The article examines the essence of social policy in the field of support in the context of a pandemic. The analysis of the situation in the social sphere and its structural components in the Republic of Uzbekistan in the context of the pandemic is given. It is proposed to improve the legislative framework for improving social protection and living standards of the country's population, as well as to modernize the system of state guarantees in the social sphere.

In the article, the author reveals promising areas of partnership between the public and private sectors on the basis of attracting additional funding in the social sector, where private business was absent or participated to a minimum degree. At the same time, the author outlined the directions of development of municipal-private partnership in the Republic of Bashkortostan on the basis of improving the legal framework and the development of the institutional environment.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The genesis and evolution of the formation of agglomeration and their impact on ensuring sustainable development in Ukraine were investigated. Criteria and the main features of agglomeration in the structure and components of sustainable development were disclosed. It is noticed that the main task of the forming agglomeration is to help to improve the living standards of residents of settlement remote from the city-core of agglomeration and equalization of differences in social and cultural services to the population. A number of measures were offered to accelerate the process of providing sustainable development. Among the latest, the development of mechanisms for attracting investments in the development of the social sphere and increasing the efficiency of their usage may provide positive effect.

The issues of social policy of the State have recently been in the discourse, in search of its new format. They acquired particular relevance in the context of the globally unfolding coronavirus crisis. The article shows that precisely the coronavirus pandemic has become the impetus for understanding the role and content of social protection of the population, has opened up new opportunities to transform it in search of true goals and instruments of implementation. It is proved that health becomes an urgent object of protection, that the health of society and an individual are mutually conditioned and complementable. Modern risks requiring an adequate response on the part of the State to overcome them are analyzed. In addition to the coronavirus pandemic, digitalization seriously affects humans and society, leading to the displacement of humans from the spheres of employment, transformation of the labor market and blurring of employment boundaries, precarization and unsteady employment. The growing inequality in the world leads to many problems in the social sphere and requires its solution. We are certain that in the conditions of modern, constantly complicating socio-economic development, increasing uncertainty and riskiness, there is an urgent need to develop a new type of social policy in which the most important values should dominate: health of human, access of human to sources of education, health care, consumption of clean water and other socially significant benefits, to decent income and living conditions. Such a system of social protection is in development, its sprouts to varying degrees of dimension and efficiency are formed in different world countries. The lessons learned in the process of combating the pandemic can become a good help in its formation.


According to the results of generalization and critical study of existing scientific achievements, it is found that the vast majority of them are limited to the need to improve the effectiveness of social policy or identify general approaches to its evaluation based on living standards. This led to the goal of this study, which is to specify the essence and development of methodological principles for evaluating the effectiveness of the national social policy. According to the results of the research, the essence is specified and the structural and logical model of evaluation of social policy efficiency is determined. It is substantiated that the primary in assessing the effectiveness of the social policy should be an objective approach, in which quantitative measures can be: 1) effectiveness (the ratio of the result to the resources used to achieve it); 2) the degree of achievement of goals (compliance of the result with certain goals). The author’s position is that it is advisable to assess the effectiveness of the social policy in terms of its structural components according to the relevant system of indicators, the list of which is formed taking into account their ability to reflect the results of a particular structural component of the JV and information availability of relevant data. The novelty of this study is to substantiate the procedure for evaluating the effectiveness of the national social policy by the criterion of achieving the goals. They are determined at the level of maximum / minimum values of reference indicators, respectively, for stimulants / disincentives for the entire period of Ukraine’s Independence. Approbation of the author’s methodology for evaluating the effectiveness of the national joint venture for 2014-2019 showed the unavailability of reference values (on average by 0.12-0.18). Such structural components of the social policy as the policy of social protection, labor market, and distribution and redistribution of the social product have a relatively low level of efficiency in Ukraine. It indicates the priority vector of the Government’s activity. The proposed and tested author’s method of evaluating the effectiveness of the social policy is not without drawbacks in terms of the formation of the resulting indicators and disregard for the importance of structural components (individual indicators) in ensuring the effectiveness of the social policy. Nevertheless, it offers a specific approach to quantifying the effectiveness of the social policy, which can be improved and changed depending on changes in objectives, information availability, sufficient justification of the importance of the components of the social policy.

The effectiveness of the state social policy largely determines the production of quality public goods by state structures, the improvement of the demographic situation, the comprehensive development of human capital, the improvement of social well-being and the socio-economic development of the country as a whole. Therefore, the purpose of the study is to reseasch the main directions of state social policy in Russia and assess the effectiveness of the social sector. The methodological basis of the study was the Keynesian concept of state regulation of the economy, since the state sets basic social standards, provides social protection for the population and social guarantees. We conducted the study using Rosstat data reflecting the main indicators of the social sphere of Russia. We determined the overall effectiveness of State social policy on the basis of changes in demographic processes, indicators of the living standards of the population, the volume of state social expenditures, the functioning of the education system, health care and social services. We studied the difficult demographic situation in Russia. We considered indicators of the living standards of the population and a decrease in their level, an increase in poverty and a significant social stratification in society; analyzed government spending on education, health and social policy; summarized the main problems in the educational sphere in the provision of medical services and in the process of state social services of the population; established that the functioning of the social sphere does not fully meet social needs, and the activities of the social sector of the state are ineffective. The proposed study of state social policy demonstrates its relevance to Russian society.

The аtricle presents the analysis of modern trends in shaping, implementation, and development of regional social policy in Ukraine. It breaks into stages shaping the regional social policy in the period of independent Ukranian state: the stage of post-Soviet reconstruction and the Eurointegration stage. Social priorities are ranged on the basis of empirical research in regional strategies of Ukrainian regions. Among top priorities in social development of the regions, in particular, social protection of population is recognized as the regional priority in half of the regions of Ukraine. On these grounds, the article justifies the special role of the department of social protection of population in the regional state administration as a key management subject in the field of regional social policy implementation. It is proved that the functional content load in the activities of executive authorities in the regions is based on the functions of social and service contents and functions of social development (goal-setting, forecasting, monitoring, and outsourcing). The article provides suggestions on the improvement of methodological tools for active implementation of social development function in the conditions of decentralization in the social sphere. It is proved that regional social policy in its development is perspective-oriented, which ensures gradual European integration progression of the Ukrainian state.

The author of the article studies and systematizes the set of available scientific achievements on the origin, formation and development of state social policy of Ukraine, considering the fact that one of the priorities of Ukrainian society in the need for progressive improvement of all mechanisms of public administration is the formation of effective social policy. And taking into account the aggregate of the most urgent issues of the development of our state, connected with overcoming the negative phenomena in a social life, the administrative and legal provision of the reliable mechanism of social protection of the population by public authorities requires particular attention. The author of the research analyzes the historical and legal base of the social sphere of the Ukrainian state since the adoption of the Declaration of State Sovereignty of Ukraine until now. It is emphasized that international legislation aimed at ensuring human rights and freedoms became the basis of regulatory and legal provision of the social sphere in Ukraine. It is noted that the analysis of the content of social functions of the Ukrainian state is characterized by the presence of factors of democratic state formation in the society that is focused on the European vector. The author followed the chronological sequence of the formation of social institutions and legislative regulation of social relations in the state, which led to the current state of social policy. The difficult way of the formation of modern social policy of Ukraine, its achievements, weaknesses and perspective directions of the development are highlighted. The author defines the priority directions of future scientific researches in the specified sphere.

The actualization of social protection of the population consists in the fact that the concept of “social protection” is associated with the concept of “social care” of the state, when individual assistance to a person, groups of people organized by professionally trained people and expressed by the concept of “social work” will have the support of confidence as its ultimate goal man in his strength, his capabilities. That is why in recent years, most specialists of social protection of the population refuse from such a broad, but non-specific concept as "state regulation of the social sphere", and use the term "social support of the population by the state" more and more. The social policy of any state is the most important part of its domestic policy. In the context of Kazakhstan's transition to sustainable development, the problem of improving the social security system of the population becomes especially acute and relevant. The right to social security of citizens is exercised in practice using a specific organized financial mechanism, which includes a set of interrelated organizational, economic, legislative and other measures.
