebenarannya. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis isi. Teori yang digunakan untuk mendukung penelitian ini adalah teori media massa, jurnalistik, jurnalisme online, berita, dan akurasi berita. Hasil penelitian menunjukkan bahwa berita mengenai virus corona yang dipublikasikan di portal berita tribunnews.com aktual dan sudah sesuai dengan kode etik jurnalistik yang berlaku yang ditetapkan oleh Dewan Pers Indonesia, dan juga sesuai dengan teori yang dikemukakan oleh Romli bahwa berita yang dipublikasikan harus sesuai dengan apa yang sebenar-benarnya terjadi.

ABSTRAKPerkembangan teknologi di bidang informasi yang semakin modern sering menyebabkan terjadinya tindak pidana pencemaran nama baik yang dilakukan oleh beberapa orang atau oknum yang tidak bertanggungjawab.Perumusan Masalah Bagaimana pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana.Bagaimana konsep usulan perbaikan dalam pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana berdasarkan hukum progresif.Tujuan Penelitian Untuk mengetahui Untuk mengetahui pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana Untuk mengetahui konsep usulan perbaikan dalam pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana berdasarkan hukum progresif. Jenis penelitian hukumnya adalah secara normatif . Kesimpulan Pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana sudah berjalan sesuai dengan Kitab Undang-Undang Hukum Pidana namun karena adanya Undang-Undang Nomor 40 Tahun 1999 tentang Pers maka Sehubungan dengan kebebasan Pers atau media massa dan ancaman yang masih dirasakan adalah pemberlakuan pasal Fitnah atau pencemaran nama baik dengan lisan atau tulisan pada KUHP. Aturan ini dinilai banyak menghambat kebebasan berekspresi menyampaikan pendapat di masyarakat dan dianggap UU No. 40 Thn 1999 tentan Pers tidak berlaku. Konsep usulan perbaikan dalam pertanggungjawaban pidana pers melalui media online dikaitkan Pasal 310 Kitab Undang-Undang Hukum Pidana berdasarkan hukum progresif terutama sanksi pidana terhadap pelaku pencemaran nama baik dalam dunia maya (cyber) , yang dimana penerapan hukum ini di tinjau dari KUHP dan UU ITE. Penerapan hukum terhadap tindak pidana pencemaran nama baik ini menggunakan asas Lex spesialis derogat legi generali yaitu dimana pengaturan pencemaran nama baik di dunia maya yang diatur dalam Pasal 27 ayat (3) dan Pasal 45 UU ITE merupakan “Lex spesialis” dari Pasal 310 KUHP yang merupakan “Lex generali” dimana hubungan aturan ini menjadikan sinergi hukum atas kasus pencemaran nama baik. Sarannya antara lain harus ada pemisahan yang tegas terkait mana yang masuk kategori delik pers dan mana yang bukan delik pers; dan Harus dipertegas keberadaan (materiil sphere) dari UU tersebut apakah sebagai UU Tindak Pidana Umum atau Tindak Pidana Khusus, karena penanganannya akan berbeda; Perlu dipertegas apakah delik pers itu adalah delik aduan atau delik umum (laporan delik) karena masa penuntutannya akan berbeda dan apakah dapat ditarik atau tidak, dan pertanggungjawaban pidananya harus dipertegas apakah dilimpahkan kepada pimpinan redaksi, perorangan (wartawan) atau korporasinya; Faktor yang harus diperhatikan dalam pemberitaan adalah pers atau media massa harus bebas dari tekanan kelompok baik internal maupun eksternal, dan suatu berita ditulis dengan cermat, akurat, serta penulisan berita harus lengkap dan utuh, sehingga pihak lain tahu informasi dengan benar dan kesalahan serta ketidak akuratan wajib segera dikoreksi.Kata kunci: pertanggungjawaban pidana pers; media on line; Pasal 310 Kitab Undang-Undang Hukum Pidana ABSTRACTThe development of technology in the increasingly modern information field often leads to criminal defamation carried out by several people or irresponsible persons. This type of legal research is normative.Conclusion Criminal liability of the press through online media is associated with Article 310 of the Criminal Law Act that has been running in accordance with the Criminal Law Act, but due to the Law Number 40 of 1999 concerning the Press, In connection with freedom of the Press or the mass media and threats that are still felt was the application of the article Defamation or defamation of good name by oral or written on the Criminal Code. This rule is considered to hamper many freedom of expression to express opinions in the community and is considered Law No. 40 of 1999 about the Press does not apply. The proposed concept of improvement in criminal liability of the press through online media is linked to Article 310 of the Criminal Law Act based on progressive law, especially criminal sanctions against perpetrators of cyber defamation, in which the application of this law is reviewed from the Criminal Code and the ITE Law. The application of the law against criminal defamation uses the principle of Lex specialist derogat legi generali, whereby the regulation of defamation in cyberspace regulated in Article 27 paragraph (3) and Article 45 of the ITE Law constitutes the "Lex specialist" of Article 310 of the Criminal Code which is a "Lex generali" where the relationship of this rule makes legal synergy over defamation cases.The suggestions are that there must be a strict separation related to what is included in press offenses and which are not press offenses; and The existence of the material (sphere) must be confirmed whether the Act is a General Criminal Act or a Special Criminal Act, because the handling will be different; It needs to be emphasized whether the press offenses are complaints or general offenses (offense reports) because the prosecution period will be different and whether it can be withdrawn or not, and criminal liability must be confirmed whether it is delegated to the editor in chief, an individual (journalist) or the corporation; The factor that must be considered in reporting is that the press or mass media must be free from internal and external group pressure, and that a news is written carefully, accurately, and news writing must be complete and complete, so that other parties know the information correctly and errors and inaccuracies must be corrected immediately.Keywords: criminal liability pressl; online media; Article 310 Of The Criminal Law Code

Freedom of the Press is the right to express, disseminate ideas, organize, and so forth. Freedom of the Press is based on the provisions made by the Press Council called the Journalistic Code of Ethics. The Journalistic Code of Ethics is the professional ethics of journalists. As the party that disseminates information to the public, journalists need to practice the provisions of the Journalistic Code of Ethics which consists of 11 articles, because various news reports that journalists report should have an impact on society. Then, one of the news that received more attention from the public, namely regarding the relocation of the Indonesian capital. At that time, the news received various responses from various parties. Therefore, various media are aggressively producing news related to this, such as Liputan6.com. In this study, the Journalistic Code of Ethics analyzed with the news included article 1, 2, and 3. The purpose of this study was to determine the application of the Journalistic Code of Ethics in reporting the removal of the Indonesian Capital City on Liputan6.com. Theories used include news reporting and the Journalistic Code of Ethics. Then, for the research method used, namely quantitative content analysis using coding sheets to process, and analyze the data. The results of this study indicate Liputan6.com has implemented a Journalistic Code of Ethics, although of the 55 news samples there are still 19 news that do not meet the element of balance.Kebebasan pers merupakan hak untuk berekspresi, menyebarluaskan gagasan, dan berorganisasi. Kebebasan pers dilandasi oleh ketentuan yang dibuat Dewan Pers yang disebut Kode Etik Jurnalistik. Kode Etik Jurnalistik adalah etika profesi wartawan. Sebagai pihak yang menyebarkan informasi kepada khalayak, jurnalis perlu mempraktikan ketentuan Kode Etik Jurnalistik yang terdiri dari 11 pasal. Hal ini karena berbagai berita yang jurnalis laporkan akan memberi dampak pada masyarakat. Salah satu pemberitaan yang mendapatkan perhatian lebih dari masyarakat, yaitu mengenai pemindahan ibu kota Indonesia. Pada saat itu, kabar tersebut mendapatkan berbagai respon dari berbagai pihak. Oleh karena itu, berbagai media gencar dalam memproduksi berita terkait hal tersebut, salahsatunya Liputan6.com. Pada penelitian ini, Kode Etik Jurnalistik yang dianalisis dengan pemberitaan tersebut, antara lain pasal 1, 2, dan 3. Tujuan dari penelitian ini ialah untuk mengetahui penerapan Kode Etik Jurnalistik pada pemberitaan pemindahan Ibu Kota Indonesia di Liputan6.com. Teori yang digunakan diantaranya pemberitaan, dan Kode Etik Jurnalistik. Metode penelitian yang dipakai yakni analisis isi kuantitatif dengan memakai lembar codinguntuk mengolah, dan menganalisis datanya. Hasil dari penelitian ini menunjukan Liputan6.com sudah menerapkan Kode Etik Jurnalistik, meskipun dari 55 sampel berita masih terdapat 19 berita yang tidak memenuhi unsur keberimbangan.

Era globalisasi menuntut sebuah kota untuk mengelola citranya dan menjadikan citra itu sebagai komoditas, bersaing untuk menjadi yang terbaik. Media massa memainkan peran penting sebagai salah satu media pemasaran dalam membentuk city branding untuk sebuah kota. Dengan demikian, humas pemerintah harus melakukan komunikasi interaktif dengan media massa atau pers.Public Relations dan mitranya, media massa atau pers, tidak dapat dipisahkan satu sama lain. Melalui media massa, Public Relations sebagai strategi promosi city branding dapat menyampaikan informasi tentang kota secara lebih komprehensif.Penerapan branding kota pemasaran melalui media massa oleh public relations pemerintah, dapat dilakukan dengan membuat profil kota / daerah yang harus disebarluaskan ke media massa di Indonesia dengan bahasa nasional, dengan desain yang menarik, sehingga mereka dapat dengan mudah menarik perhatian. Dalam praktik pemasaran atau promosi branding kota melalui media massa oleh humas pemerintah, setiap pemimpin daerah seperti walikota atau bupati harus diberi tanggung jawab untuk mempromosikan branding kota, terutama melalui media massa, baik cetak maupun elektronik. --------------------------------------------------------------------------------- The era of globalization requires a city to manage its image and make the image like a commodity, competing to be the best. Mass media plays an important role as one of the marketing media in forming city branding for a city. Thus, government public relations must make an interactive communication with the mass media or the press.Public Relations and its partners, mass media or the press, can not be separated from each other. Through mass media, Public Relations as a promotion strategy of city branding can convey information about a city more comprehensively.The application of marketing city branding through the mass media by government public relations, can be done by making a profile of the city/region that must be disseminated to the mass media in Indonesia with national language, with attractive designs, so that they can easily draw the attention. In the practice of marketing or promoting of city branding through the mass media by government public relations, every regional leader like a mayor or a regent must be given the responsibility to promote city branding, especially through mass media, both print and electronic.
