The purpose of this study was to determine the influence of organizational culture, work motivation, and organizational commitment to the performance of principals of elementary school in Samarinda. The results of the study findings that: (1) Organizational cultures have directly positive effect to the performance of principals, (2) Work motivation have directly positive effect to the performance of principals, (3) Organizational commitment have directly positive effect to the performance of principals, (4) Organizational culture have directly positive effect to the organizational commitment, (5) Work motivation have directly positive effect to the organizational commitment. This research was carried out in the environment of Samarinda Government that involving 60 principals of elementary school in Samarinda as the study samples. The determination of study samples was done by using random sampling. The data collection using instrument with a Likert scale of measurement consist of 5 answer options and the data analysis using path analysis technique. Based on the study, organizational culture, work motivation, and organizational commitment have directly positive effect to the performance of principals. Therefore the variables of the study are recommended to the Government of Samarinda to increase the performance of elementary school in Samarinda. This study aims to determine :  (1) The influence of organizational culture on SKPD performance, (2) Effect of employee competence on the performance of SKPD,(3) The effect of performance accountability on SKPD performance, (4) The influence of organizational culture, employee competence and performance accountability simultaneously influences the performance of the SKPD , (5) The influence of organizational culture, employee competence and performance accountability simultaneously influences the performance of the SKPD. This research is a descriptive study with a quantitative approach. Quantitative data collection was carried out using a survey method by using questionnaire instruments. The research locations were in Tabalong Regency on 9 SKPDs that had been evaluated by SAKIP. Results of the study show that :   (1) An organizational culture, employee competence and accountability for performance has a positive and significant impact on the performance of SKPD scope of sectors in the Government of Tabalong, (2) Competence of employees having the most dominant influence on the performance of SKPD compared with the influence of organizational culture and performance accountability in the District Government of Tabalong. Public sector banks have been merged by the government in the last few years. This is the rationale behind conducting this study. The purpose of this article is to determine the factors affecting the performance of public sector banks in India and the interrelationship between bank-specific determinants and performance of public sector banks. In this article, we shall analyse the financial data of all the public sector commercial banks for a period spread across 11 years (2009–2019); Capital adequacy, Assets quality, Management efficiency, Earning, and Liquidity (CAMEL) has been used as a performance determinant; system generalised method of moments (GMM) analysis has been used to find the effect of determinants on the performance measurement of public sector banks; and CCA (canonical correlation analysis) has been used to find the interrelationship between the bank-specific determinants and the performance of public sector banks. The finding has important implications in terms of performance in the banking sector. Certain limitations of this study are: It is based on secondary data. The study only covers the financial aspects and not the non-financial aspects. It is found that the asset quality is negatively related with performance of public sector banks. Liquidity and inflation are inversely related to performance of public sector banks in India. Capital adequacy is positively related with banks’ performance, but inversely related with banks’ interest margin. GDP growth has a significant positive impact on banks’ performance, but inversely related with banks’ interest income. Inflation rate is inversely related with banks’ performance. Banking sector reforms are insignificantly related with banks’ performance.

The choice of materials is crucial in responding to the increasing embodied carbon (EC) impacts of buildings. Building professionals involved in material selection for construction projects have a vital role to play in this regard. This paper aimed to explore the extent to which building professionals in Sri Lanka considered EC as a material selection criterion. A questionnaire survey was conducted among a sample of building professionals in Sri Lanka. The results indicated that the consideration of EC as a material selection criterion remained low among key professionals, such as architects, engineers, and sustainability managers, despite their reasonable influencing powers and knowledge of EC. Those respondents who had considered EC as a selection criterion said they had been primarily driven by green building rating systems and previous experience. Those respondents who had not considered EC during material selection commonly reported that they had been prevented from doing so by the lack of regulations and the lack of alternative low carbon materials. Respondents believed that the involvement of actors, such as the government, professional bodies, environmental organizations, activist groups, and the public, may be significant in promoting the greater consideration of EC during material selection.

Determination of fish landing price is important, as the same contributes to the structure, conduct and performance of the fish market in Lake Victoria. Determination of relevant landing price is a gap to console between fishermen, agents (middlemen), processors and the government. The main objective of this study was therefore to examine fish price determination. Specifically, to examine the methods for fish price determination and analyse factors that affect fish landing price in Lake Victoria, a cross-sectional design was employed, and 300 respondents were randomly selected from two district councils, namely, Sengerema and Buchosa. Both qualitative and quantitative data were analysed using descriptive statistics and inferential analysis. Findings show that landing price is determined through formal negotiation with processors, consultation with other traders, informal negotiation with buyers and Beach Management Unit (BMU). The study concluded that these are the common methods used to determine landing prices. Also, distance from fishing to onshore landing centres, market information channels, age and experiences of the fishermen are the factors significantly found affecting landing price. It is recommended that the mechanism for setting up fishery price, fish market structure, fishery information and the formation of fishery regulatory body needs fishery policy and sector reforms that mark the determination of fish landing price.

Sustainable operation of public-private partnership (PPP) infrastructure projects that are characterized by considerable external benefits is of vital importance. However, a liquidity shock might trigger an inefficient liquidation of a project by the special purpose vehicle (SPV) and the bank, whose objectives are to maximize the profits generated by the project. This study argues that performance guarantee and subsidy policies implemented by the government play a role in encouraging socially efficient decision-making by the SPV and the bank to ensure the continuation of socially valuable projects. The results show that both government subsidy and performance guarantee policies are effective in avoiding the inefficient liquidation of PPP infrastructure projects when the external benefits are large and certain. However, a performance guarantee policy might lead to inefficient continuation when the external benefits of a project are uncertain. Finally, we discuss the possibility that an integrated policy combining performance guarantees and government subsidies improves the efficiency of a PPP infrastructure project.

ABSTRACT This article gives an overview of the 26 year long ethnic conflict in Sri Lanka and examines physical reconstruction and economic development as measures of conflict prevention and postconflict reconstruction. During the years of conflict, the Sri Lankan government performed some conflict prevention measures, but most of them caused counter effects, such as the attempt to provide “demilitarization”, which actually increased militarization on both sides, and “political power sharing” that was never honestly executed. Efforts in post-conflict physical reconstruction and economic development, especially after 2009, demonstrate their positive capacity as well as their conflict sensitivity. Although the Sri Lankan government initially had to be forced by international donors to include conflict sensitivity in its projects, more recently this has changed. The government now practices more conflict sensitivity in its planning and execution of physical reconstruction and economic development projects without external pressure.
