Topicality. The inconsistency in carrying out scientific and technical and innovation policy during the years of Ukraine's independence has led to a significant technological lag behind the developed countries of the world. As a result, the low level of competitiveness of domestic industrial enterprises has become. In such circumstances, considerable importance is the creation of proper conditions for formation of an integrated national system to effectively transform new knowledge into new technologies, products and services that find their ultimate consumers. Aim and tasks. The aim of the article is to study, evaluate and identify the strengths and weaknesses of the country in providing the prerequisites for the innovation development of Ukrainian industrial enterprises. Research results. The article analyzes the main prerequisites for the formation of innovation system in Ukraine revealed strengths and weaknesses of the country's position in ensuring these prerequisites for innovative industrial development. The main directions of improvement of the components of the national innovation system are determined. Conclusions. The results of the analysis of the effectiveness of the national innovation system testify that in Ukraine, unfortunately, satisfactory prerequisites for the innovative development of industrial enterprises have not yet been formed. Having educated and professionally trained people who can create, share and use knowledge inspires some optimism, because intellectual capital of Ukraine - a point of growth for the economy. About that. in the conditions of an open market and borders, in the absence of economic freedoms and satisfactory social standards, our human capital will be the point of growth for foreign economies. The success of the modern state is defined by the ability to generate and commercialize knowledge and information as well as reforms to create an innovative economy and particularly for the innovative development of industrial enterprises should be a priority in most economic strategy.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The purpose of the article is to study economic phenomena and processes in Ukraine in order to substantiate the need to intensify innovative activity on its territory and to search for promising opportunities to increase the competitiveness of Ukrainian enterprises during the political and economic crisis. Measurement of the level of innovative development of Ukrainian enterprises was carried out using data for a nine-year period of time (2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019). Methodology. The use of economic, abstract and logical research methods through methods of analysis, synthesis and graphical presentation made it possible to assess the level of innovative development of Ukrainian enterprises for the main international rating and macroeconomic indicators. Results. The content of the concept of “innovative activity” was clarified, which made it possible to highlight the main directions of innovative development of enterprises in the country. A methodology for conducting a step-by-step assessment of the level of innovative development of enterprises in Ukraine through the criteria that determine the profile of the National Innovation System of Ukraine is proposed. According to the results of the assessment, it has been found that during the analysed period, Ukraine’s positions in The Global Competitiveness Index in the context of individual rating indicators do not have stability and are positioned at the level of underdeveloped countries. At the macroeconomic level of Ukraine, this is confirmed by the annual decrease in the part of expenses for the implementation of innovative developments in the structure of GDP expenditures to a critically low level. In the process of assessing the costs of performing innovative developments by type of work, it has been found that the most funded type in Ukraine is scientific and technical (experimental) developments. Practical implications. The results of the assessment confirm the drop in the level of innovative activity of Ukrainian enterprises, the low efficiency of the National Innovation System, and explain the passive role of the state and the further lag of the country in technological development from the developed countries of the world. In such conditions, there is the need to attract consulting companies to increase innovative activity. Value/originality. A methodology for assessing the level of innovative development of Ukrainian enterprises has been formed according to the results of which it is proposed to use consulting as an effective tool of the National Innovation System in order to increase the competitiveness of Ukrainian enterprises.

The article explains the necessity and important role of innovation in industry and shows their impact on economy. There are indicators characterizing the position of Russian highly technological products on global market. Causes of low competitiveness of Russian producers were revealed. The article demonstrates the importance of new technologies for attaining sustainable development of industrial enterprises and analyzes indicators of innovation activity, which discloses the uneven development of the innovation system in different regions of the country. The authors ground the necessity of Russian industry passing over to a new level of development and identify the key lines in shaping the innovative infrastructure of regions. They underline specific features of pursuing innovation policy in Russia, highlight principle problems hindering the development of innovation processes and propose ways of their overcoming. A set of measures was designed aimed at smoothing out the lag of private sector development from the state one and at stimulating research and developments in the private sector. Research findings can be used to correct regional strategies of innovation development.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

Topicality. One of the main tasks balanced development industrial enterprises and acceleration of innovative development Ukraine is the transition to an economy based on the productive use of new knowledge. Knowledge itself is a factor in post-industrial development and is an inexhaustible public good, which increases in the process of its use. In such conditions, the creation of proper general economic and institutional factors for the free movement of knowledge, the introduction of information and communication technologies, the effective transformation of new knowledge into new technologies, products and services are very important. Aim and tasks. The aim of the article is to study and assess economic and institutional factors in the context of balanced and innovative development Ukrainian industrial enterprises. Research results. The article deals with the main economic and institutional factors of the environment of industrial enterprises in Ukraine. The complex socio-economic situation in the country is revealed, which causes a shortage of financial resources at the disposal of the Government of Ukraine and regional authorities, and which significantly complicates the process of financial support for innovation development by the state. The possibilities of the country for the formation of a "knowledge economy" are revealed. The main directions of improvement of the general economic and institutional environment for the purpose of balanced and innovative development industrial enterprises. Conclusions. The results of the analysis and assessment of the general economic and institutional prerequisites of balanced and innovative development of industrial enterprises indicate the proper level of all two components of the general economic environment - "freedom of trade" and "fiscal freedom". But unlike them, low-value components such as "state expenditures", "freedom of investment", "financial freedom". Ukraine has extremely low rates of freedom from corruption. As to security and property rights, at the moment, the worst situation is with regard to intellectual property protection and the independence of the judiciary. From the above it can be concluded that the financial system of our country is weak, and its banking and financial sector are not functioning effectively, which in turn does not contribute to the formation of such a general economic environment and institutional, which would financially and lawfully stimulate a balanced and, in particular, innovative technological development entrepreneurship.

Problem setting. The introduction of the model of innovative development of the national economy requires the improvement of the system of state regulation of investment and innovation processes. It is the transformational trends in the national innovation system that necessitates a comprehensive analysis of the main factors that contribute to innovative development. At the same time, the stimulation of innovation orientation of any country’s development should be considered as part of the model of investment development of its economy, provided that this model has priority in innovative development. Target of research is to study the main factors promoting innovation. To achieve this goal, structural, comparative and statistical research methods were used. Analysis of resent researches and publications. Problems of development of the national innovation system and innovation infrastructure, ensuring the development of innovation processes have received considerable coverage in the works of scientists: S. V. Hlibko, O. V. Rozghon, A. M. Liubchych, A. V. Strizhkova and others. Article’s main body. One way to conceptually organize all the factors that determine innovation in a country is to think about the triangle of innovation success: the factors of the business environment along one side of the triangle; trade, tax and regulatory environment – the other party; and the innovation policy environment – along the third party. An effective business environment includes the institutions, activities and opportunities of the country’s business community, as well as broader societal attitudes and practices that promote innovation. An effective trade, tax, and regulatory environment has a competitive and open trade regime that includes strong government efforts to protect its businesses from foreign mercantilist practices; supporting competitive markets so that new entrants, including those implementing new business models, can thrive; processes that make it easy to open a new business and bring innovation to market; transparency and the rule of law; a reasonable tax burden on business, especially for innovation-based firms and commercial companies. The final stage of the innovation triangle is a complex and powerful system of innovation policy. Although markets and business are key to innovation, without an effective innovation policy, markets will be inefficient. Conclusions and prospects for the development. Effective innovative development of the country is possible only if there is a developed business, trade, tax, regulatory environment and an environment of innovation policy that can guarantee proper support for public investment in innovation infrastructure. At the same time, for Ukraine to be attractive to foreign investors, legislation on attracting investment must be clear, democratic and stable.

Introduction. In today's conditions of economic development, business entities face the challenge of reformatting systems, methods, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. Purpose. Identification of peculiarities of the development of innovation activity of business entities in Ukraine, positive features and deficiencies that exist, and clarification of the role of the state in the creation of general institutional coordinates for economic entities as an element of the system of innovative development of the country's economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. In today's conditions, further development of recommendations for improving the methodology for assessing the innovative potential of industrial enterprises, optimizing the management of innovation activity in the state and its individual regions, the choice of forms and methods of state support for innovation projects in order to improve the investment climate and increase inflow of innovative investments is necessary.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

The article analyzes the modern concept of human capital and its role in the socioeconomic development of society. The structure of human capital in Russia and the state of its main components have been studied. The necessity of creating mechanisms for significantly more effective use of the intellectual potential of scientific and educational institutions of the country, as well as of the formation of a national innovation system, is shown. It is demonstrated that according to the World Bank estimates, today the national human capital in developing countries accounts for more than half of their national wealth, and in the developed countries of the world – for about 70-80%. Thus, human capital is now considered as the most important economic category, the importance of which will significantly increase in the 21st century. The author believes that it is advisable to use the positive experience of the functioning of such a system in China.

The objective of this paper is to analyze and discuss the impacts of monetary policy on Bangladesh inflation, identify the major drawbacks of the policies in minimizing the inflation rate and suggest policy recommendations on some key issues of Bangladesh inflation. To estimate the effects of the monetary policy in Bangladesh, at first the impact of different monetary policy tools used by the “Central Banks” of the developed countries have been reviewed. Next, the impact of the monetary policy of Bangladesh Bank and government have been analyzed for which the data on money supply, growth of the GDP, changes in the price level, and changes in the unemployment rate have been quantitatively analyzed. We mainly used Consumer Price Index to determine the level on inflation in Bangladesh. Moreover, our study focuses on data collected from the 1950-2012, mainly focusing our study from the period of 2000-2012 as major transitions have been observed in the economy during the 12 years. We have further analyzed whether there is any correlation between (i) inflation rates and money supply, and (ii) inflation rates and growth of GDP. On the basis of the outcome of the qualitative and quantitative analysis, in the end findings and conclusion have been drawn. We have found the correlation, the impacts of monetary policy and inflation, their drawbacks and possible solutions such as independence of the monetary policy from the fiscal policy and enhancing the transparency, communication and signaling effect of policy moves, keeping the broad money in line with the estimated real GDP growth, borrowing from non-bank sources, and control money supply through various open market operations. Due to lack of access to sufficient data, some of our work is based on hypothesis and models. So some data vary according to the model being used. Lastly, even though, many works have been done from the perspective of developed and other developing countries, much work has not been carried out to establish the relationship between monetary policy and inflation in Bangladesh.
