This study aims to analyze environmental issues in criminal aspects. The aspect of environmental punishment is one of the most important factors to consider because it is the key to law enforcement and environmental and life sustainability factors in the future. Factually, there have been many deviations in the environmental field in various angles, which have resulted in more environmental pollution and an impact on the future. This study uses juridical-normative research, with dogmatic research, forms of descriptive research and uses descriptive-analytical analysis. The results showed that the role of government is one of the most powerful factors in reducing damage to the environment, because the government itself is part of the population in Indonesia. The government needs to maximize the program so that damage to the environment can be reduced. As mandated by UUPPLH No. 23 of 1997, which was updated with UUPPLH No. 32 of 2009. The law is expected to be able to run in accordance with current and future conditions. But the implementation of the Act still causes violations in the community. This is a factor in the non-operation of existing regulations due to the lack of awareness of related parties, about the importance of preserving nature and the environment, so that criminal aspects are considered as one way out of environmental law enforcement. Keywords: environmental law, law enforcement, criminal.ABSTRAKPenelitian ini bertujuan untuk menganalisis persoalan lingkungan pada aspek pemidanaan. Aspek pemidanaan lingkungan menjadi salah satu faktor yang sangat penting diperhatikan karena merupakan kunci dari penegakan hukum dan faktor keberlangsungan lingkungan dan kehidupan dimasa yang akan datang. Secara faktual, banyak sekali penyelewangan dibidang lingkungan dalam berbagai sudut, yang mengakibatkan semakin banyaknya pencemaran lingkungan dan berdampak pada masa mendatang. Penelitian ini menggunakan penelitian yuridis-normatif, dengan jenis penelitian dogmatik, bentuk penelitian perskriptif dan menggunakan analisis deskriptif-analitis. Hasil penelitian menunjukkan bahwa peran pemerintah merupakan salah satu faktor yang sangat kuat untuk dapat mengurangi terjadi kerusakan pada lingkungan, karena pemerintah sendiri merupakan bagian dari penduduk yang ada di Indonesia. Pemerintah perlu memaksimalkan program, agar kerusakan yang terjadi pada lingkungan dapat berkurang. Sebagaimana amanat UUPPLH Nomor 23 tahun 1997, yang diperbarui dengan UUPPLH no 32 tahun 2009. Undang-undang tersebut diharapkan dapat berjalan sesuai dengan keadaan saat ini dan akan mendatang. Tetapi implementasi Undang-Undang tersebut masih saja menimbulkan pelanggaran di masyarakat. Hal ini menjadi faktor tidak berjalannya peraturan yang ada karena kurangnya kesadaran pihak-pihak terkait, tentang pentingnya menjaga kelestarian alam dan lingkungan, sehingga aspek pemidanaan dianggap sebagai salah satu jalan keluar terhadap penegakan hukum lingkungan.Kata kunci : hukum lingkungan, penegakan hukum, pidana

Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.

AbstrakSaat ini perkembangan ekonomi berjalan sangat pesat namun, ditengah pesatnya pertumbuhan ekonomi terdapat juga ketidakstabilan ekonomi yang kemudian memberikan peluang kepada pihak-pihak yang berkaitan dengan kegiatan pasar modal untuk melakukan kejahatan pasar modal. Banyaknya kejahatan yang terjadi dalam kegiatan pasar modal sejak tahun 2009 sampai tahun 2017 tentunyamenimbulkan banyak spekulasi tentang wewenang dari badan OJK yang bertanggung jawab dalam pengawasan pasar modalsehingga ini menjadi permasalahan dalam penelitian ini. Permasalahannya adalah bagaimana peran pemerintah dalam mitigasi kejahatan pasar modal Indonesia.Penelitian ini dilakukan terhadap kebijakan dan kinerja Otoritas Jasa Keuangan (OJK). Jenis penelitian yang digunakan dalam penulisan ini adalah yuridis normative. Metode pendekatan yang digunakan dalam penelitian ini library research, dengan sumber bahan hukum sekunder. Sanksi terhadap kejahatan pasar modal tercantum dalam UUPM bahwa kejahatan dalam pasar modal dapat dituntut secara perdata berupa sanksi atas perbuatan melawan hukum, serta dapat juga dituntut secara pidana. Namun oleh lembaga regulator pasar modal, yaitu OJK cenderung ke arah ganti rugi atau denda/sanksi administratif. Dengan maraknya kejadian kejahatan pasar modal, Sangat diharapkan kepada OJK untuk dapat membuat regulator yang mengikuti perkembangan dengan keadaan dan kondisi yang terdapat dalam penegakan hukum pasar modal sehingga, dapat meminimalisir kejahatan dalam pasar modal serta tidak membuat investor baik nasional maupun asing takut untuk turut andil dalam pasar modal di Indonesia.Kata Kunci: Peran Pemerintah, Mitigasi, Kejahatan, Pasar Modal. AbstractAt present the economic development is running very rapidly but, In a middle of the rapid economic growth there is also economic instability which then provides opportunities for parties related to capital market activities to commit capital market crimes. The large number of crimes that have occurred in capital market activities from 2009 to 2017 has caused a lot of speculation about the authority of the OJK agency responsible for modest market supervision so that this becomes a problem in this research. The problem is how the government plays a role in mitigating Indonesia's capital market crime. This study was conducted on the policies and performance of the Financial Services Authority (OJK). The type of research used in this writing is normative juridical. The method of approach used in this study is the research library, with a source of secondary legal material. Sanctions for capital market crimes are stated in the Capital Market Law that crime in the capital market can be prosecuted in the form of sanctions for acts against the law, and can also be prosecuted criminal. However, by the capital market regulator, the OJK tends towards compensation or fines/administrative sanctions.With capital market events, it is desirable for OJK to be able to make regulators that follow developments and conditions needed in capital market law enforcement, can minimize crime in the capital market and It also does not make investors both national and foreign afraid to take part in the capital market in Indonesia.Keywords: Role of Government, Mitigation, Crime, Capital Market.

Ecotourism is a visit to the natural reserved areas like national parks, sanctuaries and biosphere reserves for sightseeing as tourism. The visit of reserved areas by the tourists, the entrepreneurs, the government and the host community, the major agencies or stakeholders in ecotourism, has created numerous effects in the field of ecology, socio-cultural, economic which are indefensible lots of time. Sustainability is also a sober concern. The current article inspects sustainability as an association with all its stakeholders and proposes on preserving equilibrium in the correlation which is necessary to achieve sustainability. The part of rule in attaining sustainability is surveyed and found that it helps in reinstating the essential stability in the association with the stakeholders in ecotourism.  Ecotourism in Karnataka is steadily qualified for the consideration of the tourists, the government and the entrepreneurs for clear motive. Karnataka has necessary prospective in ecotourism to cope up with the interests of the tourists, the entrepreneurs and the government but does sustainability study with  concern in the schedule of these organizations. An environmental law is one of the most effectual tools for executing sustainability; it needs plenty of provisions to institute synchronization between the stakeholders and hence the goal of sustainability in ecotourism remains unachievable.

Abstract This study aims to (1) analyze the development of bureaucratic reform regulation in Indonesia; (2) analyze the aspects of State Administration Law within the Government Bureaucracy; (3) examine obstacles in the implementation of bureaucratic reform in Indonesia; and (4) find bureaucratic reform model in Indonesia in the future. The ideal model of bureaucratic reform in Indonesia in the future can only be realized by improving the quality of the implementation of responsive and pro-service public services. For that reason, it takes the role of government bureaucracy in improving the quality of service through various innovative policy strategies by utilizing the application of various systems of information technology and administration.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

Utilization of natural resources through environmental empowerment is an intention to improve public welfare through the Pancasila philosophy. The occurrence of floods that have occurred at this time both the Jabodetabek area and other regions illustrate the preservation of the environment not running well. For this reason, efforts and strategies need to be made to anticipate disasters that will occur in the future. In accordance with the foundation of the Pancasila state that has been engraved in the life of the nation and state of Indonesia, the role of the Pancasila for environmental protection needs to be put forward. This article aims to prevent the dominance of law enforcement in the field of environment but the role of the Pancasila perspective as a way of life and state ideology must be put forward. Pancasila is a guideline for maintaining and developing community welfare through a harmonious, balanced environment in order to improve the ongoing development at this time. This research uses a normative approach to library research, by conducting a study of the nation's life view of Pancasila and analyzing the applicable legal provisions, specifically in the field of environmental law. The results of this study are to put forward the Pancasila perspective approach in managing the environment in order to develop patterns of harmony, harmony and balance both in meeting physical and spiritual needs. The conclusion of this article is that environmental management has not been carried out in the perspective of the Pancasila perspective, so that the practice of Pancasila values has not been carried out consistently in developing environmental aspects.

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci.
