Social media can be a useful tool in public relations in non-governmental organisations (NGOs), but do NGOs make use of social media in their quest for service delivery in South Africa? Social networking sites, blogging, email, instant messaging, and online journals are some of the technological changes that changed the way interaction between people and how they gather information. Although social media is mainly used for interactive dialogue and social interaction, the private sector soon realised that the web-based technologies (especially Facebook and Twitter) could also be a competitive business tool. Non-governmental organisations (NGOs) soon followed suit however at a slower pace than the general communication growth rate of social media in South Africa. This article examines if social networking sites have any impact on public relations practices of NGOs in South Africa – an environment where both customers and employees still struggle to take full advantage of social media. The critical literature findings increase the understanding of the current and future challenges of social media use in public relations at NGOs in South Africa. The study explores the main differences between traditional and social media, how social media is redefining public relations role, and shed some light on defining public relations practices, identify the uses, limitations and benefits of social media by public relations practitioners in NGOs. Recommendations for future communication research are given. Based on the literature, a qualitative research design collected data using semi-structured, individual interviews. The results revealed that social media platforms such as Facebook do have an effect, and even changed the way in which NGOs communicate. The study also revealed that social media certainly has an impact on public relations relationships. This means that it has become crucial that public relations practitioners at NOGs embrace and take advantage of social media, and that they should also invest in proper electronic platforms to reap the benefits of improved communication internally and externally.

The paper provides empirical evidence for the development of the theory of media agendasetting. The power of the media, according to the theory, has been changed in public relations in Vietnam. Public relations practitioners have power to shape media content as they desire. This research uncovers that public relations practitioners not only impact media agendas as the theory describes, but also do the job of journalists. While public relations practitioners in the West use framing and information subsidies to influence media agendas for the public, this study indicated that practitioners in Vietnam tend to be responsible for public relations editorials that are considered as the main duty of media people. The paper additionally explains the way Vietnamese journalists conduct news to underpin understanding of the characteristics of media relations in the country. This paper also presents a Tripolar model of corporate, media and public agendas which was designed based on the research data.

Nowadays, the law is being transformed as a regulator of relations. The idea of strengthe-ning the regulatory role of technologies in the field of streamlining public relations is making much headway in the world. This trend is most pronounced in the area of regulation of private relations. The way of such access to the market as crowdfunding is becoming increasingly widespread. The issuing of the so-called secured tokens is becoming popular for both small businesses and private investors. The trust in new ways of attracting investments is condi-tioned by the applied technology - the use of blockchain as a decentralized transparent data-base management system. Under these conditions, there is such a phenomenon as the democ-ratization of property relations. Every individual receives unlimited opportunities to invest via technologies. Thus, legal scholars all over the world face the question about the role of the law and law in these relations? We believe that we are dealing with such a worldwide trend of regulating public relations as the socialization of the law. Specific examples of issuing tokens in Russia and abroad show the main global trends in the transformation of private law. The platformization of economics leads to the tokenization and democratization of property relations. In this aspect, the aim of lawyers should be to create a comfortable legal environment for the implementation of projects aimed at democratizing property relations in Russia. The socialization of private law is aimed at achieving social jus-tice and is manifested in the creation of mechanisms to protect the rights of the weak party and rules to protect private investors. Globalization requires the study of both Russian and foreign law. To confirm their hypothesis, the authors conducted a detailed analysis of the legislation of Russia, Europe and the United States to identify the norms allowing to see the process of socialization of law in the above field. The generalization of Russian and foreign experience showed that when searching for proper legal regulation, the states elect one of the policies. In some countries, direct regulation of ICOs and related emission relations are being created, in others, it is about the extension of the existing legislation to a new changing tokenization relationship. The European Union countries are seeking to develop common rules to create a regulatory environment to attract investors to the crypto industry and protect them. Asian countries are predominantly developing national legislation in isolation from one another, but most of them are following a unified course to encourage investment in crypto assets while introducing strict rules against fraud on financial markets. The emphasis on the protection of the rights of investors or shareholders, token holders by setting a framework, including private law mechanisms, can be called common to all approaches. This is the aim of private law on the way to social justice.

AbstractThis contribution examines two documents issued by the terrorist organisation known as the ‘Islamic State in Iraq and Syria’ (IS) regarding the status and treatment of non-Muslims, namely the protection treaty with the Christians of Raqqa and the ultimatum to the Christians of Mosul. As IS’ claim to represent true Islam should be judged by the way in which they relate to Islamic tradition, the documents’ texts are presented with a commentary and translation. Both documents arbitrarily combine elements from authoritative texts with twenty first-century attitudes, disregarding more than a thousand years of Islamic scholarship. The Raqqa treaty, in particular, is part of the organisation’s professional public relations policy.

This chapter looks at the role of the Army Public Relations Office in organising the work of the war correspondents. It examines the way correspondents operated whilst in Burma, and the constraints they were under, particularly from the strict military censorship regime. Examples are given of how, sometimes, they were able to challenge censorship decisions. It points to the limited role women war correspondents were allowed to play in covering the fighting front but shows how the organization provided for two women correspondents, Eve Curie and Claire Boothe Luce, to report from Burma.

Partnerships, public relations and institutional development at Universitas Terbuka UT (Indonesia Open University) are discussed in this paper. The discussion is aimed at elucidating the way of Universitas Terbuka pursuing its vision, i.e. to be one of center of excellence in distance higher education institutions in Asia by 2010 and the world by 2020. Short history, development and the future of higher education system in general are also described; specifically the development, role and contribution of distance higher education, run by Universitas Terbuka, in Indonesia. Partnerships are designed to be the way Universitas Terbuka improves its delivery and instructional processes. Public relations are aimed at constructing institutional image not only in the national level but also in regional and even in the global context. Institutional development is intended to be the systematic and comprehensive ways to adopt the turbulence as a result of rapid change internally and externally. Besides, historical development of Universitas Terbuka, which now has more than 482.000 active students registered at the four faculties, is also explicated in relations to the need of discussions of the importance of partnerships, public relations and institutional development. The discussion on partnerships will be more elaborated on how to empower the 37 regional centers, almost 3000 exam sites in 527 cities and more than 8000 study groups all over the country to initiate and maintain partnerships with local state and some selected private universities in the use of common resources. The argument on public relations will be developed on how the central and regional offices build the institutional image in association with maintaining current student body and pursuing larger prospective students. The discussion on institutional development will be expanded specifically on how to develop strategic and operational planning documents with respect to maintaining and assuring academic and administrative quality at Universitas Terbuka. The paper finally explains where partnerships, public relations and institutional development aspects are positioned in the strategic and operational planning of Universitas Terbuka within its three main focuses, i.e. the improvement of academic quality, the expansion of students participation and service points, and the enhancement of internal management comprehensively.

This article approaches the reflection on excellence in writing both philosophically and practically, through philosophy of communication and media ecology. It argues that the way to excellence in writing is through, first, learning and acquiring knowledge about the art and forms of good writing and appropriate media. The next stage is to perform the act of writing using appropriate forms and channels of dissemination. If done wisely, with care and reflection, the understanding and use of theoria and praxis can result in producing excellence in writing, or poiesis. Philosophical reflection on theoria, praxis, and poiesis, thus, enables one to understand a deeper sense of the why and how of the art and craft of writing. The specific form of writing considered in this article is public relations writing in a classroom setting; however, understanding the philosophical and media ecological underpinnings of rhetoric can also be useful in other forms of writing and communication.

Abstrak. Perkembangan internet yang cepat telah mengubah cara kehumasan berhub-ungan dengan masyarakat. Hal ini diikuti oleh fenomena dunia yang tanpa batas dimana tidak ada batasan bagi pengguna untuk memberikan respon terhadap suatu produk atau layanan yang berdampak pada kepercayaan yang telah dibangun selama bertahun-tahun oleh perusahaan dan publiknya. Petisi tentang IndiHome pada situs change.org mengindikasikan bahwa pelanggan me-rasa kecewa dan tidak lagi percaya pada Telkom. Penelitian ini menggunakan metode deskriptif kuantitatif dan kuesioner sebagai instrumen yang diberikan pada pelanggan dan pendukung petisi IndiHome pada situs change.org. Berdasarkan temuan dan analisis data, tingkat kepercayaan pelanggan pada Telkom jika dikaitkan dengan integritas dapat diketahui berada pada tingkat se-dang. Sekalipun demikian salah satu indikator integritas, yakni kejujuran memiliki penilaian negatif paling tinggi bila dibandingkan dengan indikator pemenuhan informasi maupun kehanda-lan. Data yang diperoleh dianalisis menggunakan tabel distribusi frekuensi dan kemudian dibagi ke dalam tiga kategori. Hasil penelitian menunjukkan bahwa dimensi integritas berada pada level moderat. Abtract. The rapid development of the internet changes the way of public relations get con-nected with their public. It also followed by “borderless” world which means limitless on users to argue about a product or service that may result in damage to the trust that has been established for many years by the company and their publics. Petition about IndiHome on Change.org means if customers feel disappointed and can’t longer believe Telkom. This study used quantitative de-scriptive research with questionnaire as a research instrument and distributed to consumers and supporter of petition about IndiHome on Change.org. Based on the findings and data analysis, the level of customers' trust on Telkom in relation to integrity is at a moderate level. Yet, one of the indicators of integrity, that is honesty, has the highest negative rating compared to information fulfillment and reliability indicators. The data was analyzed using table of distribution of frequen-cy and then recoded into three categories. The findings suggest that the dimension of integrity is at moderate level.
