The author of the article studies and systematizes the set of available scientific achievements on the origin, formation and development of state social policy of Ukraine, considering the fact that one of the priorities of Ukrainian society in the need for progressive improvement of all mechanisms of public administration is the formation of effective social policy. And taking into account the aggregate of the most urgent issues of the development of our state, connected with overcoming the negative phenomena in a social life, the administrative and legal provision of the reliable mechanism of social protection of the population by public authorities requires particular attention. The author of the research analyzes the historical and legal base of the social sphere of the Ukrainian state since the adoption of the Declaration of State Sovereignty of Ukraine until now. It is emphasized that international legislation aimed at ensuring human rights and freedoms became the basis of regulatory and legal provision of the social sphere in Ukraine. It is noted that the analysis of the content of social functions of the Ukrainian state is characterized by the presence of factors of democratic state formation in the society that is focused on the European vector. The author followed the chronological sequence of the formation of social institutions and legislative regulation of social relations in the state, which led to the current state of social policy. The difficult way of the formation of modern social policy of Ukraine, its achievements, weaknesses and perspective directions of the development are highlighted. The author defines the priority directions of future scientific researches in the specified sphere.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. Social policy as a set of principles, legal norms, activities and institutions, aimed at creating conditions that ensure the quality of life of the citizens of a country, is an expression of the social relations between the state and its citizens. Social policy determines safety (social, health, economic) and security of the individuals in society.Social policy should be seen as an activity that guarantees the security of those affected by the risks of labour, family and life. In a broader sense, social policy regulates a very broad range of social relationships that relate to employment, income, education, and others. Social security can therefore be seen as the main objective of social policy. In modern concepts, social security is perceived as a system of public rules, institutions and social payments that enable the dignified exitense of every person, who in an unusual state of vitality. Social security can therefore be seen as a set of measures to protect people in an unusual situation. Forms of social security: social security coverage; social assistance; social provision.Apart from thier nature, purpose and funding, social security and social assistance differ according to the principles of organization and management. Social assistance is a decentralized system, and social security can be centralized or decentralized depending on the principles adopted. Through these forms of social security, people receive material security for their existence on the basis of common and unified rules. In any case, however, not always will the indigent be covered by these forms of social security, regardless of their social protection needs. It is possible that even socially protected persons may be in need because of the low income recevied by this system. In such cases the intervention of social assistance is needed as a means of “plugging the holes”. For the sake of clarity, social security can be defined as the first defense net, and social assistance as the second defense net, i.e. social assistance must take on the part of the population which, for one or other reason, does not fall from or land either from the upper levels of the social protection system or when the level of this protection has been insufficient or it provides social protection from the last instance.

The issues of social policy of the State have recently been in the discourse, in search of its new format. They acquired particular relevance in the context of the globally unfolding coronavirus crisis. The article shows that precisely the coronavirus pandemic has become the impetus for understanding the role and content of social protection of the population, has opened up new opportunities to transform it in search of true goals and instruments of implementation. It is proved that health becomes an urgent object of protection, that the health of society and an individual are mutually conditioned and complementable. Modern risks requiring an adequate response on the part of the State to overcome them are analyzed. In addition to the coronavirus pandemic, digitalization seriously affects humans and society, leading to the displacement of humans from the spheres of employment, transformation of the labor market and blurring of employment boundaries, precarization and unsteady employment. The growing inequality in the world leads to many problems in the social sphere and requires its solution. We are certain that in the conditions of modern, constantly complicating socio-economic development, increasing uncertainty and riskiness, there is an urgent need to develop a new type of social policy in which the most important values should dominate: health of human, access of human to sources of education, health care, consumption of clean water and other socially significant benefits, to decent income and living conditions. Such a system of social protection is in development, its sprouts to varying degrees of dimension and efficiency are formed in different world countries. The lessons learned in the process of combating the pandemic can become a good help in its formation.

The process of socialization associated with the development of the social nature of an individual or social group is gaining importance for modern society. The main direction of socialization within sociology is the person as the main element of society. However, given that the socialization of the individual is determined by the nature of society itself, its characteristics and needs, we can say that the process of socialization is inherent not only personal but also other spheres of society. Although we will not deny that the anthropologization of social relations brings to the fore the sociologization of the individual as the main element of social communication. In this regard, the study of the peculiarities of the process of socialization of social interaction, factors, conditions and differences that accompany socialization is becoming increasingly important. Since the process of socialization is associated with a system of information exchange between members of society, the need to reflect and consolidate various social interests, the importance of finding social compromise, it is fair to say that socialization encompasses socio-political communication, in which law plays an important role. The study of the legal aspect of socialization is the theoretical basis for increasing the social role of law, the effectiveness of its regulatory action and ensuring public order. In our opinion, important aspects of socialization of compromise are its characteristics as a means of communication, features of manifestation within social institutions of different levels and substantiation of ways to increase the effectiveness of social functions of legal compromise and means of socialization in law. Compromise at the categorical level can be considered within the three directions of research related to its relationship with the category of conflict. We are talking about organic-structural, conflict-radical and anthropological-communicative directions. The first direction of research reflects society and the forms of its organization as coherently functioning systems. Here the category of "compromise" dominates over the category of "conflict". The second direction of research is characterized by the fact that the category of "compromise" is considered as a special manifestation of the category of "conflict", the latter is dominant in the field of public relations. Regarding the third area of ​​research, the problem of compromise and conflict within this concept is considered at the level of relationships between people, whether macro (state) or micro (group of people). At the same time, compromise and conflict are studied as equivalent interacting categories of public life. A legal compromise has legal consequences, as the result of the agreement of the wills of the parties is the imposition on them of obligations to exercise mutual will. Moreover, the violation of a legal compromise is the basis for the legal liability of the parties. Legal compromise, due to its mediation by legal norms, acquires the attribute of binding and enforced measures. Characteristic of the social action of law is the reflection of its existence at different levels of social interaction, ranging from the individual, social groups, society as a whole. A legal compromise is no exception. Social institutions create an objective reality for a person, that is, it is his social world, in which the appropriate social order is established. At the same time, social institutions are both subjectively and objectively a reality. In view of this, compromise in the behavior of subjects is manifested differently depending on the level of social institution. In simple social institutions (interpersonal, intragroup), the conflict and compromise of the behavior of subjects usually depends on subjective factors that are influenced by objective reality by operating in a single space of other social institutions. In turn, in social institutions of a complex level (intergroup and state, world system) compromise is necessarily "tied" to the order objectively established in such institutions. Thus, compromises always arise between two subjects and are carried out in the corresponding interaction. At the same time, compromises at the state level, in addition to the relationship between its subjects, are necessarily characterized by a constant connection with society through the functioning of legal requirements enshrined in the relevant sources of law.

The social policy regarding motherhood and infancy, including the system of social protection of orphans in the Tambov Governorate in the first decade of Soviet government (1918–1928) was specially and comprehensively studied in the context of state, public and private support of the agrarian society. The focus was on the reconstruction of the conformity of the program of maternity and childhood protection proclaimed by the Soviet government at the regional level. On the basis of a wide range of primary materials (archival sources, periodicals, published materials) various little-known aspects of a scientific problem are representatively investigated. We summarize the successful and unsuccessful experience of the formation of a welfare state system and public initiatives of the medical community and women’s departments in provincial Russia, which often had significant differences from metropolitan events and management decisions. A staged organization has been identified of creating subdivisions of motherhood and infancy, the actual care of orphans at the regional and county level, which makes it possible to assess the op-portunities and needs of social protection and the care of children in urban and rural society during the chronological period. We clarify the transformation of social institutions in relation to the maternity and childhood, both at the level of the governorate and at the county level. The situation of abandoned children and the social policy of transferring these children to private education are specifically considered, the financial problems associated with the transfer of orphans to childless peasant families are assessed. The main trends of social care for the “children of misfortune”, the motives for helping and supporting them by the local community, collectives of enterprises and state institutions of the period under review are revealed. Conclusions are made about the results and historical regional experience and traditions, peculiarities of supporting motherhood and childhood at the level of the province and counties, which made it possible to successfully reconstruct this social protection system of the new Soviet Russia. Attention is drawn to the importance of taking into account regional specifics and concrete historical manifestations of the social state in the era of social cataclysms (Revolution, Civil War, Antonovschina, New Economic Policy), as well as assessing social and political, social and cultural tendencies of the Soviet government.

In modern conditions the existing negative trends in the social sector as well as accumulated social problems create a lot of threats and restrain further development of society; therefore it is crucial to implement the practice of cooperation among the state, business, society and individual, which would enhance the mutual responsibility of all participants of social life by creating the conditions for further stable development of the society based on the widest range of interests. Literature’s review showed the lack of studies concerning the characteristics of development of a social partnership between the authorities, business and workers in crisis in order to develop measures and prevent threats that can destabilize social and other areas stipulated to the purpose of the study. The article analyzes the modern definitions of social partnership, on various grounds, outlines their features. According to the results of the research, the necessity to consider social partnership as part of the social policy of the state from the point of view of different levels was proved. Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The principles of social partnership concepts in the formation of an effective system of social protection of Ukraine are described. The modern features of modernization of the role of social partnership, which have an impact on social protection of citizens are considered. The study has shown that social partnership has a great influence on social protection of the population, so if to increase the level of social partnership of business, as well as to transfer to the enterprises part of the expenses for the implementation of social policy of the state, it can significantly improve the quality of life of the population. In the conclusions the author emphasizes that there is a close relationship between the components of social partnership and the types of social protection of business, so the adherence to ethical principles of doing business will allow to increase the level of social protection of the population.

The аtricle presents the analysis of modern trends in shaping, implementation, and development of regional social policy in Ukraine. It breaks into stages shaping the regional social policy in the period of independent Ukranian state: the stage of post-Soviet reconstruction and the Eurointegration stage. Social priorities are ranged on the basis of empirical research in regional strategies of Ukrainian regions. Among top priorities in social development of the regions, in particular, social protection of population is recognized as the regional priority in half of the regions of Ukraine. On these grounds, the article justifies the special role of the department of social protection of population in the regional state administration as a key management subject in the field of regional social policy implementation. It is proved that the functional content load in the activities of executive authorities in the regions is based on the functions of social and service contents and functions of social development (goal-setting, forecasting, monitoring, and outsourcing). The article provides suggestions on the improvement of methodological tools for active implementation of social development function in the conditions of decentralization in the social sphere. It is proved that regional social policy in its development is perspective-oriented, which ensures gradual European integration progression of the Ukrainian state.  


The article examines the essence of social policy in the field of support in the context of a pandemic. The analysis of the situation in the social sphere and its structural components in the Republic of Uzbekistan in the context of the pandemic is given. It is proposed to improve the legislative framework for improving social protection and living standards of the country's population, as well as to modernize the system of state guarantees in the social sphere.
