Introduction. In today's conditions of economic development, business entities face the challenge of reformatting systems, methods, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. Purpose. Identification of peculiarities of the development of innovation activity of business entities in Ukraine, positive features and deficiencies that exist, and clarification of the role of the state in the creation of general institutional coordinates for economic entities as an element of the system of innovative development of the country's economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. In today's conditions, further development of recommendations for improving the methodology for assessing the innovative potential of industrial enterprises, optimizing the management of innovation activity in the state and its individual regions, the choice of forms and methods of state support for innovation projects in order to improve the investment climate and increase inflow of innovative investments is necessary.

Introduction. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the formation of active development actors, the expansion of sources of tax revenue, the stimulation of innovation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax incentives for innovation in the legislation and practice of tax instruments significantly hinders the development of innovation potential of the economy and reduces its competitiveness. The basis for improving tax policy in the context of innovative development is the institutional component. The purpose of the study is to identify promising institutional aspects of the formation of tax potential in industry. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and principles of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Presenting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional innovation projects and smart specialization. An assessment of the prospects for the use of various tax instruments in accordance with the current situation and the need for the transition to adaptive management of tax potential of industry. The originality and practical significance is confirmed by the proposed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institutional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.

Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. Topicality. The inconsistency in carrying out scientific and technical and innovation policy during the years of Ukraine's independence has led to a significant technological lag behind the developed countries of the world. As a result, the low level of competitiveness of domestic industrial enterprises has become. In such circumstances, considerable importance is the creation of proper conditions for formation of an integrated national system to effectively transform new knowledge into new technologies, products and services that find their ultimate consumers. Aim and tasks. The aim of the article is to study, evaluate and identify the strengths and weaknesses of the country in providing the prerequisites for the innovation development of Ukrainian industrial enterprises. Research results. The article analyzes the main prerequisites for the formation of innovation system in Ukraine revealed strengths and weaknesses of the country's position in ensuring these prerequisites for innovative industrial development. The main directions of improvement of the components of the national innovation system are determined. Conclusions. The results of the analysis of the effectiveness of the national innovation system testify that in Ukraine, unfortunately, satisfactory prerequisites for the innovative development of industrial enterprises have not yet been formed. Having educated and professionally trained people who can create, share and use knowledge inspires some optimism, because intellectual capital of Ukraine - a point of growth for the economy. About that. in the conditions of an open market and borders, in the absence of economic freedoms and satisfactory social standards, our human capital will be the point of growth for foreign economies. The success of the modern state is defined by the ability to generate and commercialize knowledge and information as well as reforms to create an innovative economy and particularly for the innovative development of industrial enterprises should be a priority in most economic strategy.

Research Findings

The article explains the necessity and important role of innovation in industry and shows their impact on economy. There are indicators characterizing the position of Russian highly technological products on global market. Causes of low competitiveness of Russian producers were revealed. The article demonstrates the importance of new technologies for attaining sustainable development of industrial enterprises and analyzes indicators of innovation activity, which discloses the uneven development of the innovation system in different regions of the country. The authors ground the necessity of Russian industry passing over to a new level of development and identify the key lines in shaping the innovative infrastructure of regions. They underline specific features of pursuing innovation policy in Russia, highlight principle problems hindering the development of innovation processes and propose ways of their overcoming. A set of measures was designed aimed at smoothing out the lag of private sector development from the state one and at stimulating research and developments in the private sector. Research findings can be used to correct regional strategies of innovation development.

The article presents the review of the basic ratings of innovative development of Russian regions. The role and position of Khanty-Mansi Autonomous District - Yugra in the ratings of innovative development are determined. The main indicators describing innovative activity in the entity have been analyzed. The core of the scientific potential of the region has been studied. Trends and peculiarities of regional innovation processes are determined. The innovative infrastructure of Khanty-Mansi Autonomous District - Yugra and the features of its territorial location are studied. The analysis of innovative development of the territory is carried out taking into the consideration factors of innovation activity resources and results. The thesis on the predominantly “imitative nature” of the innovation system at the regional level is confirmed. The necessity of using two directions of innovative development for Khanty-Mansi Autonomous District - Yugra is justified. The possibility of using the diversity factor for the present stage of development of medium-sized deposits is revealed. It is suggested to actively increase the number of entities of the innovative regional process. The need to use own territorial scientific and educational resources, as well as innovations from other regions has been identified. The necessity to create institutional conditions stimulating small and medium business to develop deposits of hard-to-recover hydrocarbon resources is justified. Opportunities and prospects for the formation of regional innovation clusters in Khanty-Mansi Autonomous District - Yugra have been analyzed. Experimental polygons focused on the development of new technologies taking into account the specific features of deposits of specific regions are considered as an instrument for launching a scientific and resource multiplier in the oil and gas sector. The priorities of innovative development for Khanty-Mansi Autonomous District - Yugra are proposed.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

Relevance of the research. Today's rapid global development is due to the latest technological changes brought about by another (fourth) industrial revolution, which opens up a window of opportunities for many countries to realize their intellectual potential and thus enhance their competitiveness. The innovative imperative, together with the government inclusive policy, remains a key driver of socio-economic growth and sustainable development. The subject of the research is innovative processes in Ukraine and factors that influence their course in the context of implementing the state innovation policy. The purpose of this article is to identify characteristic tendencies of the innovative development of Ukraine, to justify the identified problems and factors of influence, as well as to work out recommendations concerning directions for increasing the effectiveness of innovation policy in the implementation of socio-economic objectives, approved by the authorities. Methodology of work – the principles of innovation theories and economic growth; concepts of open innovation, innovative systems, 4.0-industry; the principles of the scientific and technological paradigm. The state of some innovation indicators has been assessed with the help of statistical analysis. Based on a systematic approach the problems of innovative development of Ukraine have been identified. Structuring and synthesis methods were used to develop proposals for strengthening the role of the innovation factor in ensuring economic growth. The results of the work are the following: the state of innovation processes in Ukraine is carried out and assessed, problems are identified and paradoxes are characterized – all that which makes the realization of the set goals of the state innovation policy more complicated and requires the development of measures to create a new model of the national innovation system. Conclusions. The negative phenomena in the sphere of innovation activity pose a threat to the economic and technological security of Ukraine, which requires urgent actions by both the senior political leadership of the state and the executive authorities at all levels. The creation of the innovative system based on the use of market mechanisms and the state active scientific, technological and innovation policy should be the basis for the development of knowledge-based sectors, their long-term competitiveness within the national borders and in the world markets.

The article is devoted to topical issues of research of innovative activity at domestic industrial enterprises, its importance for the domestic economy is substantiated. The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.
