Animal rights at the international level have been defined in the Universal Declaration on Animal Welfare, which has become a guiding principle for many EU countries in shaping animal protection legislation. The subject of this article is the humane protection of homeless animals, which is the responsibility of the municipality in terms of maintaining cleanliness and order. The study assumes that by carrying out tasks regarding the protection of animals from homelessness, municipalities contribute to the effective protection of animals by providing them with appropriate care. The analysis found that the provisions of the Universal Declaration on Animal Welfare have been fully incorporated into Polish legislation. However, the effectiveness of the provisions on the protection of homeless animals executed by municipalities is not entirely satisfactory as evidenced by the post-inspection data and selected jurisprudence. In order to improve this state of affairs, the following de lege ferenda postulates were formulated, which in part are also guidelines of the Supreme Audit Office extending the catalog of activities in municipal homeless animal protection programs, introducing the requirement to inspect animal shelters by municipalities, changing the location requirements of animal shelters and also clarifying sanitary requirements concerning the conditions in which animals live in to improve their welfare. The above changes in legislation may contribute to more efficient humane protection of homeless animals in Poland and may serve as an example for other EU countries.

En este artículo se presenta una aproximación al estudio de las relaciones entre orientación educativa, mercado laboral y globalización. Para esto se analiza el vínculo entre el empleo y la oferta profesional de las carreras que ofrece la Universidad Autónoma del Estado de México. La intención es reflexionar teóricamente en torno a las corrientes que explican y sustentan el discurso de la orientación educativa hacia el mercado de trabajo profesional y determinar si existe una relación funcional o conflictiva que requiera generar, si es necesario, otra perspectiva de estudio e intervención de la orientación con base en la información empírica obtenida. Esto a partir de las transformaciones técnico-estructurales que ha provocado la globalización económica en el campo de trabajo.

В условиях четвертой промышленной революции, информационного общества и цифровизации экономики все более возрастает значимость комплексной подготовки мотивированного абитуриента, способного не только к успешному прохождению вступительных испытаний, но и готового к обучению в условиях образовательного процесса современного технического университета. Различные способы формирования готовности будущих студентов к обучению в технических вузах демонстрируют новые организационные структуры – предуниверситарии, деятельность которых направлена на профориентацию и реализацию образовательных программ довузовской подготовки (профильные инженерно-технические классы, подготовительные курсы и т. д.). В статье обосновываются особенности предуниверситариев, механизмы их создания и функционирования. Предуниверситарий в современных условиях выступает как система отбора, сопровождения и подготовки мотивированных обучающихся для поступления в университет, широко использующую не только предметную подготовку, но и развивающую научно-исследовательскую работу школьников, создающую условия для погружения учащихся в культуру, образовательное и творческое пространство вуза в период школьного обучения; важной особенностью данных моделей является тесное взаимодействие образовательных организаций общего и высшего образования, широкого привлечения партнеров и работодателей к данной работе. Обоснованы отдельные характеристики деятельности предуниверситариев и аналогичных инновационных образовательных структур по работе с абитуриентами на базе вузов, в том числе в рамках следующих направлений: организация сетевых моделей профильного обучения старшеклассников при сохранении традиционных форм довузовской подготовки; реализация процесса психологической, интеллектуальной, культурной подготовки будущего студента к обучению в вузе через различные формы участия в системной образовательной и воспитательной работе предуниверситариев; обеспечение предпрофильной подготовки обучающихся (в том числе и ранней) и др. Систематизированы различные модели предуниверситариев современных высших учебных заведений, выявлены и описаны ключевые аспекты деятельности данных структур.Currently, in the context of the Fourth Industrial Revolution, the information society and the digitalization of the economy, the importance of comprehensive training of a motivated applicant, capable of not only successfully passing the entrance tests, but also ready to study in the educational process of a modern technical university, is growing. Various ways of building the readiness of future students to study at technical universities demonstrate the new organizational structures of the pre-university, whose activities are aimed at career guidance and the implementation of educational programs of pre-university training (specialized engineering classes, preparatory courses, etc.). The article substantiates the features of preuniversaries, the mechanisms of their creation and functioning. In modern conditions, a pre-university acts as a system of selection, accompaniment and preparation of motivated students for university entrance, widely using not only subject preparation, but also developing research work of schoolchildren, creating conditions for immersing students in the culture, educational and creative space of the university during the period of schooling; an important feature of these models is the close interaction of educational organizations of general and higher education, the wide involvement of partners and employers in this work. The scientific novelty of the study lies in the substantiation of certain characteristics of the activities of pre-university students and similar innovative educational structures for working with applicants on the basis of universities, including: a) the creation of a system of specialized training for high school students with the optimization of the implementation of educational programs towards educational institutions of higher education while maintaining the traditional forms of pre-university preparatory courses; b) the organization and support of the process of psychological, intellectual, cultural preparation of a future student for studying at a university through various forms of participation in systemic educational and educational work of pre-university students and similar models; c) ensuring early vocational guidance and profiling of students in order to support the determination of the choice of further educational paths before moving to graduation class, etc. The theoretical significance of the work is associated with the study of various preuniversity models in modern higher education institutions, the identification and description of key aspects of the activity of these structures and models.

The abusive consumption of alcohol in university students constitutes one of the risk factors for their health, which can lead to problems in the academic, social and economic aspects. In the present work a study on the type of alcohol consumption in university students is shown, which aims to identify the risky and harmful consumption of alcohol in students of the UT del Norte de Aguascalientes, as well as carry out a comparison to determine if there were modifications in the type of consumption presented by the students of the 2018-2020 generation. For this study, the Alcohol Use Disorders Identification Test (AUDIT) was applied online in 925 second and fifth semester students in the educational programs of the Higher Technical level. The information collected was treated only statistically, using descriptive statistics for this purpose. Identifying the type of alcohol consumption in students will allow the UTNA to carry out activities that promote awareness of negative consequences, especially in the academic sphere, such as low academic performance, lag and / or dropout.

In Japan, the number of international tourists is increasing, but they are concentrated in a few limited areas. Regional areas have tried to welcome international tourists for regional revitalization, but in vain, due to the lack of dedicated human resources. Some Japanese universities or colleges have launched educational programs where students communicate with residents and identify the problems and values specific to regional areas. This chapter introduces two case studies of programs that required university students from urban areas to visit regional areas as domestic tourists. Students reported on the value of the areas to others, including regional residents and international tourists, and developed as coordinators. Coordinators do not have to be the residents in the area. Rather, dual-site residents may lead regional tourism, bridging urban and regional areas, and involving international tourists. They could not only lead international tourism in regional areas but also solve the depopulation problem across Japan.

This paper explores the neocolonial implications of a global citizenship education program that annually sends a group of Canadian university students to volunteer in Thailand. Postcolonial theory is utilized to deconstruct hegemonic notions of globalization, citizenship and global citizenship and explore the ways in which a group of university students challenges and perpetuates imperialist discourses and practices. While the scope of this study is limited to six interviews, the post-colonial theoretical framework provides insight into the ways that such educational programs ought to be modified in order to curtail their colonial trends. In light of these findings, I propose a shift in our 'Western' understanding and enactment of global citizenship and global citizenship educational programs towards inclusion of multiple epistemologies, an ethical concern for social justice and fostering equitable relationships, mutual exchange and reciprocity.

The article presents the results of a study aimed at identifying the features of the formation of future software engineers of competence in activities to ensure the information security of the enterprise. The author reveals the content of professional competencies necessary for specialists to effectively carry out relevant activities, develops a procedure for assessing the level of their formation among university students and conducts a comparative analysis of the obtained empirical data in two groups of students studying in basic educational programs of higher education in different areas of training. Based on the results of the analysis, the author comes to the conclusion that it is necessary to develop special pedagogical conditions for the formation of future software engineers competence to ensure the information security of the enterprise.

PurposeThis study measures the influence of educational programs oriented toward entrepreneurship (POE) on the prediction of the entrepreneurial intention (EI) of university students, based on the theory of planned behaviour (TPB).Design/methodology/focusThe sample contains a total of 4,697 answers from university students, obtained through the 2018 Global University Entrepreneurial Spirit Students' Survey (GUESSS) project. A model of structural equations was used.FindingsThe results show that educational POE have an impact on EI, mediated by the perceived university environment (UE) and entrepreneurial skills (ES). In addition, it was confirmed that the variable that best explains EI is the attitude toward entrepreneurship (ATE), followed by perceived behavioral control (PBC); these two variables are able to mediate the effect of subjective norm (SN) on EI.Research limitations/implicationsThe study is limited to students in higher education. Additionally, the data used come from only one country.Practical implicationsEducational POE that are focused on providing and improving ES and knowledge must be promoted, given that they indirectly strengthen the EI of students in higher education.Originality/valueThe effect of educational POE, mediated by ES and the UE, on EI is measured.
