In Poland, public operations refer to the European debate on social policy and public policies, which focus on the development of social services and proper public management. An integrated approach to social services is the answer to the need for changes in the attitude to social problems, which require an extensive activity in the public field and the involvement of many organizations and institutions that create networks. This paper presents current experiences in integrating social services in Poland.  Mostly, they have a local and testing character, but they are the “starting point” for the reorganization of the social assistance system. The integrated approach emphasizes the need of reorientation in perception of beneficiaries of social assistance, stimulating their activity and targeted public policies so that they take into consideration different lifestyles and needs. The reorganization and management of social policy system should lead to better social service delivery.

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The article pertain to a case study research of social assistance processes in a social policy system of G. city. A main method of investigation was opened, unstandardized systematic interviews with social workers, political figures and administrators of the system. Social services in experiences of our respondents we have interpreted as games for uncertainty control. The games in perspectives of social workers and administrators of the system we understand as pedagogical environments for customers which in the processes of these interactional games shape many of the social, adaptive skills. Such skills enable customers institutional identity management and effective winning spheres of freedom from control. Behavioural strategies of social workers in institutional and organizational environment in relation to customers we conceptualize as exchange models of a “gift for power” above customers spheres of uncertainty control. Inefficiency of social assistance comes from incapacity of such aid to effectively exchange gifts for uncertainty control in daily situations for customers. The Institution of social services has many functional substitutes in social, political and economic environments which are much more effective. Second goal of our investigation was a presentation and portrayal of the real pedagogical environment of social workers. Theory of social intervention and social pedagogy suffers from too many abstracts from reality foundations, premises und presumptions. So social pedagogy as practical science needs also careful and diligent investigation of real social practices in institutional and organizational environment of social policy systems.

In the last decades, Chile has become a receiving society of migrants, and this has overtaxed the social services in this country, among them the school system. According to the literature, the issue is that migration has not been addressed with a proper response from public policies. This article aims to examine recommendations for the development of these policies. To undertake this task, we have conducted a systematic review of the literature on this issue in Chile, Argentina, and Spain (1990–2018). The three cases show the presence of discrimination and racism, with a common response taking the form of intercultural education. In terms of differences, only in Spain there is a consolidated body of research and public policies that focus on migration. That said, although the policies are more robust in Spain, several studies critically assess them. Hence, this country is a good example to know what to do and what to avoid. That information is exactly what is needed in countries like Chile where migration has become pressing issue that demands a proper response.

AbstractThis article argues that constructions of social phenomena in social policy and welfare scholarship think about the subjects and objects of welfare practice in essentialising ways, with negativistic effects for practitioners working in ‘regulatory’ contexts such as housing and homelessness practice. It builds into debates about power, agency, social policy and welfare by bringing psychosocial and feminist theorisations of relationality to practice research. It claims that relational approaches provide a starting point for the analysis of empirical practice data, by working through the relationship between the individual and the social via an ontological unpicking and revisioning of practitioners' social worlds.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Crime victims in Indicatorland – Open comparisons in the social services’ work with victim supportSince the 90s there have been extensive changes in the public sector, such as rationalization and increasing demands for documentation and review. The changes have also affected the social services’ victim support work that has increasingly been subject to various forms of regulation, such as requirements for monitoring, evaluation and quality assurance. This article aims to examine one of the monitoring systems applied in the victim support work: the instrument of open comparisons. This article is based on an exploratory study of the local organization of crime prevention in two municipalities and analyses how the processes of open comparisons are organized at local, regional and central levels. The empirical data consists of documents such as legal sources and handbooks from e.g. the National Board of Health and Welfare and the Swedish Association of Local Authorities and Regions, as well as documents obtained locally in the two municipalities. Furthermore, interviews were conducted with professionals working on different organizational levels. Analytically the study has been inspired by programme theory, which made it possible to concentrate on clarifying the operational idea in which open comparisons are based and capturing the consequences in the two cases. The study shows that open comparisons have been implemented without support from existing research. However, strong normative support for open comparisons exists within governmental agencies and the Swedish Association of Local Authorities and Regions. They are included as one of many elements of New Public Management and result in changes in the victim support work. In contrast to present visions, the performance is not affected to any significant extent. In contrast, a comprehensive administration is created, where employees of municipalities are supposed to collect data, register information and analyse the results generated by the open comparisons.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The common legal and economic framework of the European Union (EU) has turned the vast socio-economic differences within Europe into virulent problems of social inequality – issues that it attempts to tackle within its limited resources. The article takes the EU’s self-expressed social commitment as a starting point and analyses its approaches to social policy from a social-rights perspective. It first discusses why Marshall’s social-citizenship concept provides a useful analytical tool to assess the social policies enacted so far at the European level and then presents an institutional analysis of the EU’s four major social-policy activities: harmonising, funding, coordination and cooperation. This analysis focuses on the horizontal and vertical relationships and the addressees of these policies to determine how these policies measure up against social-rights standards. The findings point to the poor development of transnational social citizenship given the special nature of EU social policies. The only social rights that exist at the European level are in the field of social-security coordination. And even those are marked by a double selectivity that excludes citizens who are not transnationally active and those who are but lack the necessary means to provide for themselves.
