Baksheys: Evolution of the Concept

The given article covers the term “bakshey” as it existed on the territory of Russia. The term was borrowed by Russians from the Golden Horde. However, later its meaning was transformed. The first records of this word on the Russian territory date back to XV century, in most cases as a generic by-name (e.g., bakshey’s son). Still it is supposed to have appeared not earlier then XIV century. Apparently, initially this was a title for Prince’s Chancellery clerks, who spoke the Uyghur language and were responsible for all contacts with the Golden Horde. As a result of the fact that the Grand Princes of Moscow gradually consolidated political power, appanage princes were “driven out” from the foreign policy area. Baksheys took the role of high-status bond slaves for the past appanage princes. They also fulfilled confidential and special duties till the middle of XVI century. Herewith, they represented the upper stratum of servants and were expressly above the armed bond slaves. In the event of death of their master they gained freedom and could join other great feudal lords. At the end of XV century there appeared another category of “baksheys”. They were lead qualification specialists, who spoke several Oriental languages. They may also have had a good knowledge of oriental diplomatic intricacies. They were never delegated together with ambassages and served the Moscovian Prince. Their specific status was emphasized through significant financial gain sums as payments for the service. Baksheys’ annual wages were higher than those of most monarchic court members. Everything changed after the Time of Trouble events at the beginning of XVII century. The category of baksheys as Ambassadorial prikaz employees vanished. It is only as this time, when the conventional distinction between interpreters and translators in the foreign policy office is recorded. However, neither the first, nor the second ones inherited the status of baksheys.

Life cycle is started with a man and a woman. Women bring up the human beings,while children's care, home management and preparation of food have also been remained in their duties. Due to strong arms man can do hard task that a woman thinks beyond her limitations. Therefore, he has given high status but in the past, the status of women was very pitiable. So, man has deprived females for the basic rights, from which every human being must enjoy. Peace is called alternate of security. Thus a developed society comes into existence where there is a clear and harmonious relationship among entire its masses. Reformation is the name of correction. So, it must be in view that where Islam wants collective reform, it does not ignore person's correction but it declares that man's correction is truly a social reform. Hence the feminist part is called a spinal cord of society, if they participate to improve the work of reform, unite each other with the concept of every correction; the destination of our society will be closer. And then, in reality, the society will become a real model of peace. Thus it can be called a peaceful and reformed society. In this article, contemporary needs relating to Muslim women in peace and reform will be highlighted in the light of  Muslim women’s role of 1st century Hijra.

В статье исследуются вопросы попечительства в отношении несовершеннолетних, отбывающих наказание в виде лишения свободы. Проблема, поднимаемая автором настоящей статьи, многогранна, касается различных аспектов отбывания наказания несовершеннолетними в воспитательных колониях и требует комплексного исследования, способного ответить на определенно значимый вопрос: является ли колония законным представителем находящихся в ней несовершеннолетних со всеми вытекающими из статуса законных представителей последствиями. При этом необходимо обращать внимание на специфику правового статуса лиц, отбывающих наказание в воспитательных колониях, которые, во-первых, являются несовершеннолетними, то есть не обладают дееспособностью в полном объеме и нуждаются в особой заботе, защите и представительстве, а во-вторых, осуждены за совершение тяжкого или особо тяжкого преступления, влекущего изоляцию от общества и определенные ограничения и лишения. Отечественное законодательство достаточно детально регламентирует особенности режима отбывания наказания в виде лишения свободы несовершеннолетними, не определяя при этом статуса воспитательных колоний, кем они являются: воспитателями, попечителями или исключительно учреждениями исполнения наказаний. Между тем правильное понимание значения и роли воспитательной колонии в жизни находящихся в ней несовершеннолетних преступников, по мнению автора, поможет избежать ряда проблем, объективно складывающихся в учреждениях подобного рода. С этой точки зрения предлагаемая тема представляет интерес не только для ученых-теоретиков, но и для практиков - сотрудников соответствующих учреждений. Особо следует подчеркнуть, что исследований по данной тематике в специальной литературе нет. Отдельные исследования, встречающиеся в современной литературе, касаются исключительно общего гражданско-правового статуса несовершеннолетних осужденных. Однако это обстоятельство может свидетельствовать только о новизне данной темы, но никак не об отсутствии самой проблемы. The article analyzes the issues of the status of educational colonies as guardians of minors serving a sentence of imprisonment. In fact, the problem raised by the author of this article is multifaceted, concerns various aspects of the serving of punishment by minors in educational colonies and requires a comprehensive study that can answer, it seems, a definitely significant question: whether the colony is the legal representative of the minors in it with all the consequences arising from the status of legal representatives in the form of duties and responsibilities. At the same time, it seems, it is necessary to pay attention to the specifics of the legal status of citizens serving sentences in educational colonies, who, firstly, are minors, i.e. do not have full legal capacity and need special care, protection and representation, and, secondly, are convicted of committing a serious or particularly serious crime, entailing isolation from society and certain restrictions and deprivation. Domestic legislation regulates in sufficient detail the peculiarities of the regime of serving sentences in the form of deprivation of liberty by minors, without determining the status of educational colonies. Who are they: educators, Trustees or only institutions of execution of punishments. Meanwhile, the correct understanding of the importance and role of the educational colony in the life of juvenile offenders in it, according to the author, will help to avoid a number of problems that objectively develop in institutions of this kind. From this point of view, the proposed topic is of interest not only for theoretical scientists, but for practitioners-employees of relevant institutions. It should be emphasized that there are no studies on this subject in the special literature. However, this circumstance can testify only about novelty of the given subject, but in any way about absence of the problem. It seems that the relevance and importance of a problem is not always measured by the number of studies devoted to it. Sometimes these its traits are manifest only under particularly careful consideration.

The article reveals the heuristic potential of social and humanitarian knowledge in understanding the complex nature of terrorism. The given research optics allows to expand traditional frameworks of considering terrorism as a phenomenon caused by political, ideological and economic factors; to reveal and substantiate deep cultural and mental reasons of the given phenomenon; make sense of terrorism as a destructive form of cultural identity. The cultural and historical origins of modern terrorism, which is closely connected with radical Islam, are analyzed in the civilizational system of coordinates “West–East”. The system of argumentation is based on scientific concepts and current artistic practices that interpret the causes of inter-civilizational tension resulting in international terrorism. The change of the status of the artist in the “epoch of terrorism” is analyzed; the theme of theatricalization and aestheticization of terrorist actions and the role of media in these processes are problematized. As a newest trend, which has not received any serious theoretical reflection, the text considers the phenomenon conditionally designated as “sublimation of terrorist activity into a symbolic sphere”, which is manifested in the destruction of monuments of world cultural heritage, in the orientation to culture as a new strategic object of terrorist attacks, on the one hand, and the use of cultural resources for self-presentation and promotion of their ideology by terrorist organizations, on the other

WITHIN the past year a dramatic outbreak of a singular type of convulsive seizures in babies has provided convincing evidence of an essential role for Vitamin B6 in human nutrition under natural circumstances. This is a general review of the circumstances surrounding this outbreak and of the present state of our knowledge of vitamin B6. But it is also important that this episode be considered as a reminder of the complex interrelationships which permeate studies of nutritional factors and as a warning against hasty conclusions. It also serves as an illustration of the hazard in premature or uncontrolled application to human nutrition of isolated fragments of knowledge concerning nutritional factors. The existence of Vitamin B6 was discovered in 1934 by experiments with rats. Symptoms of deficiency of this vitamin were soon described in several species of animals but not in man. Within a few years the chemistry of the vitamin was determined and the synthesis achieved. Considerable information as to the metabolic reactions affected by a deficiency of Vitamin B6 was rapidly accumulated. Only recently, 16 years after the discovery of Vitamin B6, the Council on Pharmacy and Chemistry of the American Medical Association reviewing the status of our knowledge of the role of Vitamin B6 in human nutrition reached only a cautious acceptance of an essential dietary requirement for Vitamin B6 in the human. The original observations which called attention to the problem of unusual convulsions in infants and pointed the way to its solution were made by a doctor in practice, just as were similar observations which led a few years ago to an appreciation of the circumstances producing a deficiency of folic acid in infancy.

Leaving the EU is one of the major political decisions made in the UK over the past half-century. Brexit brought about a virtual political earthquake not only in EU-UK relations but also in terms of UK future place and role on the international scene. Immediately after the decision of UK citizens to leave the EU at a referendum held on 23 June 2016, the question arose as to whether the UK will lose some of its international influence, whether Scotland will remain part of the Union, whether the UK will retain its privileged relations and special status with the USA, and what its future relations with the EU will be. The purpose of this article is to point to the basic priorities of the contemporary British foreign policy as well as to place and role of the UK on the contemporary international scene particularly in view of its decision to leave the EU. We shall first try to define the status of present-day Britain in international relations. Second, we shall address the traditional dilemma of the UK foreign policy - what should be given priority - relations with the USA, Europe or the Commonwealth? After that, we shall discuss in more detail the phases the UK foreign policy went through following the end of the cold war. In the third phase, we shall analyze the British contemporary foreign and economic policy towards Gulf countries and China. In the fourth part of the article, we shall discuss relations with the USA. It should be pointed out that the article does not seek to analyze all aspects of British foreign policy, even if we wanted to, due to a shortage of time. Of course, the topic of Brexit will be present in all chapters and especially in the last one and conclusion remarks. By its decision to leave the EU, the UK appears to have given priority to its relations with the USA, China, Gulf countries as well as Commonwealth countries instead of the EU which has been economically and politically dominant over the past few decades. This decision taken by UK citizens will no doubt have a great impact not only on their personal lives and standard of living but on the UK role in international relations. Despite its military, political, economic and cultural capacities, it is highly unlikely that the UK will manage to overcome the consequences of an exit from the single market, currently generating 18 trillion dollars on an annual basis as well as the loss of a privileged partner role with the USA within the Union. We are, therefore, more likely to believe that in the foreseeable future, the role of the UK on the international scene will continue to decline and be increasingly focused on its economic and financial interests. The article highlights the process of formation of the Korean Department of the Eastern section of the ICCA under the conditions of existence of the buffer state — the Far Eastern Republic. It was to strive for geopolitical compromise in face of the Civil War and the Allied Intervention. The paper discusses conditions for establishment and reasons for further expansion of the Korean section. On the basis of documents from central and regional archives that are being thus introduced into the first scientific use, the contradictions of the national section formation are shown, the positions of the warring parties and the role of Soviet Russia representatives in the settlement of conflicts are highlighted. The conclusion is made about further directions of work with Korean communists. The past provides an opportunity to take a critical look at the events of a century ago, while the opening of the Comintern archives allows the open press to saturate its content with new data. The main body of unpublished documents on the activities of the Communist International is contained in the fond 495 of the Russian State Archive of Socio-Political History, however, information on some aspects may be found in other federal and regional archives. It is no secret that foreign communists played their role in the foreign policy of Soviet Russia, and their help was big. However, the process of bringing them to work in the interests of the RSFSR has not yet been fully studied. Expediency, cost, and consequences of their work may be arguable, but only one conclusion is allowed: this page of national history should not be forgotten, it has to find its researchers. Recently, the study of the activities of departments and sections of the Communist international has not been popular among researchers either. The notions of ideological work have fallen by the wayside, pushed away by the Soviet past of the Comintern departments and sections. However, in our view, some aspects of the activities of divisions and sections of the Comintern remain relevant.

Washington's active foreign policy and US claims to the role of world leader are supported by American society in recent decades. The informational basis of this work is the analysis of the sociological surveys of leading American research centers, statistics, academic articles, as well as official documents on the studied issues. The study revealed the peculiarities of the perception of traditional and new threats to national and international security by the American elite and society. The author traces the connection between official foreign policy doctrines and the opinions of American citizens regarding Russia and China. The given article is dedicated to scrutinising the role of nuclear factor in the U.S. policy in the Asia Pacific region lately. The work is written based on the analysis of the official doctrinal documents defining U.S. foreign policy. The aim of the paper is defining the significance of the nuclear dimension in Washington’s Indo-Pacific strategy and trends in its evolution in late 2010s and early 2020s. The author dwells upon the features of conceptualising the term “Indo-Pacific” in the U.S. foreign policy strategy taking into account its transition from the expert discourse to the official one. Three layers of analysis are singled out: doctrinal, operational and institutional. Special attention is paid to the relations between the U.S. and its allies in the macroregion, including parties to the Quadrilateral Security Dialogue (i.e. India, Japan and Australia), as well as other countries, such as South Korea. The influence of China’s growing power and its claims for regional and global leadership on the shift in Washington’s foreign policy is also unveiled. The author discovers a direct correlation between the role of the maritime constituent in the “Indo-Pacific security” and the intention of the U.S. to develop the sea and air components in its nuclear triad. Various directions of the U.S. advancing its nuclear forces in the Asia Pacific are shown, as well as the role of adjacent projects in the field of security (such as “Global ABM”). Apart from this, the article demonstrates the factors that might have an impact on the U.S. nuclear policy in the region during J. Biden’s presidency. An attempt is made to predict possible scenarios in the near future.


Chapter One deals with several central issues with regard to understanding the role of religious motifs in contemporary art. Besides being a repetition of imagery from the past, religious motifs embedded in contemporary artworks become a means to problematise not only the way different periods in the history of art are delimited, but larger and seemingly more rigid distinctions as those between art and non-art images. Early religious images differ significantly from art images. The two types are regulated according to different sets of rules related to the conditions of their production, display, appreciation and the way images are invested with the status of being true or authentic instances of art or sacred images. Chapter One provides a discussion of the important motif of the image not made by an artist’s hand, or acheiropoietos, and its survival and transformation, including its traces in contemporary image-making practices. All images are the result of human making; they are fictions. The way the conditions of these fictions are negotiated, or the way the role of the maker is brought to visibility, or concealed, is a defining feature of the specific regime of representation. While the cult image concealed its maker in order to maintain its public significance, and the later art image celebrated the artist as a re-inventor of the old image, contemporary artists cite religious images in order to reflect on the very procedures that produce the public significance and status of images.

In the past two decades most discussions about Indian foreign policy dealt with the nature and limitations of nonalignment. The discussions usually had an air of remoteness. In American perceptions, India as a policy area was peripheral to America's immediate political and strategic interests. Even when humanitarian motives were invoked as factors for political consideration there was a feeling that India was too bulky, too riddled with immense problems. Thus, Americans were never sure whether intimate political ties with India were probable or even desirable from America's point of view. If this was the general picture accepted by liberals in America, conservatives asserted that India was “wishy-washy” toward the Communist bloc. India's refusal to join the American alliance system confirmed this suspicion.
