Legal values as determinants of sustainable development of society

The goals of sustainable development, outlined in the final document of the UN Summit «Transforming our world: the 2030 agenda for sustainable development», continue to be the main model of development for all countries. Sustainable development is formed and provided by various determinants, among which legal values are not the last. They provide legal identification of objects recognized as benchmarking guidelines for sustainable development, and form the value and legal orientations of entities which activities are aimed at performing these tasks. The lack of a common system of legal values leads to the deformation of the legal consciousness of the population, the dominance of nihilistic trends, makes it impossible to achieve sustainability and stability in society. Therefore, the existence of a single value-legal paradigm is a consolidating factor of Ukrainian society, forms a positive attitude of the subjects to the political and legal life of the country, promotes their legal socialization and the development of a proper legal position. This allows to achieve social justice, build the foundations of inclusive development, ensure the rule of law, eradicate corruption and restore trust in the state and its institutions, strengthen social cohesion, ensure the interaction of public authorities with the public and self-organize the activities of citizens. Among the legal values that contribute to the achievement of sustainable development goals and form the foundation of legal culture, a special place is occupied by human, justice, freedom, responsibility, equality, patriotism, religious tolerance, etc. Keywords: life choice, legal culture, legal position, legal values, value and legal guidelines, sustainable development, value and legal attitudes

At the beginning of the 21st century mankind was confronted with such global challenges in various spheres of life as environmental problems, starvation and impoverishment of the majority of the world population, degradation of morality, increasing regional and interethnic conflicts, terrorism and others. The idea of sustainable development is the answer to these challenges today. Legal culture is one of the conditions for sustainable development of Ukrainian society. It allows to rethink the role and importance of state and legal institutions for ensuring sustainable development both at the ordinary and scientific level. This role is revealed by the tasks performed by the legal culture. The formation of the philosophy of sustainable development of the population, an understanding of the values and needs of stakeholders, the involvement of individuals in the system of legal values, and legal support for all activities aimed at achieving the sustainable development goals defined in the final document of the UN Summit on Sustainable Development “Transforming our World: The 2030 Agenda for Sustainable Development” are among them. Carrying out legal socialization of various subjects of public life, developing an appropriate legal position for them will allow achieving social justice, building the foundations of inclusive development, ensuring the rule of law, eradicating corruption and restoring confidence in the state and its institutions, strengthening social cohesion, ensuring the interaction of state bodies with the public and self-organizing activities of citizens. The concept of Sustainable development underlines the long lasting development of an economy by an efficient resource use fulfilling the economic, social and environmental aspects together. The SDGs by the UNDP focus  on 17 goals for all countries to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.The mission of Smart Cities in India is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development of the Mega cities, an indispensable outcome of the development process and urbanization implied in it. During the course of economic development over last 70 years in India, many cities have emerged as unsustainable and highly vulnerable to manmade calamities.This paper would elaborate on the details of Smart city project in India in the light of Sustainable development. The Smart cities mission though aims at sustainable development, this path is full of challenges along with some opportunities in disguise. Research background: rural tourism is an economic and environmental activity that fits harmoniously into the concept of sustainable and inclusive development. In Ukraine, it is called rural green tourism, but in practice not all aspects of it can meet the Sustainable Development Goals 2030. Purpose of the article: to analyze the relationship between the structures of the rural tourism goals and the SDGs, to demonstrate the evolution, possibilities of the development on the example of Ukraine’s rural tourism, especially in the framework of the European Green Deal. Methods: factor analysis – when studying the structure of the rural tourism goals and the factors that affect it, as well as when comparing it with the structure of other sustainable activities; elements of graph theory – in the graphical analysis of the Sustainable Development Goals decomposition in their projection into the plane of rural tourism. Findings & Value added: the structure of the rural green tourism goals in Ukraine have been harmonized with the Sustainable Development Goals 2030. Sustainability factors have been identified that allow the tourism and recreation sphere in the medium and long term perspective not only to form a competitive market for relevant services, but also to serve as an important component of the inclusive development. Factors of tourism sphere transformation due to the coronavirus pandemic are taken into consideration. The concept of the phased programming in sphere of rural tourism in Ukraine within the framework of the European Green Deal 2030 and 2050 has been improved.

The SDGs have a goal of empowering women and the practice of underage marriage. However, this is still happen in Indonesia. The purpose of this study is first, analyze the protection to children who are involved in underage marriages. Second, analyze the role of Indonesia in realizing the fifth goal of the SDGs.               The method used in this research is normative juridical. The primary legal materials used are Law Number 16 of 2019, Law Number 35 of 2014, Law Number 25 of 2004. The theories used in this study are Theory of Legal Effectiveness by Soerjono Soekanto and Theory of Welfare by Bagir Manan.               Based on the research results, the protection has not been effective because of the weak factor of substance, infrastructure, society and existing legal culture. However, the Indonesian government has a strategy in achieving the five SDGs but it has not been effective in releasing.

Significant imbalances of existing development models are demonstrated by global economic growth, and outlines the need to move to a new more flexible and balanced model that is able to maintain the declared high and long-term growth rates together with the preservation of social equality and population general welfare. The purpose of the study is to identify EU comprehensive growth opportunities through of EU flagship initiatives achievement current EU situation in the field of poverty, unemployment, youth and women's unemployment and their involvement as labor force geographical aspects analysis; current state and prospects of EU inclusive development analysis; possibility of the sustainable development goals and inclusive growth based on the EU's flagship initiatives achievement substantiation. The object of the study is the process of inclusive economic growth within the EU through the EU flagship initiatives practical implementation. It is determined that along with traditional economic growth indicators it is necessary to take into account the human capital equality, ecological state of the environment, social protection, food security and social cohesion. Imperative knowledge on the interconnection of EU policy priorities and flagship initiatives, sustainable development goals and their compliance with inclusive economic development are systematized. The expediency of European inclusive economic growth model, declared in the “Europe 2020” strategy, design and implementation was grounded. Modern trends and geographical aspects of state of unemployment and poverty in the European region countries is determined. The level of women's participation in the European economy is analyzed. The level of women employment in comparison with men in the EU countries is analyzed, which made it possible to determine that this indicator is consistently lower, however, there is no significant disparity in most member states. It is substantiated that at the new cross-border economic order conditions, proposed by the EU, inclusive growth allows all member countries enjoy the progressive results of the union, economic integration and economic growth. Purpose. The aim of the article is scientific substantiation of the new concept of development of the sports and health sphere of the region, which is based on the observance of the principles of inclusive growth and achievement of the SDGs. Methodology of research. In the course of the research, the methods generally accepted in economics were used: monographic, system and structural, which were used in the development of the concept of sustainable inclusive development of the sports and health sphere of the region in the conditions of decentralization. Findings. It is determined that sustainable development and inclusive growth today are the newest models of social and economic growth, recognized by the world community. Taking into account this, and taking into account the processes of decentralization of management in Ukraine, the concept of sustainable inclusive development of the sports and health sphere of the region adapted to the new conditions is proposed. The goals of sustainable development are revealed, the achievement of which is influenced by the state and development of the sports and health sphere. The essence of inclusive growth is determined and the principles of inclusive development of the sports and health sphere of the region are singled out. Following the defined goals of sustainable development, the tasks of development of the sports and health sphere of the region are highlighted and the ways of their achievement are suggested. The basic conceptual idea of sustainable inclusive development of the sports and health sphere of the region is formed; the purposes, tasks, and ways of its realization are defined. The implementation of the proposed concept is outlined, and the impact of the development of sports and health in the region on improving the health, well-being, and quality of life of the community is substantiated. Originality. The concept of sustainable inclusive development of the sports and health sphere of the region is substantiated on the basis of its adaptation to the conditions of decentralization and introduction of the principles of inclusive growth and achievement of sustainable development goals to increase employment, spread a healthy lifestyle, expand opportunities to meet equal needs of the sport and health services. Practical value. The obtained results of the study are the basis for solving practical problems of sustainable inclusive development of sports and recreation in the regions of Ukraine under decentralization. EU youth policy is very dynamic, but with different rates of development in each EU country. The main purpose of youth policy in the EU is to motivate and support making informed life decisions that contribute to the personal and social development of young people and the development of society as a whole. Accomplishing this goal is possible only by empowering the young citizens and their active involvement in the preparation, implementation and evaluation of the initiatives and activities efficiency that reflect the needs, interests, ideas and experiences of young people.However, in order to establish a common European civic space, it is necessary to consider the national circumstances of each EU country and the implementation of the state youth policy of each state separately.As the issue of the relationship between public authorities with various youth policy actors in the European Union remains under-explored, and a comprehensive approach to the study of European youth policy is missing, we analyzed the state of interaction between public authorities and EU youth associations on preparing the national development strategies for youth policy, such as France, Germany, Poland, Hungary, the Czech Republic.The aim of the article is to study the problem of interaction between government agencies and youth associations on the example of attracting young citizens in the development and implementation of regulations in some EU countries and to justify proposals for implementing the Strategy for State Youth Policy of Ukraine 2030.The article clarifies the imperfection of a comprehensive approach to the implementation of youth work in the European community. It is proposed to use the best results of cooperation between the authorities and the youth of Europe in the implementation of the guidelines for youth work in Ukraine and the use of the tool - Youth Welfare Index for monitoring the youth policy and strategy implementation. Attention is paid to the feasibility of using a two-component approach in the implementation of state youth policy, in particular in achieving the strategy, namely achieving sustainable development goals through the implementation of youth policy and the implementation of state youth policy through sustainable development goals.

There is much discussion regarding the Sustainable Development Goals’ (SDGs) capacity to promote inclusive development. While some argue that they represent an opportunity for collaborative goal-led and evidence-based governance, other voices express concerns as they perceive them as techno-managerial framework, that measures development according to quantitatively defined parameters and does not allow for local variation. We argue that the extent to which the positive or negative aspects of the SDGs prevail depends on the monitoring system’s ability to account for multiple and intersecting inequalities. Attention to the role of inequalities for SDG monitoring is of particular importance for SDG 11 due to the additional methodological challenge posed by the need for sub-nationally (urban) representative indicators – especially in cities with intra-urban inequalities related to socio-spatial variations among neighbourhoods. Investigating the extent to which its representativeness is vulnerable to inequalities we systematically analyse the current methodological proposals for the SDG 11 indicator framework. The outcome is a call for 1) a more explicit attention to intra-urban inequalities, 2) the development of a methodological approach to “recalibrate” the city-level indicators to account for the degree of intra-urban inequalities, and 3) an alignment between methodologies and data practices applied for monitoring SDG 11 and the extent of the underlying inequalities within the city that is being assessed. This would enable an informed decision regarding the trade-off in indicator representativeness between conventional data sources, such as censuses and household surveys, and emerging methods, such as participatory geospatial methods and citizen-generated data practices.
