This paper is a research that examines the empowerment of human resources through the application of total quality management at SMK Miftahul Huda Ngroto Grobogan that this school is always experiencing development and progress according to the times so it is interested to be researched. This type of research uses a qualitative approach, and data collection techniques are through observation and interviews. The research data were presented in a descriptive narrative form. Total quality management is a scientific field that refers to quality, which will improve the quality of human resources in educational institutions, both from educators and students. So as to create superior and competitive educational output. From the results of the research, SMK Miftahul Huda Ngroto Grobogan uses a planned sustainable management system with reference to the total quality management system standard as a basis for empowering human resources to improve quality, so that SMK Miftahul

Implementation of the Total Quality Management in the Learning Quality Management System in Educational Institutions. Total Quality Management is needed in institutions. To ensure the quality of an institutions, the institutions needs to pay attention better than before. Therefore the leaders of the organization must think about what efforts should be taken. Total Quality Management is one thing that really needs to be considered. It takes a lot of effort from organizational managers so that the quality of the organization really becomes a matter that is taken into account from the organization. The implementation of Total Quality Management in the field of education is also very important and cannot be abandoned by the principal as a main leader in his institution. To carry out Total Quality Management. the head master of the school don’t work o their own, but principals must work together with other parties, namely teams formed specifically to study the quality development in the school. The team must be chaired by an expert in t he field so that if there are problems it can be aeasily overcome. With the formation of the team, efforts to improve the quality of education can be immediately achieved by the school.

Abstract: Implementation of the Total Quality Management in the Learning Quality Management System in Educational Institutions. This study aimed to analyse the implementation of the Total Quality Management (TQM) in the learning quality management system in educational institutions. This study used a descriptive design. The population consisted of people in the organizational structure of the quality management system and the sample was pusposively selected. The data were collected through interviews and documents and were analysed using the descriptive technique. The findings show that: (1) the TQM has been implemented but it still needs optimizing, (2) it needs support from the heads of relevant units, (3) there are constraints because of work teams that are not optimal and limited time and funds, (4) the strategies to deal with the constraints depend on the condition and situation, and (5) the implementation of the TQM refers to an evaluation and monitoring study and the draft of academic quality assurance documents.

Human resources (HR) become the dominant factor in an institution, including the education sector. Education requires quality human resources, to carry out its role in meeting the educational needs of the community. Also related to Madrasah Aliyah Nurul Ummah Kotagede Yogyakarta is one of the pesantren-based educational institutions which is expected to have a Total Quality Management system in the management of education. This shows educational institutions contribute to customer satisfaction, both internal and external customers. In this paper discusses the basic concepts of human resource management based on Total Quality Management in Madrasah Aliyah Nurul Ummah Kotagede Yogyakarta, which talks about the procedures for implementing human resource development, so that it gets results from the processes that have been carried out in the development of human resources in Madrasah Aliyah Nurul Ummah Kotagede Yogyakarta. Data collection while in the field is done by observation, interviews, and documentation, which can then be classified as qualitative research. Based on the research process, it can provide input and evaluation to make improvements in the development of Madrasah Aliyah Nurul Ummah Kotagede Yogyakarta for the future that is better than ever before.

Quality management is an approach to management which requires establishing quality policies, procedures and practices on regular basis. Engineering education is a process of developing techno human resources, which are to be used later as input to industry which in turn produces goods and services for the societal use. Having considered the current situation of the engineering educational system and the quality of all its individual components it can be noticed that the awareness of the importance of education as a foundation for the growth and development of the country, such as India, is not strong enough. Engineering graduates passing out from educational institutions have to fulfill modern and high standard requirements that are needed by industry. Therefore, there is a greater need to instill quality in engineering education to produce technically skilled and creative man-power in India. The continuous assessment of quality is of paramount importance for educational institution. Education efficiency and success does not depend just on quantity but as well on quality. This paper has discussed key points for the improvement in the quality of engineering education with a case study undertaken at various engineering colleges in India. The study was conducted in two phase; first phase is the critical investigation of the literature and the second phase is a study on the quality of engineering education provided by the educational institutions in Visakhapatnam city. A simple random sampling technique was adopted for the study. A research study described in this paper identifies and analyses the quality of engineering education at the educational institutions which adopt the total quality management system to increase the quality and meet the industrial requirements and then suggests some ingredients to improve the quality.

Improving the quality of the madrasah in the direction of improvement is a necessity amid tight competition among educational institutions in producing output quality. In this context, the imple- mentation of total quality management (TQM) is one of the alternatives as a form in an attempt to increase the quality of the madrasah. There are at least three important steps in the implementation of TQM at the school, namely: 1) the environment of human resources and madrasah, 2) the environment surrounding communities, and 3) the state of the natural environment or atmosphere madrasah. This article is a theoretical study of the concept of benchmarking in library management to improve the quality of services and functions. The formulation of the problems raised is how the concept of benchmarking is and how its application to the existence and implementation of the functions of library institutions are. The method of writing in this article is to describe the concepts of benchmarking and then put the library activities on the concepts found. Benchmarking can and will be implemented in a library as a form of library development in a dynamic and sustainable way. Benchmarking done at this time tend to be external and functional. A library will apply benchmarking if its management system led to a total quality management system. It means that the empowerment of an organization's resources is developed maximally, professionally and proportionally. A library tends to benchmark, if it had a strategic planning to increase satisfaction both morally and materially.

Abstract : Generally Madrasah has weak competitiveness in many sectors. One of them is the availability and management of human resources that is less optimal. This has led to the low professionalism of human resources who manage educationinstitutions of Madrasah in Indonesia. As a result, the quality of Madrasah is still left behind by other public educational institutions. Some efforts to achieve a qualified Madrasah especially in terms of availability of professional human resources have been experiencing significant constraints, so that the level of public and government appreciation is relatively less. To improve the performance of Madrasah which is currently underestimated compared to the public schools, it is suggested to implement Total Quality Management (TQM) simultaneously. The application of TQM in Madrasah as Islamic education institution is obviously important to improve and maintain the quality of Madrasah. The implementation of human resourcemanagement at Madrasah is very effective in managing the teachers and education staffs in establishing and maintaining the quality of institutions. This is due to the fact that human factor (teacher and education staff) is the most strategic element in the management of Madrasah as Islamic educational institutions.

<em>Management of education by creating a conducive learning environment and successfully fulfilling commitments in fulfilling promises as educational leaders. The low quality of human resources is a fundamental problem that can hamper development and national economic development. Along with the advancement of knowledge and technology, the socio-cultural life, socio-economy is increasingly unacceptable to space and time. In order to build the quality of Indonesian people who are able to challenge it, clearly it requires human resources that can be relied upon in the face of competition. TQM is a quality management system that is related to continuous improvement in improving the quality of education from various aspects of sustainability. Educational quality that is acceptable from customer needs and satisfaction. The application of TQM in school organizations is carried out as an effort to improve the quality of education in schools, thereby improving the quality of schools by improving the quality of education of high quality. The implementation of a management system is always disrupted by balance. Two parties who are pro and contra arise, accept TQM and reject TQM. TQM's refusal because it affects changes in management, namely changing established values. With this pillar, it is expected to be able to help schools improve their educational processes. The implementation of integrated Quality Management in schools is inseparable from the efforts of the principal to provide assistance to the school.</em>
