The article analyzes possible directions of using the digital footprint in the higher education system of the Russian Federation. The author considers the phenomenon of a digital footprint as an array of information, large data (Big Data) left by subjects of the educational process (primarily students and teachers) in a global information network that can be analyzed, processed and used to improve the educational space and improve the quality of teaching. The main research methods are analysis, systematization and modelling. On their basis, the author identifies three promising areas of applying digital footprint technology in the educational context, which are interdependent: ensuring continuity and integration of educational levels; organization and management of the educational process; management of the educational system as a whole (education management).

The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.

The article deals with the issues of teacher training in the higher education system. The purpose of the study is to justify the possibility of forming a pedagogue’s readiness for tutor support of students’ research in the context of developing giftedness in children. The prerequisites for the study are the challenges of the rapidly changing society and the resulting focus of the education policy on nurturing professionals who are competitive in the labor market, increased interest of researchers and organizers of the higher education system in the search for ways to increase the training quality of specialists in every area of social life including the training of specialists in pedagogy. Scholarly achievements in the development of a teacher’s professionalism, tutor support in the education process, teaching research, and promotion of giftedness in children are also key factors in the study. The main research method is the method of theoretical analysis of scientific pedagogical and psychological-pedagogical literature. The authors have selected and explored a substantial set of sources in Russian and English published predominantly over the last five years in science-driven databases such as the Russian Science Citation Index, Web of Science, Scopus, and other peer-reviewed outlets. Results and novelty: the context of the recent developments in pedagogical science in the field of training professionals is adequate to the trends and goals of modern education – the inclusion of student teachers in the actual practice of tutor support of students, the organization of teaching research to schoolchildren, and the development of giftedness in children. The solution to these problems is ensured by streamlining the educational process at the university based on a universal model for developing the teacher’s professionalism, through the implementation of the reflexive and activity-based approach.

<p>The current research features employment of university graduates in the Siberian Federal District. The objective is to assess the quality of employment among higher education system graduates. The study is based on microdata obtained from a survey on employment conducted by the Federal Service of State Statistics (Rosstat). The methodology is based on a comparison of employment haracteristics (the level and profile of education, formal / informal, full / part-time employment) that reflect a possible demand for graduates on the local labour market. The main research methods are descriptive and regression analysis. The obtained results indicate that approximately one third of graduates fail to find work according to their specialty and perform jobs that do not require higher education. Every eighth graduate is employed in the informal sector. These figures indicate a lower quality of employment of graduates in the Siberian Federal District, compared with the average indicators for Russia. A regression analysis has showed that employment in accordance with the level and profile of education is determined mainly by individual characteristics of individuals. The best chances are in the field of medicine, the worst – in agriculture. The assumptions about<br />a high demand for specialists in the field of engineering and technology and a lower demand for specialists in economics and management have not been confirmed. These employment rates turned out to be approximately equal and correspond to average values. The obtained results can be used in the formation of programs of education development (primarily at the level of flagship universities) and improvement of educational programs.</p>

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.

The purpose of this study was to develop an approach to assessing the potential of teachers for the possibility of introducing quality standards of the educational process according to AUN-QA in the higher education system of Vietnam. A survey of teachers and managers of 6 private universities in Ho Chi Minh City was carried out, aimed at assessing the quality of university teachers and their potential to AUN-QA standards. The number of respondents was 172 teachers and 42 managers of the studied universities. Evaluation of the survey responses was made on a 4-point Likert scale. Using the SPSS 22.0 software package, statistical processing of the results of the questionnaire survey of teachers was carried out. By means of questionnaires, an assessment of the need (urgency) and the possibility of implementing measures aimed at increasing the teaching potential was carried out. A pedagogical experiment was carried out, which involved the passage of training for teachers in order to increase the pedagogical potential: the development of the theoretical base and practical skills in the application of teaching methods, such as Teaching simulation, Teaching case studies, Learning project, Teaching by situation, Lecture, Problem solving, Teaching in groups, Practical methods, experiments, Training method, review. The experiment involved 61 teachers from Van Lang University. According to the results of the experiment, a statistically significant increase in the level of methodological knowledge of teachers and skills for their implementation was revealed. The results obtained are of practical importance and can serve as a basis for solving numerous problems of higher education in the country. They can also be used to improve the quality of educational services, the effectiveness of reforms in the education system of Vietnam.

The relevance of the problem stated in the article is due to the fact that the role and functions of higher education institutions is fundamentally changing nowadays. It happens thanks to breakthrough IT solutions in various areas of human life, the development of online learning technologies, and the increased need for fast and highly specialized education. This is primarily due to the demands of the time – the transformation of the modern world economy towards digitalization. The purpose of the work was to obtain objective information about the effectiveness of the use of innovative forms in the educational process of higher education. The implementation of the priority project in the field of education "Modern digital educational environment in the Russian Federation" allowed us to deploy a national Internet platform with the possibility of integrating mass open online courses (MOOCs) into the educational process. This approach has opened up new opportunities for universities to implement online educational programs and use Internet technologies to form individual educational trajectories of students. A priori, the high quality of moocs was declared and, as a result, the high quality of students educational results. However, there were no separate studies on the quality of students' competence formation. The article considers models for organizing the educational process in higher education using mass open online courses, describes the experience of the Bashkir state pedagogical University named after M. Akmulla as a specialized pedagogical university, considers private methods for online and offline training in the higher education system, and presents experimental data on the introduction of online lectures as an element of MOOCs in the educational process of a pedagogical university. The authors as well studied the students' opinions about new forms of education.

The article is devoted to the development of higher education system in the interests of modernization of the country&#180;s economy. The author considers the negative trends affecting the development of the national economy, in particular, unfavorable demographic situation, labour aging. The article shows a well-established model of the educational process, which cannot be used without change in these circumstances. The author presents the renovated model and technology of the learning process of higher education experts, which should be action-oriented and remain professional, and analyzes the necessary conditions for the implementation of the proposed model. An important feature of training in the intensive growth of the economy should be the cooperation of the teaching staff of educational institutions with technical staff, experts of enterprises and organizations - consumers of prepared graduates. Today employers&#180; requirements to future specialists are increasing. This makes it necessary to improve the quality of interaction between educational institutions and industrial organizations. The author recommends to extend the information communications of educational institutions with interacting companies and organizations, and offers some ways to improve the quality of training specialist through direct interaction with employers and changes in the system of relations between teacher and student.

Higher education plays a vital role in the community and the universities are the backbone of the higher education system. Management is an important part of higher education; to survive. The administration of higher education is considered essential to achieving economic progress, political stability and peace. . In this research the researcher found the current challenges facing administrators to maintain the status of higher education in public and private universities. The objectives of the study were to identify the issues and problems faced by management to maintain the quality of higher education at the university level, to identify the importance of quality in the management of higher education, to help in updating our universities for best meeting future demands, and to suggest the possible solutions of current issues and problems to improve the quality of higher education management.  The qualitative approach was used as a research methodology in this study. Five universities from Lahore were selected for observing the current issues and problems about the quality of higher education management. Data were collected through interviews. The vice-chancellors, registrars, controllers, treasurers and heads of human resource departments of these universities were selected for interviews. Interview protocol was used for the collection of data. The results were analyzed with the help of initial codes and broad categories It was concluded that it is necessary for the quality of higher education, to boost up higher education management. It was also determined that all the universities management almost is trying to improve their abilities towards academic matters under the umbrella of Higher Education Commission(HEC). The researchers recommended that by removing the current issues and problems concerned to the management in the universities should be mobilizing financial, technical, human and social resources for enhancing the quality of education, and for facilitating the reform process initiated within these institutions.

 Abstract-This research paper seeks to study the status of higher education in Kazakhstan, experiencing a process of reform of the system, which is caused by internal and external causes. Internal causes related to the adaptation to market conditions of operation and development, external - with integration into the world educational space. Kazakhstan's education is associated with the development of the profound changes of the intellectual, cultural and economic potential. Education System Management - one of the most pressing problems, having a direct relation to the quality and efficiency of the educational institutions. The forms and methods of education management is largely dependent on the characteristics of the country's economic and cultural traditions, the specifics of government and, above all, related to the market economy. Optimization of educational innovation management requires a scientific and methodical study. In the study, there is the need to implement the following types of resources: information, technological, legal, financial, human, social [1]. However, the focus on foreign models of educational process management excessively performed in the higher education system of Kazakhstan, there is a weak focus innovation on solving urgent problems of higher education, the lack of an integrated approach to the creation of educational innovation, which would provide them with the necessary resources, formed the optimal internal and external innovation environment that does not allow to create a balanced mechanism in the process of reforming the higher education system. The results of innovative practices show that higher education everywhere manifest social insecurity innovation. This is reflected in the growing gap in the interests of the major participants in the innovation process - the initiators, organizers and perpetrators; weakened by motivational resource of educational innovations, in particular, because of the unjustifiable expectations of the changes taking place; It is also seen social and technological insecurity educational innovation. Community participation in management helps to improve the quality of planning of educational work in order to meet people’s needs better and allows the organization of efficient monitoring of the quality of knowledge and skills of school students by consumers. The purpose of this article is to study current modes of community participation in school education management abroad and to analyze their possible implementation in the Russian environment. Methodologically, the modes of community participation have been studied at all levels of education management: national, regional, and institutional. Different modes of community participation in the educational process management are regarded as an element of an integral system. Based on results of the conducted analysis it has been concluded that, to enhance the management system in general education in Russia, the use of certain foreign practices seems to be reasonable, provided that they are tailored to the Russian system. The methods of involvement of independent experts and organizations in the implementation of certain functions of the State in the field of school education are of interest. Moreover, there can be used various modes of community participation in the quality of education monitoring in schools. The implementation of such practice in the Russian system of school education management will help to enhance the quality of school education.
