Introduction. The relevance of the study lies in the fact that today, in the period of the accelerating process of development and implementation of e-learning and distance learning technologies, the creation of a promising educational system, it is necessary to anticipate and forestall the emerging very contradictory problems. One of them is the demand for scientific and pedagogical workers who possess the necessary skills to carry out work in the electronic information and educational environment of the institute, and their insufficient training for the successful application of these technologies in professional activities. The goal is to identify the level of professional competence of scientific and pedagogical workers in order to organize activities in the digital educational environment. Material and methods. The methodological basis of the study was the psychological concept of the subject-activity approach, the essence of which lies in the idea of the person as an active subject, self-improving, self-actualizing and self-determining. The idea of this approach is based on the connection between the cognitive and activity mechanisms of the subject’s involvement in the external environment and assumes that he has a stable personal position on his own transformation and development. No less important is the second approach – acmeological – increasing the teacher’s professional competencies through informal forms of professional development. Results and discussion. The article presents an analysis of the problem of training scientific and pedagogical workers for the development of additional professional programs developed in the format of digital educational resources in the context of an accelerated change in the social and professional environment due to the expansion of digital technologies. The authors’ attention is focused on diagnosing digital competencies of specialists. The study of the digital competence of the scientific and pedagogical workers of the institute made it possible to determine the influence of the digital educational space on their professional development and to reveal the level of their readiness to participate in didactic communications using digital technologies. Conclusion. Thus, it should be noted that the diagnostics made it possible to fully assess the level of the institute’s employees with the competencies necessary to work in a digital educational environment, including for the development and implementation of additional professional programs in the format of digital educational resources. So, after the proposed number of forms of advanced training for teachers of the institute, in December 2021, a second diagnosis will be carried out, which will show the dynamics of increasing professional competence in terms of work in a digital educational environment.

This research paper presents the results of the author’s survey aimed at assessing the digital competence of modern university teachers. The relevance of digital competencies is becoming more and more obvious due to the transformations in the activities of educational organizations. These changes concern the use of digital technologies not only in university management, but also directly in the educational process. The development of distance learning and remote interaction formats is an objective reality in the modern world. The purpose of this article is to make an attempt of assessing a university teacher’s digital competence level based on the general perception of his/her abilities and the digital technologies used in his/her professional activities. The author analyses the teachers’ readiness to use digital technologies and their attitude to distance learning. The study showed that the majority of the interviewed teachers have a high level of basic and universal digital competencies. It was found that most of the respondents already have experience of taking online courses to improve their professional skills. The analysis makes it possible to conclude that the teachers who participated in the survey demonstrate a high readiness to use digital technologies in their professional activities. The author’s study is not supposed to give a complete picture of all Russian university teachers’ digital competence level, since this requires both greater coverage of respondents and the use of other channels (beyond digital) to collect data within the survey. At the same time, this research allows to formulate possible ideas for improving Russian university teachers’ digital competence level, which nowadays becomes the key to improving their effectiveness. The results of the study can be used when working out universities’ personnel development programs in order to ensure a higher level of the teachers’ digital competence.

With the introduction of digital educational technologies, the learning process is changing. Digital technologies are not only a tool, but also a living environment for modern learners, which opens up new opportunities: learning at any convenient time, continuing education, the ability to form individual educational routes for students. However, such an environment requires teachers to take a different approach to the organization of the educational process, to acquire new skills and abilities for work, in particular the formation of their digital competence in the digital educational space. In these conditions, the system of pedagogical education should provide training for future teachers of art disciplines, which has a high level of digital competence. The purpose of the article is to reveal the essence of the concept of «digital competence» on the basis of the analysis of scientific literature and to determine the methods of formation of future art disciplines teachers’ digital competence in higher education institutions of China. To achieve the goal of the study, the following research methods were used: analysis of scientific literature, observation, systems analysis, comparative analysis, modeling method, classification method; methods of comparative analysis and analogy, design method; methods of systematization, generalization, logical analysis, analysis of personal experience of teaching and learning, comparison and interpretation of the obtained data. In the spring of 2020, when the entire education system worldwide switched to distance learning, parents became key learning agents, helping students to understand how to continue learning, how to use digital solutions and how to support students in this process. This article summarizes parents’ views on the distance learning process and the challenges they faced. This is part of a larger study carried out within the project “Life with COVID-19: Evaluation of the overcoming coronavirus crisis in Latvia and recommendations for social resilience in the future” (CoLife), which was launched in Latvia in the summer of 2020 and analyzed what digital learning tools schools can use to support students in their learning. Parents’ views on 738 school-age children (313 responses about 1st–4th graders; 362 responses for 5th–9th graders and 63 responses for 10th–12th graders) were obtained, and the main conclusions were that after parents became learning agents, they would have liked more support from educators to understand how to support their children in the learning process. Parents would also have liked schools to be interested in how their children are doing and whether everything necessary is available. Overall, it can be concluded that in this crisis, parents tried to support their children, and in most cases, it was the mothers of the students who provided this support, but it was primarily based on the need to use digital technologies, which means that children whose parents do not use digital technologies may be more exposed to the danger of falling into a risk group with larger educational gaps.
