The subject of this article is the genesis of the professional culture of personnel management. The last decades of the 20th century were marked by various revolutions - scientific, technical, democratic, informational, sexual, etc. Their cumulative effect has been mostly reflected in the professional revolution that shapes the professional society around the world. This social revolution has global consequences. In addition to its extensive parameters, it also has intensive ones related to the deeply-rooted structural changes in the ways of working and thinking, as well as in the forms of its social organization. The professional revolutions in the history of Modern Times stem from this theory.Employees’ awareness and accountability shall be strengthened. The leader must be able to formulate and bring closer to the employees the vision of the organization and its future goal, to which all shall aspire. He should pay attention not to the "letter" but to the "spirit" of this approach.

the growth of the need for social production in the leaders due to the dynamic development of industry and the acceleration of the cycle of aging and technological change is justified. It is shown that the organization of training of these leaders and the new humanitarian and technical elite should be carried out in higher education institutions of engineering profile. It is proved that in order to qualitatively train the elite and leaders as real carriers and organizers of scientific, technical and social progress in the conditions of formation of industry 4.0 it is extremely necessary to pass to education 4.0.

The sphere of scientific and technical activity in our country is one of the most difficult in terms of regulatory and legislative support. At the moment, the state has not fully taken the steps necessary to transform scientific and technical activities into a full-fledged branch of the national economy. Indeed, the state is obliged to pay attention to scientific and technical activities, to create a legal framework that promotes the commercialisation of research and development results. Today, Russian organisations face problems related to the need to determine further ways of business development in the conditions of a significant reduction in export potential and increased competition in the domestic market. The successful solution of these problems, as well as ensuring the necessary level of competitiveness of products is impossible without the formation of a socially-oriented innovative development model based on the use of modern methods of management of innovative processes. One of the main instruments of formation of strategic potential of each enterprise (organisation) becomes introduction in the economic circulation of the saved-up scientific and technical potential, new technologies and knowledge. In this regard, the problems of involvement of intellectual property (IP) in the economic turnover of enterprises, its objective assessment, regulation of legal relations between the participants of innovations, registration and conclusion of license agreements are of particular relevance and require urgent solutions.  This article is aimed at research of scientific and practical bases of management of processes of commercialisation of IP in the conditions of market model of development. The purpose of the study is to substantiate and develop scientific and practical bases of management of IP commercialisation processes, which is a necessary condition for the transition to an innovative model of its development and competitiveness in market conditions.

The state’s desire in recent years to carry out activities to oust the Russian market of imported goods and various materials and equipment is a positive sign and significant step in the direction of transition of the Russian economy from commodity–monetary to real, based on deep processing of raw materials, but also restore previously lost technologies and the formation of new products and development on the basis of existing scientific and technical potential. Undoubtedly, this is of particular importance, especially in the military-industrial complex-not to be dependent on foreign components, materials and equipment, especially in the conditions of ongoing sanctions. This also applies to such industries as the cable industry, in which the scientific, technical and financial realities of implementing the import substitution policy in the cable industry are important, both on the part of the government and on the part of manufacturers themselves. The article presents the main problems of import substitution in the cable industry. The characteristic of the program and the main activities of EKZ JSC in the framework of import substitution of cable products are presented. Based on the results, a conclusion is made about the role of import substitution in the cable industry.

The strategic priority for the innovative development of Belarus is the formation of a technology intensive sector based on the V and VI technological modes in addition to the traditional sectors of the national economy. However, the scientific and technical potential of the Republic of Belarus is currently not fully utilized. There is a risk of technological lagging against the increasing level of knowledge-intensive GDP in the world. The improvement of the financing of scientific, technical and innovative activity can become an important factor for the development and efficiency of the national innovation system (NIS) and Belarusian economy as a whole. The purpose of the article is to assess and identify current trends in the financing of science and innovation in the Republic of Belarus. The analysis of the dynamics and structure of domestic costs for research and development (R&D) in the Republic of Belarus by industry, type of cost and type of work, source of funding is carried out. The following conclusions are made as a result of the analysis: the costs of research and development tend to increase; the largest share of R&D costs is concentrated in the business sector; the current costs for R&D significantly increased; the current costs are directed mainly to experimental development; the budget fund is the main source of funding for science and innovation in the Republic of Belarus; there are reserves for the expansion of financing of innovative activities through own funds of organizations, foreign investors, money from extra budgetary funds and other organizations.

In this article re-create the historical picture of the process of forming the material and technical component of Ukrainian electric machine engineering during 1920-1925. Clarified that it took place in the context of policies of concentration of production in the public sector of the economy and centralization of the republican industry management at the Union level, and that fully corresponded to the concept of the USSR government regarding the conduct of electrification of the country. During the study period, the order of material and technical support of electric machine-building became the main and most effective way to achieve the objectives set by these policies in the Ukrainian segment of the Union industry. Electrification of production processes became one of the cornerstones of the Soviet government's industrialization of industry, the beginning of which he laid in the second half of the 1920s. This moment has determined the leading role of electrical engineering in the period of total transition to mechanization of production processes, as the development of this industry directly affected the composition of their characters and, accordingly, the consumption of electricity through the production of its conversion into mechanical and vice versa. Meanwhile, as early as the early 1920s, the domestic sphere of electric machine production was in a deep crisis, connected primarily with the consequences of the civil war (1918–1921). However, given the scale of the tasks set before it within the Soviet concept of electrification of the country in the middle of the same decade, its scientific and technological potential at this time was strong enough to at least achieve such tasks.However with it, the principles of filling the material-technical component of the scientific-technical potential of the electric machine-building complex, formed at that time, complicated this component future optimization, since they were based on the preventive increase in the absolute value of production capacities, without taking into account both the dynamics of the expansion of the range of electric machines and the development of means and technologies for their production.

The article deals with the method of modeling and factor analysis of labor productivity. It has been emphasized that labor productivity is one of the most important indicators characterizing the operation and performance of any enterprise. In the system of generalizing indicators of production efficiency, this indicator occupies a special position since it characterizes the achieved level of development of the material and technical foundation of production, efficient use of production potential, and technological advances. It has been emphasized that the change of this indicator depends on various factors characterizing the efficiency of labor and technical potential of an enterprise. Thus, the factor analysis of this indicator is crucial, i.e. studying the influence of structural and production factors on its change. The efficiency of the use of fixed assets, in particular production equipment, has a decisive influence on the change of labor productivity. The most efficient use of machinery and equipment contributes to a significant increase in performance. The article emphasizes that a crucial means of analytical research is the modeling of this indicator. In the course of modeling factor systems of labor productivity, it is necessary to consider the key factors characterizing the structure and efficiency of labor and technical potential of an enterprise, which directly influence the change of the labor productivity of an employee. This is, first of all, the enterprise personnel structure (the number of workers out of the total number of employees), the average output of one worker, labor capital, capital efficiency of fixed assets, their active part, utilization rates of production equipment, and the productivity of existing equipment. To understand the impact of the above factors on the change of productivity of one employee, a step-by-step factor analysis, using the method of chain substitution, has been suggested. The given method of modeling and factor analysis of labor productivity makes it possible to determine the influence of crucial factors on the change of this indicator, study the patterns of such influence, identify internal growth reserves, and ground appropriate managerial decisions on further use of labor and material resources of an enterprise.
