Performance measurement is vital to evaluate job performances and the quality of the work of employees. It is utilized by almost all job sectors including higher learning institutions. Most performance measurements adopt Key Performance Indicators (KPI) to measure performances. This, however, is viewed to be inadequate as it tends to ignore lecturers’ intangible performances. It is argued that there are many significant job and contextual performances which are not being included in their performance appraisals. This article discusses the concept of Key Intangible Performance in teaching and learning tasks by focusing on the relationship between Maqasid al-Shari’ah and KIP for teaching and learning. Specifically, it discusses the concept of Maqasid al-Shari’ah, highlights the KIP for teaching and learning in HEI, and discusses the relationship between Maqasid al-Shari’ah and KIP for teaching and learning using MEB (HE). Keywords: Maqasid al-Shari’ah, Key Intangible Performance, Malaysia Education Blueprint, Higher Education Institution, Teaching and Learning.                   Abstrak Pengukur prestasi sangat penting untuk menilai pelaksanaan dan kualiti kerja pekerja, ia telah digunakan oleh hampir semua sektor pekerjaan termasuklah institusi pengajian tinggi. Sebilangan besar pengukur prestasi yang digunakan secara meluas untuk menilai tahap prestasi seseorang pekerja ialah  Petunjuk Prestasi Utama (KPI). Namun, penggunaan KPI tidak memadai kerana ia lebih cenderung untuk mengabaikan kerja atau aktiviti tidak ketara di kalangan pensyarah. Dikatakan terdapat banyak prestasi kerja dan prestasi kontekstual yang tidak termasuk dalam penilaian prestasi menggunakan KPI ini. Artikel ini membincangkan konsep Petunjuk Prestasi Tidak Ketara (KIP) dengan memberi fokus terhadap hubungannya dengan Maqasid al-Shari’ah dalam pengajaran dan pembelajaran. Secara khususnya, ia membincangkan konsep Maqasid al-Shari’ah, menerangkan KIP dalam pengajaran dan pembelajaran di IPT, serta membincangkan hubungan antara Maqasid al-Shari’ah dan KIP dalam pengajaran dan pembelajaran menggunakan kerangka PPM (PT).            Kata Kunci: Maqasid al-Shari’ah, Prestasi Tidak Ketara, Pelan Pendidikan Malaysia, Institusi Pengajian Tinggi, Pengajaran dan Pembelajaran.

Islam places great emphasis on good forms of communication in line with the purpose of Muslim life which plays a role in conveying da’wah. In this regard, communication skills that focus on the use of the proverb and parable versus of the Qur’an should be used as a method in teaching nd learning as a mechanisme that is able to build the personality and manners of students of higher learning institutions. Therefore, this writing aims to identify the relationship between sentences in the form of proverbs and parables with communication skills in teaching and learning. Thus, this researched method is qualitatively in the form of a library study that focuses on relevant past references. The data obtained will be analyzed content in explaining the objective. Research has found that figurative and satirical language style methods have a positive impact on students. It also stimulates students to ask questions and give feedback. In conclusion, the proverbial verses in the Qur’an in the form of this parable encourage good two-way communication between educators and students. Islam amat memberi penekanan terhadap bentuk komunikasi yang baik sejajar dengan tujuan hidup Muslim yang berperanan dalam menyampaikan dakwah. Sehubungan dengan itu, kemahiran komunikasi yang memfokuskan kepada penggunaan ayat amsal Al- Qur’an perlu dijadikan sebagai kaedah dalam  pengajaran dan pembelajaran sebagai mekanisme yang berupaya dalam membina sahsiah dan adab para pelajar institusi pengajian tinggi. Oleh itu, penulisan ini bertujuan untuk mengenalpasti hubungkait antara ayat-ayat yang berbentuk amsal dan perumpamaan dengan kemahiran komunikasi dalam pengajaran dan pembelajaran. Justeru, kaedah kajian ini adalah secara kualitatif berbentuk kajian perpustakaan yang menumpukan kepada rujukan-rujukan lepas yang berkaitan. Data-data yang diperolehi akan dianlisis secara kandungan dalam menjelaskan objektif tersebut. Penelitian mendapati kaedah gaya bahasa kiasan dan sindiran memberi impak yang positif di kalangan pelajar. Ia juga merangsang para pelajar untuk bertanya dan memberi pandangan. Konklusinya, ayat-ayat amsal dalam Al-Qur’an berbentuk perumpamaan ini menggalakkan komunikasi dua hala yang baik antara pendidik dan pelajar.

Purpose: The purpose of the study is to analyse non-native adults’ self-drive and ways that has influenced towards the development of Malay language programme in which the programme caters to their needs, expectations and self-drive in University of Malaya for Continuing Education. Methodology: This study aims to analyse non-native adults’ self-drive in an informal adult education at a higher learning institution in Malaysia using an action research method comprising 58 non-native adult learners which was implemented from January 2014 to December 2017. The evidence gathered through feedback, observation and continuous assessment. Findings: The outcome of this study reveals that strong self-drive among non-native adult learners encouraged and increased the effort towards the introduction of a Malay language programme that suits their needs and expectations. Research Limitations/Implications: It was reported that the development of new Malay programme would have been more successful and benefits more language instructors and academicians. Their involvement would provide more support and critical views in the research in order to validate the formulation of the Malay programme. Social Implications: The improvement in teaching and learning process undertaken has also accelerated adult learners’ attainment and competency in Malay language. As a result of non-native adult leaners’ excellent attainment has reinforced the Malay language educator to attract and increase the enrolment for continuing education at higher learning institutions that offer Malay programme as lifelong learning programme. Originality/Value: The study on self-drive among non-native adults and how it has influenced towards the development of a Malay programme that caters to their needs, interests and expectations is still new, and it is a first-hand study of its kind. The results will be useful for those who are involved in adult teaching and in steering Malay as Modern Foreign Language programme at higher education.

The purpose of this paper is to assess gender norms among students towards equality in higher education in Malaysia. The study was conducted in two higher learning institutions such as International Islamic University Malaysia (IIUM) and Universiti Pendidikan Sultan Idris (UPSI) in Malaysia. A total of 300 students (77 males & 223 females) were selected as the respondents using purposive sampling method. A survey research design was employed in this study. Questionnaires were completed in a supervised setting by the research protocol. The first objective of this study was to assess student’s attitudes towards equality at higher education institutions. Results revealed that despite the majority of the respondents showed favorable attitudes towards equality; less favorable attitude towards gender equality was noted with respect on religious leadership and boys’ priority over girls in education. The study examined whether there is any difference between male and female student’s attitudes towards equality. Results showed that female students tended to have more egalitarian or non-traditional attitudes than male students towards equality. The paper analyzed the relationship between the demographic characteristics and student’s attitudes towards equality. The results revealed that the ethnicity, region of residence, father’s educational level have positive associations with student’s attitudes towards equality. This study was on the influence of rurality and its Indigenous Knowledge Systems (IKS) with reference to the Ukulange Mbusa (UM) ceremony of the Bemba people of the Northern Zambia. Rurality is a demographic and a social category and implies distance from urban centres, sparse population, lack of amenities, infrastructure and sometimes social deprivation. A lot of forms of indigenous knowledge are imparted on learners from rural areas before they join universities and meet other knowledge systems. The study tried to establish if some learning and teaching approaches, methods and techniques used in such traditional ceremonies and settings could influence the teaching and learning in higher learning institutions. Interviews, Focus Group Discussions (FGD), and documents analysis were used to collect data. The sample was drawn from traditional chiefs, women counsellors (alangizi) and university students initiated in the Ukulange Mbusa ceremony. Findings of the study are that the positive influences of rurality and their forms of indigenous knowledge are often minimised, misunderstood, ignored, viewed as backward, local, native, and therefore not suitable for use in higher learning institutions. Mata Pelajaran Umum (MPU) or Genaral Subject was introduced at Private Higher Learning Institutions to replace Mata Pelajaran Wajib (MPW). There are several subjects that must be handled in Malay as directed by the Ministry of Higher Education Malaysia such as Tamadun Islam dan Tamadun Asia, Hubungan Etnik, dan bahasa Kebangsaan A. The focus of this study is given on the use of Malay language in the teaching and learning of the MPU. The purpose of this study is to examine the use and understanding of students in the learning of MPU. Questionnaire was conducted and distributed through google form to 366 students from different backgrounds. The findings showed that there was significant correlation between respondents' perceptions towards MPU and the use of Malay language in the teaching and learning of MPU subjects. Thus, students can understand the teaching and learning of MPU in Malay. The findings of this study can serve as a good move to IPTS to help restore the glory of the Malay language in the country by offering a program through the process of teaching and learning in Malay language.

ABSTRACT Objective: To point out limits and possibilities involved in the teaching and learning process of undergraduate students from Health of a Federal Public Higher Education Institution on breastfeeding. Method: Instantaneous photography study carried out in undergraduate courses in the area of Health with professors and students involved in the teaching and learning process on breastfeeding. For data collection, the Focal Group technique was used with the students and the semi-structured interview with the professors. The speeches were submitted to the thematic content analysis of Bardin. Results: It was identified the thematic category: Limits and possibilities for the teaching and learning process on breastfeeding, from two sub-categories: Structural limitations of the courses; and Advances and obstacles in the relationship between theory and practice. Final considerations: Limits indicated as workload deficit and professor-centered teaching made progress in learning about breastfeeding difficult, and interdisciplinarity was a step forward in this process.

<span>Industry 4.0 is defining as a smart factory through the emerging technology of the virtual and physical world as a collective term of technologies and concepts of value chain organization. The lack of understanding about Industry 4.0 concepts in Malaysia, especially from Higher Education Institution perspective, becoming an issue in Malaysia. Furthermore, industries in Malaysia are still relying on external expertise to implement Industry 4.0 in their environment with the expectation of an increase in productivity, efficiency, quality and to move away from foreign workers. This research aims to describe the relationship between technologies within Industry 4.0, people and the environment from the perspective of the Higher Education Institution in Malaysia and identify the problem of applying Industry 4.0 at the Higher Education Institution. Qualitative interviews were conducted with participants from an academic area and Industry 4.0 expert who has experience in both industry and academia. The Work System Framework is adopted in this research as a theoretical lens to extract the relevant information and deepen the understanding of applying Industry 4.0 at the Higher Education Institution in Malaysia. Results of this research reveal the problems faced by the Higher Education Institution in Malaysia towards applying Industry 4.0 in teaching and learning based on the relationship of people, technology and the environment. The results may contribute knowledge to the universities in preparation for future-ready graduates or talents as human capital for Industry 4.0 in Malaysia.</span>

<?page nr="1"?>Abstract This article investigates the ways in which service-learning manifests within our neoliberal clime, suggesting that service-learning amounts to a foil for neoliberalism, allowing neoliberal political and economic changes while masking their damaging effects. Neoliberalism shifts the relationship between the public and the private, structures higher education, and promotes a façade of community-based university partnerships while facilitating a pervasive regime of control. This article demonstrates that service-learning amounts to an enigma of neoliberalism, making possible the privatization of the public and the individualizing of social problems while masking evidence of market-based societal control. Neoliberal service-learning distances service from teaching and learning, allows market forces to shape university-community partnerships, and privatizes the public through dispossession by accumulation.

Abstract Background Among the processes to be experienced by any organization during its establishment is the formation of an organizational identity. This process can be understood as the activity and event through which an organization becomes unique in the mind of its members. An organizational identity leads to an identification and both are directly associated with the success of an institution. This study is about a public higher education institution in health in its early years, with distinctive characteristics in the country where it is situated. In spite of having been successful in the graduation of its students it has fragile institutional bases, lack of autonomy and internal problems common to other institutions of this type. Thus, this study was conducted to understand how this institution defined itself among its own members, the elements of its identity and what justified its relative success despite its weaknesses. Methods A mixed-method approach was used to evaluate how a representative portion of this organization identifies with it. For the qualitative study two focus groups were conducted with transcripts submitted to content analysis proposed by Bardin, culminating in results from which a Likert scale-based questionnaire was elaborated and applied to 297 subjects. Results There were six central elements of the organizational identity made evident by the focus groups: political / ideological conflict; active teaching and learning methodologies; location / separation of campuses; time of existence; teaching career; political-administrative transformations. The quantitative analysis revealed in more detail the general impressions raised in the focus groups. Most results were able to demonstrate distinct identifications of the same identity with its exposed weaknesses. Conclusions Lack of autonomy, administrative and structural shortcomings and ideological or political conflicts presented themselves as problems capable of destabilizing the identity of a public higher education institution. On the other hand, one way to combat such problems is through the development of the institution itself, particularly by becoming more active and useful to the community and seeking in a common interest to the higher administration agencies.
