The article discusses the issues of andragogical support for the development of information and communication competence of teachers in institutions of postgraduate Pedagogical education. The authors analyze the current socio-educational situation; emphasize the importance of continuing education and the development of andragogical competence of employees of postgraduate education institutes. The attention is focused on the diversification of the types of advanced training of pedagogical and scientific-pedagogical workers, which necessitates the modernization of content, forms, technologies in the system of postgraduate education, in particular the development of information and communication competence of pedagogical workers. The basic andragogical principles, the functions of the teacher-andragog, the methods of the andragogical approach to creating special conditions for the interaction of teachers and students are substantiated. Based on theoretical and empirical research, the state of this problem is analyzed on the example of the development of information and communication competence of methodologists of regional methodological services.

Today, pharmaceutical education has to respond flexibly, dynamically and adequately to social transformations by developing new educational services, teaching technologies and organizing the training process. In response to the demand of the time, postgraduate professional education strives to meet the current needs; a new concept of increasing the effectiveness of education and the professional level of specialists has been formed: lifelong learning is impossible without the use of information and communication technologies. The aim of the work is to identify the features of the organization of the training process of pharmaceutical professionals at the postgraduate stage at Zaporizhzhia State Medical University (ZSMU) and to outline its problematic issues with further identification of possible ways of improvement in the context of continuing professional development (CPD). Materials and methods. The study was grounded on the experience of organizing the training of pharmaceutical interns, students of advanced training cycles at the Faculty of Postgraduate Education of ZSMU for the last 10 years, reporting and other accounting documents, regulations on higher pharmaceutical education at various levels. The methods of analysis and synthesis, grouping, deduction, logic and generalization are used in the work. Results. The postgraduate phase of СPD of pharmaceutical specialists is aimed at improving professional competencies and allows the specialist to maintain or improve the standards of professional activity in accordance with the needs of health care. Training of pharmaceutical specialists at the Faculty of Postgraduate Education is practiced both face-to-face and distantly, using distance learning technologies in a specialized web environment, grounding on modern psychological, pedagogical and information and communication technologies (basic is Microsoft Office 365 and others). This format of education stimulates students to unleash their potential, increase the level of self-organization and self-management, deepens professional competencies by improving the communication component. The management of ZSMU, driven by social responsibility, constantly works on improving the quality of educational services, including those of the postgraduate stage. Conclusions. According to the results of critical analysis of the experience of training pharmaceutical interns and students of advanced training cycles at FPE of ZSMU for the last 10 years, reporting and regulatory documentation, features of the educational process of pharmaceutical specialists at the postgraduate stage are identified, its problematic issues are outlined and ways to solve them in the context of СPD are deteermined.

Resume. Global social shifts are requiring qualitative growth of staffing education at all levels. In the period of changes, the system of certification training and postgraduate education of managerial, pedagogical and scientific-pedagogical workers of the branch identified as a priority in implementing innovative approaches to the formation of a new generation of educators, development of new strategies, forms, the content of their professional growth. The study proposes to consider diversification of advanced training for education workers at all levels using the consortium resource as a new institutional form of an educational organization. The effectiveness of the proposed model in ensuring the systematic coordination of inter-institutional cooperation in the fields of academic mobility, research, technological development, and innovation, enhancing the competitiveness of national education at the international level had been proved. Following the example of the activities of the Consortium of Postgraduate Education Institutions and the Ukrainian Open University of Postgraduate Education new opportunities for the qualitative development of postgraduate education have been opened. These opportunities are sharing open educational technologies, resources, and repositories, creating new models of collaboration to develop and disseminate educational resources, the purpose of which is to ensure the quality of education and to implement educational activities based on new technology, didactics and the organization of training. The basic directions and models of innovative approach are analysed for education workers training at all education levels in the context of sustainable development goals, the need for diversification of professional development of pedagogical, scientifically pedagogical and managerial education workers in the context of multi-vector interaction of educational institutions through a consortium is investigated and substantiated. It is proved that the introduction of diversified models of institutional organization of education in the digital society is a crucial component of the continuity of professional development of management, pedagogical and scientific-pedagogical workers and education as a whole.

The research is devoted to the scientific substantiation and practical approbation of the use of information and communication technologies in the development of economic competence of the heads of secondary education institutions. This study is due to the new economic conditions that are emerging in Ukraine, where special importance is given to knowledge of the principles and patterns of economic development of society, economic education. One of the priorities of the State Program of Economic and Social Development of Ukraine for 2020 is to provide state support for the training of specialists in areas that stimulate the development of priority basic sectors of the economy in the format of "science-education-technology". It is possible to improve the economic competence of heads of secondary education institutions in the system of open postgraduate education in full-time and distance form of advanced training with the use of information and communication technologies, which should play a leading role in distance learning. In our study, distance learning is characterized by the presence of information learning environment or means by which there is indirect communication between teachers and students, and the information learning environment of distance learning we mean a set of systematically organized, distributed data transmission, information resources, interaction protocols, hardware-programmed and organizational-methodical support, focused on meeting the educational needs of users. The scientific novelty and theoretical significance of the research results lie in the fact that for the first time the technology of development of economic competence of heads of secondary education institutions (MES) by means of information and communication technologies in the system of advanced training is theoretically substantiated and developed; the content of the concept of "professional competence" and its structural components are specified; the content of economic competence of the head of ZSO is selected and structured, the model of development of economic competence of the head of ZSO is improved; the organizational and pedagogical conditions for the development of economic competence of the head of ZSO in the system of advanced training are determined; Theoretical views on the process of development of professional competence of the leaders of ZSO and the use of information and communication technologies, their means in the system of open postgraduate education have been further developed. Scientific substantiation and practical testing of the use of information and communication technologies in open postgraduate education institutions allowed to distinguish a modern system of distance learning for heads of secondary education institutions, which contains the following components: system environment of distance learning; electronic database of educational materials; virtual laboratories, objects and subjects of distance learning systems, which are postgraduate education institutions.

The special library acts as the cultural and educational center for visually impaired people, and as the center for continuing education. The multifunctional performance of the library is substantiated. The joint projects accomplished in cooperation with theatres and museums and aimed at integrating the visually impaired people into the society are described. Advanced training projects for the library professionals accomplished in 2018 are discussed.

Challenges of assessment might come up from different reasons or circumstances which generate huge obstacles and dissatisfactions for teachers and students in the same time. Meanwhile, teachers of foreign languages see them as barriers or complications due to an effective and reliable assessment. Firstly, this paper elaborates on theoretical part of assessment, as a crucial tool to measure students’ performance of speaking, as a significant English skill, and then it is presented the elaboration of challenge and its sub-challenges during my work as an English assistant at my tutorial classes on a specific course such as “Integrated English Skill III”, particularly focusing on speaking skill. After it, there is an expansion of others’ research done on this issue, supported by different teaching approaches, and relying on others’ work related to such issue. And at the end of this paper it can be found the summary and recommendations, which wereconducted from the empirical research.

The diagnostic tools for determining the level of formation of communicative competence of teachers are described. The data of ascertaining and formative experiments on the formation of communicative competence of teachers in the process of advanced training are analyzed. ICT revolution has influenced almost every aspect of public life including education. Educational systems around the world are under increasing pressure to use the new Information and Communication Technology to teach students the knowledge and skills they need in the 21st century. Teacher education curricula in developing countries need a revamp to incorporate IT/ICT for effective technology infusion into classrooms. Teachers in India need to be prepared for imparting the new age education, and hence teacher education program in India should integrate ICT component in such a way that teachers are enabled to face the new demands in the profession. ICT Recommendations are made for effective technology infusion in developing countries in spite of prevalent handicaps. It implies a shift in the teachers’ role from being the sole source of knowledge and instruction to being a facilitator of students’ learning that is acquired from many sources.
