AbstractBurgundians developed new cultural strategies to market their wines during the inter-war years. Regional leaders, cultural intermediaries and the wine industry collaborated to overcome overproduction, prohibition and foreign as well as regional competition by exploiting the concept of terroir to develop a repertoire of popular festivals such as the Gastronomic Fair of Dijon, the Paulée of Meursault, Saint Vincent parades, an annual wine auction at the Hospice in Beaune and a Burgundian Pavilion at the 1937 World's Fair in Paris. These drew attention to the unique qualities of their wines and suggested how they might be best consumed. This aggressive marketing strategy was so successful that it became a model for French agricultural products promoted through the système d'appelation d'origine controlée. The result united natural resources, historical memory, marketing strategies and cultural performance into an imaginative and enduring form of commercial regionalism.

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached. The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

This study is devoted to the analysis of pre-Mongol Arab-Persian sources containing information on the history of the Qara Khitai state. This power, formed in 1125 within the borders of East Turkestan, not only quickly becomes a regional leader, finally undermining the power of the Karakhanid rulers, but also interferes in the political processes that took place within neighboring regions. In particular, the Qara Khitai attempt to assert their power in the lands of Transoxiana leads to their clash with the Seljuk ruler, Sultan Sanjar, whose defeat in the battle of the Katavan plain in 1141, of course, to the destruction of his power after 1153, the growth of the power of regional leaders, as well as the strengthening of the Qara  Khitai state itself. Up to the beginning of the XIII cent. this political entity will be the most important rival of Khorezm and the Ghurid Sultan in the struggle for dominance not only in Transoxiana, but also in the lands of Khorasan. Among the Arab-Persian sources, when describing this state and its rulers, researchers mainly rely on the monuments of the Mongol era, but in this article we would like to draw attention to the information potential of earlier works on this issue. We will present an overview of the Arab-Persian sources of the pre-Mongol period, containing information on the history of the Qara Khitai state, and highlight the features of their structure and content. We will try to highlight the possible historiographical continuity in relation to the description of the history of the Qara Khitai.
