Purpose of the research. The main purpose of the article is to improve the methodological support for assessing the role of public financial policy in the field of culture. Methodology. The following methods, which used in the study: logical generalization, synthesis, induction and deduction, dialectical and system-structural methods, comparative analysis, graphical method, etc. Results. It is proved that due to the awareness of the role of culture in society, aspects of state activity to ensure the development of the economy in the field of culture are important. Public financial policy is one of the measures to increase the level of cultural competence of citizens. It is proposed to consider culture as a resource, bearing in mind that it becomes not only a costly area, but also the engine of the economy. Given that the sphere of culture around the world is built on a combination of budgetary and extrabudgetary funding, there are different activities, a significant amount of movable and immovable property, some of which is withdrawn from civil circulation or has restrictions on civil turnover (monuments, libraries, archival funds, museum collections, etc.). The sources of financing of cultural institutions in Ukraine and the distribution of expenditures of the Consolidated Budget of Ukraine for culture and art are analyzed. It is determined that the issues of preservation of cultural heritage should become a factor that will really affect the financial performance of cultural transformations in the country. Practical meaning. It is substantiated that the policy in terms of public funding of culture and art should be based on certain effective areas that reflect the real cultural needs of society. Prospects for further research of the author are to study the impact of budget policy on the state of Ukraine’s cultural heritage.

The object of this research is the role of the comedy “Tieteybit” by N. D. Neustroev in cultural life of the Sakha Republic (Yakutia). The subject is the impact of modern creative industries upon cultural life of the region. On the example of Nikolay Denisovich Neustroev's comedy play “Tieteybit”, the authors examine the use of creative approaches towards preservation and popularization of cultural heritage of the Sakha people. It is noted that over the recent years, a major event in the development of spiritual culture and cultural life of the region overall has become the innovations introduced by the contemporaries in staging the Yakut comedies. Motifs of the comedy “Tieteybit” served as the prototype for staging the the first Yakut musical comedy, and even a film. A survey was conducted touching upon the following questions: are the innovations introduced in culture in form of a screen version of classical literature with the elements of innovation encourage the young generation to studying the Yakut cultural heritage?; what is the relevance of the work by N. D. Neustroev “Tieteybit”? The conclusions is made that in the XXI century, N. D. Neustroev's comedy “Tieteybit” has become one of the basics for the development of creative industry of the region. As an instrument for the development of regional culture, creative industry may play the strongest and highly effective role in the development of social life of the region.

The era of reformation in Indonesia was supposedly articulated with the pluralism of the society. Sadly, many cases regarding religious and ethnic conflicts pronounced the opposite, whereas pluralism and religious tolerance were two of the main characters of the nation since the days of the ancestors. The legacy of those two characters is actually able to be observed through cultural heritage, as a messenger from the past. This study examines one aspect of the practice of religious tolerance, which recorded in the ancient inscriptions from 8th to 11th AD., which selected through purposive sampling procedure. The aforementioned aspect was regarding the important role of ancient vihāra as a symbol of religious tolerance in society. Such role was the impact of its functions, which are different with today’s modern function. This information on the function and role of the vihāra in ancient Java is provided to support modern Indonesian society to understand their material cultural heritage.

This chapter provides a comprehensive analysis of the experiences and impact of returnees, expats, sojourners, and migrants on the public life, culture, and institutions of their respective societies. It argues that their role has been crucial in shaping major political, social, and cultural transformations. Particularly, the chapter analyzes the varied institutional imprint of many of these individuals, and how they impacted culture and public discourse. The core issues addressed are the role of cultural expressions and academic contributions to the reconstruction and democratization of culture; the contribution of exiled and returning intellectuals and academics to postdictatorial cultural and academic spheres; and the returnees’ contributions in reshaping institutions, particularly higher education. Underpinning these issues is the politics of memory and oblivion, addressed throughout this study, and the impact of human displacement on the reconstitution of ideas, values, and representation and, in turn, their social, political, and institutional consequences.

The Jazz Section was one of the most remarkable cultural institutions in “normalized” Czechoslovakia. Established in 1971 as part of the official Musicians' Union, the Jazz Section used its legal status to arrange jazz and rock concerts and to publish a variety of books without the permission or consent of the Communist authorities. From the late 1970s, the regime strove hard to close the Section; however, it survived until 1984. Only in 1986 did the regime find a way to prosecute its leading activists. This article investigates why persecution proved so troublesome. It focuses on the impact of the Jazz Section's legalistic strategy, and on the role of legal concerns in regime behavior. It argues that references to “law and order” had a central legitimizing function in the social discourse of the Husák regime, and that the resulting need to translate policies of repression into legal measures inhibited the authorities in their assertion of power and created an ambiguous window of opportunity for independent social activism.

O presente dossiê tem como objetivo engajando profissionais e a sociedade para sustentabilidade e Patrimônios Futuros. Atividades que refletem sobre museus, patrimônio sensível, educação patrimonial, turismo, arqueologia contemporânea e métodos fazem parte desta edição Cadernos do LEPAARQ, Revista do Laboratório de Ensino e Pesquisa em Antropologia e Arqueologia da Universidade Federal de Pelotas (LEPAARQ-UFPEL). O objetivo aqui é apresentar como museus e atividades internacionais lidam com patrimônio aplicado em diversos contextos e como suas propostas de ações pedagógicas/museológicas podem ser orientadas para o futuro. Para além do impacto da covid-19 no patrimônio cultural (Saladino Muniz, 2020), o dossiê visa dialogar com perspectivas da arqueologia no contemporâneo (Gonzalez-Ruibal, 2006; Hamilakis, 2018; McAtackney McGuire, 2020) abordando engajamento para futuro global considerando o papel do patrimônio cultural (Harrison et al 2020, Holtorf Högberg, 2020), visões desde a América Latina (Muniz Almansa-Sánchez, 2020), interpretações dos patrimônios (Rampim et al 2020) e métodos educacionais (Petersson Holtorf, 2016) no contexto do patrimônio aplicado e por uma saúde planetária (Horton et. Al. 2014). The present special issue aims to engage professionals and society for sustainability and heritage futures. Activities that reflect on museums, sensitive heritage, heritage education, tourism, contemporary archaeology and methods are part of this edition of Cadernos do LEPAARQ - Journal of the Laboratory of Teaching and Research in Anthropology and Archaeology of the Federal University of Pelotas (LEPAARQ-UFPEL). The objective here is to present how museums and international activities deal with applied heritage in different contexts and how their proposals for pedagogical / museological actions can be oriented towards the future. The challenges of economic globalization, recession, and the essential changes in market conditions, as well as the financial institutionalization, determine the expediency of the new studies to explore the impact of fiscal instruments on the dynamics of economic growth and social stability. This paper examines the role of fiscal policy in the economic growth ensuring in advanced and emerging market economies over the period from 2001 to 2015. The research indicates the growing role of the state (in general) and the budget (in particular) in regulation of social and economic processes. Based on the methods of economic regression, the interrelations between government spending and GDP growth in different groups of countries were evaluated. The study emphasized the directions to increase the positive influence of budget policy on economic development for countries with emerging market economies. This can be achieved by harmonization of the tax burden and structure, improving the use of budget funds, conducting structural optimization of budget expenditures, further development of financial and budget institutions, implementation of the fiscal constraints and rules while forming the basic indicators of fiscal policy.

Until now, the processes of global regionalisation have not been adequately reflected in the formation of systemic approaches to the management of financial relations within the Eurasian Economic Union. It leads to the search for new financial policy mechanisms necessary to stimulate the economies of the EAEU countries in the context of emerging economic and geopolitical constraints, as well as the creation of the necessary prerequisites for industrial cooperation in the context of anti-Russian sanctions and de-globalisation trends intensified by the COVID-19 pandemic. Currently, the vulnerability of the economies of the EAEU member states is due to their extreme dependence on external extra-regional demand, international capital and technology markets, as well as international settlement and payment systems based on the US dollar. The study is based on a dialectical approach. In conducting the research, we used general scientific methods of analysis, synthesis, generalisation, as well as methods of systemic, historical-logical and comparative analysis. The contradictory nature of the development of the world economy at the present stage was revealed. The role of the EDB in creating conditions for sustainable development of the EAEU member states has been substantiated. Changes in the structure of the EDB’s investment portfolio were analysed. The advantages and disadvantages of the EDB’s current activities in the context of the implementation of the Bank’s Strategy for 2018–2020 were summarised. Comparative characteristics of financing of EDB member countries through multilateral development banks were presented. The impact of the COVID-19 coronavirus pandemic on the current and future activities of the EDB was shown.

Abstract The aim of this study is to investigate the important role of liberal-communitarian debate in cultural heritage law and politics. Derek Gillman in the book titled “The Idea of Cultural Heritage” stressed that “During recent decades, two parallel debates have occurred with respect to public policy and heritage”, and mentioned above is the second one, which “takes place between political philosophers, especially liberal and communitarian thinkers of various shades.” The following study brings attention to the external perspective. That is, these philosophical concepts which appeared beyond legal sciences, but they have the impact on both law and almost all aspects of social life. Liberalism and communitarianism, despite their differences, are particularly useful lens through which to consider law and its functions within contemporary society. Therefore, this begs the question as to what is their approach to the cultural heritage law and practice. While much has been written about liberalism and communitarianism, their impact on cultural heritage still remains shrouded in mystery. We do accept and stress that cultural heritage law is nowadays recognised as the multilevel legal instruments for safeguarding, protection, preservation and maintenance of cultural heritage, cultural property, or even cultural rights. It is not only “multilevel”, but also “multivalued”, and for that reason many theoretical and practical problems are noticed. Liberalism versus communitarianism is one of the most significant debate. As a result, the main aim of this article is to outline the influence of liberalism and communitarianism on cultural heritage law.
