The object of this research is the role of the comedy “Tieteybit” by N. D. Neustroev in cultural life of the Sakha Republic (Yakutia). The subject is the impact of modern creative industries upon cultural life of the region. On the example of Nikolay Denisovich Neustroev's comedy play “Tieteybit”, the authors examine the use of creative approaches towards preservation and popularization of cultural heritage of the Sakha people. It is noted that over the recent years, a major event in the development of spiritual culture and cultural life of the region overall has become the innovations introduced by the contemporaries in staging the Yakut comedies. Motifs of the comedy “Tieteybit” served as the prototype for staging the the first Yakut musical comedy, and even a film. A survey was conducted touching upon the following questions: are the innovations introduced in culture in form of a screen version of classical literature with the elements of innovation encourage the young generation to studying the Yakut cultural heritage?; what is the relevance of the work by N. D. Neustroev “Tieteybit”? The conclusions is made that in the XXI century, N. D. Neustroev's comedy “Tieteybit” has become one of the basics for the development of creative industry of the region. As an instrument for the development of regional culture, creative industry may play the strongest and highly effective role in the development of social life of the region.

Abstract The aim of this study is to investigate the important role of liberal-communitarian debate in cultural heritage law and politics. Derek Gillman in the book titled “The Idea of Cultural Heritage” stressed that “During recent decades, two parallel debates have occurred with respect to public policy and heritage”, and mentioned above is the second one, which “takes place between political philosophers, especially liberal and communitarian thinkers of various shades.” The following study brings attention to the external perspective. That is, these philosophical concepts which appeared beyond legal sciences, but they have the impact on both law and almost all aspects of social life. Liberalism and communitarianism, despite their differences, are particularly useful lens through which to consider law and its functions within contemporary society. Therefore, this begs the question as to what is their approach to the cultural heritage law and practice. While much has been written about liberalism and communitarianism, their impact on cultural heritage still remains shrouded in mystery. We do accept and stress that cultural heritage law is nowadays recognised as the multilevel legal instruments for safeguarding, protection, preservation and maintenance of cultural heritage, cultural property, or even cultural rights. It is not only “multilevel”, but also “multivalued”, and for that reason many theoretical and practical problems are noticed. Liberalism versus communitarianism is one of the most significant debate. As a result, the main aim of this article is to outline the influence of liberalism and communitarianism on cultural heritage law.

ABSTRACT This article aims to explain the existence of Tari Piring dance as a culture identity of Minang- kabau people, both the people who live in the origin area and outside the area. Tari Piring dance is a traditional cultural heritage of Minangkabau people which is used and preserved by Minangkabau people in their life so that it becomes culture identity of Minangkabau people. As the identity of Minangkabau people, Piring dance is able to express attitudes and behaviors as well as the charac- teristics of Minangkabau people. The dance can serve as a reflection of social and cultural life style of Minangkabau society. Through Tari Piring performance, the outsider can understand Minangkabau people and their culture. Tari Piring, therefore, is getting more adhere to the social life of Minang- kabau people in West Sumatra and in the regions overseas. Tari Piring dapat berperan sebagai cerminan dari corak kehidupan sosial budaya masyara- kat Minangkabau. Melalui pertunjukan Tari Piring, masyarakat luar dapat memahami orang Minangkabau dan budayanya. Oleh karena itu, sampai saat ini Tari Piring semakin melekat dengan kehidupan sosial masyarakat Minangkabau di Sumatera Barat maupun di daerah perantauan. PurposeSocial capital, understood as intangible community values available through a network of connections, is a factor in the development of societies and improving quality of life. It helps to remove economic inequalities and prevent poverty and social exclusion, stimulate social and regional development, civic attitudes and social engagement and build a civic society as well as local and regional identity. Many of these tasks may be implemented by libraries, which, apart from providing access to information, may also offer a number of services associated with social needs. The purpose of this paper is to present the roles and functions that libraries may serve in local communities in terms of assistance, integration and development based on classical social capital theories.Design/methodology/approachThe paper reviews the classical concepts of social capital in the context of libraries. It analyses the findings of Pierre-Félix Bourdieu, James Coleman, Francis Fukuyama, Robert Putnam, Nan Lin, Ronald Stuart Burt, Wayne Baker and Alejandro Portes. Based on their respective concepts, the paper analyses the role of the contemporary library in the social life of local communities. In particular, it focuses on the possible new functions that public libraries may serve.FindingsA critical review of the concept of social capital revealed certain dependencies between libraries and their neighbourhoods. With new services that respond to the actual social needs, libraries may serve as a keystone, namely they may integrate, animate and engage local communities. This, however, requires a certain approach to be adopted by the personnel and governing authorities as well as infrastructure and tangible resources.Originality/valueThe social engagement of libraries is usually described from the practical perspective (reports on the services provided) or in the context of research on the impact of respective projects on specific groups of users (research reports). A broader approach, based on original social theories, is rarely encountered. The paper draws on classical concepts of social capital and is a contribution to the discussion on possible uses of those concepts based on an analysis of the role of libraries in social life and in strengthening the social capital of local communities.

<p>In the last two decades, contemporary society has been conceptualized and discussed around the assumption that digital technologies are its most defining feature. Jean Baudrillard’s take on the Fable of Borges suggests a replacement of the physical world by a virtual experiencing life, setting the tone for a pessimistic and somewhat fearful attitude towards technological development. On the verge of the dissemination of disruptive innovations that can be described under the “umbrella” of Internet of Things (IoT), we observe not a replacement, but a deep and complex intertwining of online and offline experiences, sketching the contours of what can become a phygital society. This alternative conceptualization of our contemporary society, combined with the possibilities of technological development, affords new opportunities for the expression and experiencing of culture, and also for the creative industries. In our research, we explore the impact of one augmented reality (AR) app designed for one of the landmarks of the Portuguese cultural heritage, Quinta da Regaleira. We explored this single-case study using qualitative data collection techniques, aiming to discuss the positive and negative outcomes of this innovation, both for the dynamizing of cultural heritage, and for the visitors. The article provides useful information for heritage spaces that wish to follow this path. It describes the main steps to be taken in the production of content and provides examples of the narrative model that helps people to visit the space and obtain information, knowing stories relevant to the past and present of the cultural heritage. The objective is to clarify, finally, due to the research developed in the Quinta da Regaleira case study, what kind of stories and experiences can be narrated, the strengths of this application, its limitations, and paths for future investigations.</p>

Fantasy and science fiction genres extensively use imaginary settings and locations different from realistic ones but striving to look real. Arkady and Boris Strugatsky, pioneers of the science fiction genre in Russia, actively exploited the potential of both genres in their early tale, Monday starts on Saturday (1964), which combines features of the two space types. The present paper analyses the principles of creating ‘mago-space’ in the book. To do so, we look at the spatial organization of the events involved in the plot and the personages’ ideas regarding space. The research will enable us to clarify the role of space in conveying the authors’ message, which in this tale is quite explicit. We argue that the space changes significantly within the book, accompanying genre transformations and the development of the protagonist. Since the tale uses ‘mental sublocations’ as the main units of spatial organization, each part is determined by a certain type of cultural heritage. In the first part, it is the mental space of folklore and classical literature, in the second – that of mythology and science fiction, and in the final – philosophy and science. Mental spaces that coexist and follow various laws form a narrative which turns out to be a journey to the described present in the variety of its forms.

The article examines the impact of the digitalization process on the creation and use of modern electronic tools and technologies for teaching a foreign language in higher education. The article presents the main electronic tools and technologies that are used in the Financial University during the educational process of teaching a foreign language. The author notes the effectiveness of the implementation of the personality-oriented approach, which is provided by individualization and differentiation of training using the Bank of test tasks created by university teachers, and the electronic educational platform Rosetta Stone Advanced. The use of electronic learning tools and digital technologies allows to develop self-organization of the student. Changing the role of the teacher to the role of the manager of educational activities contributes to the formation of the ability to constant self-studying the student throughout his professional and social life. The effectiveness of the electronic learning tools use is proved by the high level of students’ foreign language competence and their assessment of the foreign language teachers’ pedagogical activity with the results of the survey "Students’ view on teachers".

AbstractAlthough the contribution of creative industries to world economy has been widely acknowledged in the last few decades, their failure rate is still high and frustrates creative entrepreneurs. However, few empirical studies have been done to explore what causes creative entrepreneurs’ intention to quit. This paper, therefore, aims to draw upon the theories of motivation and entrepreneurship to offer a better understanding of entrepreneurs’ withdrawal intention. We incorporate the theory of motivation, creativity, and opportunity to realize their inter-play roles in reducing entrepreneurs’ intention to quit in creative industry sector. A sample of 272 creative entrepreneurs in Taiwan’s creative industries is used to test the framework we propose. Results show that entrepreneurial creativity and opportunity recognition enhance entrepreneurs’ motivation by satisfying the need for basic finance, need for work–life equilibrium, need for social reputation, and need for career achievement. Moreover, we found that entrepreneurs’ motivation in need for work–life equilibrium and need for career achievement reduces their intention to quit.

This paper examines the position of crafts within the creative industries and considers how this has been affected by the growing links between the creative industries and tourism. A review of the creative industries concept indicates that crafts occupy an ambiguous position between art and tradition, which problematises their relationship with the creative industries. This is gradually changing at the creative and tourism sectors become more closely linked, and craft has become an important element of the development of creative tourism experiences. We review the role of craft in creative tourism, including case studies from Brazil, Finland, and Thailand, to examine how tourism can support the creative development of crafts. This analysis indicates that craft can be an important aspect of creative tourism development in different contexts and can provide a strong basis for placemaking initiatives.

AbstrakAkhir-akhir ini industri kreatif berkembang seiring arus globalisasi dan pasar bebas. Kondisi ini menggairahkan industri-industri kreatif baru bermunculan yang dapat menjadi andalan suatu daerah bahkan menjadikan predikat kota kreatif. Industri kreatif yang berkembang di bidang desain tiap kota dapat meningkatkan citra daerahnya, meningkatkan devisa, dan mengatasi pengangguran. Ada empat penggerak kreatif yaitu akademisi, pemerintah, kreator, dan pengusaha yang menjadikan industri kreatif semakin subur. Berbagai cara telah dilakukan oleh empat unsur tersebut hingga suatu kota menjadi terkenal, maka perlu dikaji melalui metode telaah kepustakaan dan pengamatan dengan memperhatikan teori dari Williamson tentang jenis kewirausahaan dan Philip Plus tentang tahapan dalam berkanya kreatif. Hasil diperoleh bahwa akademisi mengarah ke jiwa wirausaha yang inovasi, pemerintah mengarah ke wirausaha yang meniru, kreator mengarah ke wirausaha yang hati-hati, dan pengusaha mengarah ke wirausaha yang pemalas. Untuk memperkuat pembahasan maka diperkuat oleh hasil karya nyata kewirausahaan sebagai inspirasi orang lain dan bermanfaat dalam kehidupan masyarakat. Kata Kunci: kewirausahaan, industri kreatif, kreator  AbstractLately, the creative industry has evolved by alongside the flow of globalization and free markets. This condition stimulates new creative industries emerging that can become a mainstay of an area even make the creative city becomes a predicate. Creative industries that develop in the design field every city can improve the image of the region, increase the number of foreign exchange, and tackling unemployment. There are four creative movers: academics, government, creators, and entrepreneurs that make the creative industry particularly fecund. Various ways have been done by the four elements until a city became famous, it needs to be studied through the method of literature and observation by taking into Williamson's theory of the type of entrepreneurship and Philip Plus’s theory of the stages in the creative work. The results obtained that academic has been leading to innovating entrepreneurship, the government has been leading to imitative entrepreneurship, creators have been leading to fabian entrepreneurship, and entrepreneurs have been leading to the drone entrepreneurship. To strengthen the discussion then reinforced by the real work of entrepreneurship as the inspiration of the others and useful in social life. Keywords: entrepreneurship, creative industry, creators
