This research is analyzing about the capacity of rural government and the capacity building strategy in facing the implementation of Act No. 6 of 2014 about village. The research held in three rural governments they are Tutul, Balung Kulon and Balung Lor Sub-district Balung District Jember. This research is using qualitative method with descriptive design. The result of the study suggest that the authority of the village should be reinforced to solve governance related problems, it also needs to review the coaching program because the schemes tend to be elitist along this time, so it does not really fit to the rural government official’s necessary; furthermore, the stakeholders of rural government (local governments) should be involved to help strengthen the capacity of rural government both in terms of policies, resources or technical assistance. In addition, it also needs to involve the universities and non-governmental organizations in order to open and expand the new discourse about the renewal of the village

Abstract This study explores the operative capacity of non-governmental organizations (NGOs) in the Southern region of Punjab Province, Pakistan. Data from all functional NGOs registered with the Social Welfare and the Bait-ul-Maal Department, Punjab under the provisions of the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 were collected. A questionnaire based on basic information about NGOs, namely about membership, elections, services offered and opportunities for capacity building, was used for data collection. The results of the study identify education, health, and vocational and technical training as the three major areas of activity for NGOs in the Southern region. The study also found that NGOs do not have an adequate democratic process for elections. Women’s participation is less than men’s in general and in particular regarding membership of executive bodies. The core areas where gaps in capacity building were found are in governance and leadership, financial and human resource management, record maintenance and reporting. On the basis of the findings of this study, it is suggested that NGOs should extend their areas of operation and field of services, and that the democratic process could be ensured by concerned departments through proper monitoring and surveillance.

This chapter examines the social media use by local governments, and other policy actors (government agencies, non-governmental organizations and citizens) after the 2011 Van Earthquake in Turkey. This study is different from others examining social media use of just one policy actor after a disaster; as it compares and contrasts the performance of different policy actors with that of local governments. To this end, contents of the messages posted on selected Facebook pages after the earthquake are analyzed. The findings include examples of effective social media use for disaster relief and recovery, as well as detailed information about the nature and functioning of “multiple/parallel systems of public service/information delivery”, more than one electronic channel of communication and coordination simultaneously connecting people and organizations. The findings suggest that, if institutional arrangements conducive to collaborations are present, social media platforms can be effective means of disaster relief and recovery, especially for communication among citizens after a disaster.

Ulaanbaatar, the capital of Mongolia, suffers from severe air pollution during the long winter months, and its air pollution levels are among the highest in the world. Residents in the ger areas of Ulaanbaatar are unable to take advantage of the laws and policy regulations to reduce air pollution despite years of efforts to address this issue by international and local organizations including the government of Mongolia (GoM). Important challenges and barriers that have limited the success of various governmental policies that tackle air pollution problems were identified through participatory approaches. In order to do this, personal interviews were conducted with various stakeholders such as officials from central and local governments, government agencies, non-governmental organizations (NGOs), international organizations, and academia. Moreover, a workshop was conducted to elucidate the views of ger area community members in Ulaanbaatar. Based on the results of these interviews and workshop, the gaps between the policy approaches of the government, the actual conditions, and the desired situations of the residents to improve air quality in Ulaanbaatar were analyzed. The large gaps that were identified between the national and local perspectives on air pollution issues demonstrated that the reduction of air pollution in Ulaanbaatar requires solving fundamental and complex problems based on a better understanding of the specific conditions and needs of the residents of the ger areas. Moreover, active participation and discussion of the residents at the workshop indicated that community-based approaches could be applied in the cultural context of Mongolia with promising results in finding solutions.

ABSTRACT Accounting scholars are challenged to discover ways to facilitate a broader engagement with the oppressed and poor toward a more just and fair world. This paper reports an interaction between an accounting educator and disadvantaged Kenyan villagers in an exploratory attempt to expand the reach of critical accounting research from the confines of academia to practice. In Africa, the end of colonialism left widespread poverty that was exacerbated by illiteracy and ignorance. At the same time, the World Bank and the International Monetary Fund (IMF) required newly independent African states to implement neo-liberal-inspired policies that weakened state social governance. This, in turn, led to the growth of religious and non-governmental organizations (NGOs) whose policies aimed to fill the gaps in government social services that alleviate inequities. Ignorance enslaves, but knowledge—including knowledge of accounting and financial systems—will empower the poor to evaluate the motives, desirability, and achievements of governmental and NGO services and programs introduced to ease poverty. The specific aim of this modest, grassroots intervention was to share financial knowledge with members of a church in Bungoma, a poor region in Northwestern Kenya. This participatory action research (PAR) intervention was carefully implemented to respect the values and culture of the village participants, and avoided Western values and praxis to maintain the villagers' status quo. Instead, the accounting educator introduced empathetic learning by relating accounting principles to the Christian values of the villagers. The paper concludes with a discussion on the outcomes and limitations of this intervention.

The independence of territorial self-governments in the process of implementing the tasks imposed on them does not mean that they have to implement them independently. Achieving the assumed goals of action often requires skillful cooperation with other entities, including non- governmental organizations. Local government is the closest partner of non-governmental organizations, not only through action in the local community, but above all through a community of purpose, which is to meet the needs of residents. NGOs represent the local community. The basis for the functioning of the state is social dialogue. The guarantee of successful cooperation between partners is cooperation based, on the one hand, on the awareness of local governments of jointly diagnosing and solving local problems, and on the other ‒ on the awareness of non-governmental organizations to jointly implement their goals. It should be emphasized that territorial self-government ‒ fulfilling statutory tasks and non- governmental organizations (voluntary associations of people devoting their time and energy to achieve social goals) are two different types of entities. Dialogue and cooperation between them should aim to integrate and mobilize entities to improve the quality of life in small homelands. The main goal of the article is therefore to draw attention to the importance of cooperation between territorial self-governments and non-governmental organizations in order to achieve positive results. It emphasizes the principles on which such cooperation should be based. The areas of this cooperation were indicated, giving examples of practices. The work mainly uses the desk research method in the form of literature analysis, reports and exploitation of online resources, as well as case analysis.

The contingency plan was carried out for the seven highest villages in Sleman Regency, Yogyakarta Special Region, as areas prone to eruption of Merapi Volcano. This contingency plan was prepared based on a scenario with a volcanic eruption index of 3, in the form of the collapse of a lava dome of 5 million cubic meters. The collapse of the lava dome formed a hot cloud that moved 6–9 km towards the Gendol River, Opak River, Kuning River, Boyong River and Krasak River. The number of exposed residents is 18,880. The emergency situation period is estimated to be 30 days, from the time the status is increased to Alert. This contingency plan was prepared in a participatory and collaborative manner, under the coordination of the Sleman Regency Regional Disaster Management Agency (RDMA). This process includes: (1) Updating the village level contingency plan as materials for the district level. (2) Formation of a substance team from local government, universities and non-governmental organizations, and (3) Conducting a series of workshops for related organizations to compile documents and equate perceptions on the adaptation of contingency plans with the Covid 19 health protocol. The preparation of this document also involves the participation of children, in order to express their opinions and needs in implementing emergency management.

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Public policies have undoubtedly a very important position in the economy. The environmental economy is a phenomenon that requires intervention in the market through public policies. This is because environmental problems need to be intervened with public policy tools because they have the characteristics of externalities and are public goods. Accordingly, waste management is a subject of environmental economics, at which point public policies come into play particularly at the level of local governments and gain importance. However, this is not only a matter of public policies but also requires the active involvement of the private sector and social participation. The participation of society and non-governmental organizations, as well as public and private partnerships plays a pivotal role in the effective management of this process because it is difficult to understand the significance of solid waste management for a society that has not completed its intellectual and cultural education.
