The article proposes the structure of the information sector for the economy, which includes the field of knowledge generation - fundamental science, applied science and the sphere of education, as well as spheres that provide transmission, processing and storage of information: electronic industry, information technology and telecommunication. The statistical analysis and analysis of the regulatory framework for the development of the information sector in Ukraine has been carried out, which showed that the development of information technologies and equipment for processing, storage of information, production of telecommunication equipment, low efficiency of fundamental and applied science is not developed at a proper level in Ukraine, but the sphere of creation And the introduction of software (software) and telecommunications. The main organizational and economic components of strategic planning of the information sector development in Ukraine are proposed, which include the questions of priority directions of development: development of higher IT education, development of perspective innovative technologies and creation of effective innovation infrastructure; Funding issues that include: expanding budget support for priority research and expanded reproduction of fundamental knowledge; Use of the mechanism of private-public partnership; Development of a financial plan for the provision of sectoral programs for the development of the information sector, identifying the sources and amounts of funding distributed by subprogramme and by years; And issues of the legislative framework that require: development of a program for the development of information and communication technologies, development of a state program for the development of technology parks, the development of a legislative framework that protects intellectual property rights in the information sector, the adoption of copyright for software and the creation of a favorable investment climate for foreign Investors in Ukraine.

The article discusses the theoretical aspects of the formation of the concept of the development strategy of municipalities and approaches to the process of developing a development strategy at the local level. The role of municipalities in the general structure of state administration is determined. The place and importance of the municipal education development strategy in the system of integrated socio-economic development of the country is revealed. The analysis of the main concepts related to the formation of the development strategy of municipalities is carried out. The connection between the interaction of the concepts of development strategy with the concepts of strategic planning and municipal education management is revealed. A comparative analysis of approaches to the formation of the concept of development strategy, strategic planning and management is carried out. The article analyzes the legislative framework in the process of forming a development strategy by the municipality. The article examines the trends in the process of forming a development strategy by municipal education and corporate governance. The necessity of developing a thorough and effective strategy for the development of a municipal formation as one of the directions for improving the competitiveness of the region and the country as a whole is justified.

The article proposes a methodology for assessing the innovative activity of a company, one of the areas of values of state corporations: «Innovation, innovative development, the ability to upgrade». To evaluate the effectiveness, the principle of decomposition of a global goal was used with its replacement for individual specific tasks according to the designated functional subsystems and objects (blocks) of assessment, which together give a generalized description of technological, technical innovations, their development and use, implementation of the latest digital information technologies, results intellectual research, the development of new business processes, management methods, organizational forms in business practice, as well as ability to sustainable renovation, improvement and prospects for innovative growth of the company and its sustainable renewal.The scoring methodology using the developed criteria boundaries of efficiency from ambitious to low efficiency and with assignment of significance scales by expert means involves the inclusion in each assessment block of six to fifteen traditional and composite author’s indicators, the complexity of which is determined by the complexity of the subject of the study and the described process. The methodology is universal in nature, can be used for large corporations and small companies according to a reduced set of indicators, it can be used in determining ratings.


In recent years, the Middle East’s information and communications landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalizing on the opportunities offered by new information technologies, the fast pace of digital transformations, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of information technologies and new media platforms in everyday life has given rise to complex dynamics that beg for a better understanding. Digital Middle East sheds a critical light on continuing changes that are closely intertwined with the adoption of information and communication technologies in the MENA region. Drawing on case studies from throughout the Middle East, the contributors explore how these digital transformations are playing out in the social, cultural, political, and economic spheres, exposing the various disjunctions and discordances that have marked the advent of the digital Middle East.

Introduction. The development of the information and communication technologies (ICT) market creates the conditions for further growth of other sectors of the economy. ICT companies provide companies, individuals and government with software, Internet, mobile and fixed communications, and so on. The purpose of the article is to study the current state of the ICT market in the world and in Ukraine, to identify major trends and threats for further development of the ICT market. Results. The ICT market is one of the largest dynamically developing markets in the world. Research conducted by leading consulting companies in the world shows that after 2020, the market can grow from 13 to 33 trillion and the blockchain market to 3.1 trillion $. International Data Corporation emphasizes that digital technologies and solutions can reach 60% of global GDP by the end of 2022. The world leader in the number of ICT corporations is the United States, with headquarters of the 65 world's largest companies, 20 in China, Taiwan - 17, Japan - 14, South Korea - 6, India - 5 companies. The IT services market accounts for 0,5% of the global IT services market. In Ukraine there are 125 registered self-employed individuals that are used by large companies to optimize their tax burden. Income of such American ICT companies such as Apple, Amazon, Alphabet, Microsoft significantly exceeds the size of the state budget of Ukraine, and part of the revenues from the ICT market occupies only 4,5% of GDP, which is clearly insufficient and is evidence of an economic development lag. Conclusions. The imperfection of domestic legislation, the lack of incentives for ICT organizations, the possibility to monopolize the market, the insecurity of the interests of individuals and private companies do not stimulate foreign investments in this sector of the economy. In spite of this, Ukraine has a great potential for its growth, for which it is necessary to develop a national concept and model for the development of the ICT market, to restrain the departure of specialists abroad, to ensure the implementation of the business-state partnership strategy, etc. Keywords: telecommunications market, IT market, telecommunications market and IT services, marketing research, investments, ICT companies.

The rapid breakthrough observed today in the field of information and communication technologies testifies to the movement of mankind towards a new post-industrial phase of development -the information society. At the present stage, information is the main source of development of society. The penetration of information technology into almost all socio-economic spheres entails the formation of new needs and a new way of life for mankind.While noting the positive aspects of the information society, one should not forget about its negative aspects. With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. For some people, virtual reality is often more significant than reality itself. To fully disclose the research, the scientific article used methods such as a systematic approach, historicity, comparative historical, structural, political analysis, functional and cultural analysis.At the end, scientifically grounded conclusions, recommendations and proposals on the need for spiritual and intellectual development of society weredeveloped.

Purpose – The purpose of this paper is to report on the innovative employment of students as technology mentors as part of a Blended Learning Program (BLP) that supported a group of owner-managers of small businesses to adopt appropriate information and communication technologies (ICT) to enhance their work practices. Design/methodology/approach – This discussion uses various evaluations undertaken throughout the project to examine why the technology mentor role is vital in supporting small businesses to develop digital literacies. The participants’ self-reporting of their ICT skills as well as their progress in using ICT was also assessed by technology mentors in the course of the program and reported in mentor reflections. Academic staff also evaluated the performances of technology mentors in relation to each business. Findings – Participants in the BLP pilot program singled out the technology mentors as being essential in promoting their uptake of ICT and in their ability to use specific technologies at work. Research limitations/implications – Findings are based on a pilot program involving six learners and two technology mentors. While this is a statistically insignificant number of evaluations, both the findings and the model of the BLP remain of interest. This model has the capacity to address a long-standing and global challenge to support small businesses in the use of ICT. A scaled up version of the program is required to validate the findings. Practical implications – In the final evaluation, participants all self-assessed as having increased ICT knowledge and skills. They provided specific examples of how they now use ICT. The BLP could be taken up by local and state governments who periodically attempt to support small businesses in the uptake of technologies. The BLP could also be applied to vocational education students in business, information technologies or information systems. As well as supporting small businesses to adopt ICT, this model also provides an important alternative to resource-intensive work-placement programs that are designed to develop students’ employability skills through work-integrated learning. Originality/value – Less effective attempts to support small businesses often involve face-to-face training for unrealistic periods of time that foreground technology rather than real world, useful and relevant outcomes (IBSA, 2013). This BLP successfully supported owner operators of small businesses to identify, apply and evaluate a range of software applications (“apps”) and online programs to enhance their work practices.

The present article considers the results of implementing the distance learning technologies at Vinnytsia National Pirogov Memorial Medical University in the process of mastering the discipline "Internal Medicine". Today, the amount of information that is so necessary for obtaining, understanding and mastering knowledge is growing rapidly. Given the current pace of development of education, today it is quite important to find innovative forms of quality organization of the educational process. This led to the introduction of information technology in education and the formation of a separate type of learning - distance learning. Now in Ukraine, distance learning is widely developing at all levels of education, this makes it possible to individualize the process of acquiring knowledge, abilities, skills and methods of human cognitive activity, which occurs mainly through the indirect interaction of participants in the educational process distant from each other in a specialized environment, functioning based on modern information and communication technologies.
