<p>The current research features employment of university graduates in the Siberian Federal District. The objective is to assess the quality of employment among higher education system graduates. The study is based on microdata obtained from a survey on employment conducted by the Federal Service of State Statistics (Rosstat). The methodology is based on a comparison of employment haracteristics (the level and profile of education, formal / informal, full / part-time employment) that reflect a possible demand for graduates on the local labour market. The main research methods are descriptive and regression analysis. The obtained results indicate that approximately one third of graduates fail to find work according to their specialty and perform jobs that do not require higher education. Every eighth graduate is employed in the informal sector. These figures indicate a lower quality of employment of graduates in the Siberian Federal District, compared with the average indicators for Russia. A regression analysis has showed that employment in accordance with the level and profile of education is determined mainly by individual characteristics of individuals. The best chances are in the field of medicine, the worst – in agriculture. The assumptions about<br />a high demand for specialists in the field of engineering and technology and a lower demand for specialists in economics and management have not been confirmed. These employment rates turned out to be approximately equal and correspond to average values. The obtained results can be used in the formation of programs of education development (primarily at the level of flagship universities) and improvement of educational programs.</p>

The article analyzes possible directions of using the digital footprint in the higher education system of the Russian Federation. The author considers the phenomenon of a digital footprint as an array of information, large data (Big Data) left by subjects of the educational process (primarily students and teachers) in a global information network that can be analyzed, processed and used to improve the educational space and improve the quality of teaching. The main research methods are analysis, systematization and modelling. On their basis, the author identifies three promising areas of applying digital footprint technology in the educational context, which are interdependent: ensuring continuity and integration of educational levels; organization and management of the educational process; management of the educational system as a whole (education management).

Despite the global economic crisis, the Republic of Mongolia is determined to move ahead in restructuring its higher education system. But, Government spending on higher education is severely limited in comparison to other regional players. Also, the quality of private higher education has yet to surpass that of the public institutions. The economy is currently too weak to support the large number of university graduates, and many are seeking employment elsewhere.

The research objective was to determine the main vector of education development based on the analysis of Russian and foreign experience in using various methods of active learning. This vector is directed at a stable interaction between the real sector of the economy and the state in the educational process in order to improve the quality of education in general. The modern digital environment of higher education should create conditions for comprehensive development and new opportunities for students to receive high quality education based on modern practice-oriented technologies. Modern society needs education to preserve its fundamental nature. However, education reforms change its content, e.g. by reducing classroom hours, focusing on independent learning, etc. The article describes the main problems and prospects of personnel training in higher education and the necessary competences of all participants of educational process aimed at sustainable economic development of society in the context of global digitalization. The authors developed and described the mechanism of interaction between the participants of system science – business – production – state – society, integrated in the educational process. The mechanism uses practice-oriented technologies in order to increase the competitiveness of university graduates in the labor market and the quality of education in general. This mechanism will help to involve students in the educational process and face the modern realities of changing society, whose main priority is to adapt to rapidly changing working conditions.

Introduction. Changes in society are focused on finding ways to improve the competitiveness of the domestic economy, improve industrial relations for more effective development of productive forces. One of the key problems is a lack of financial resources. As it is known, additional financial investments lie in increase of government revenues or in reducing expenditures. Results of the research show that the authorities pay more attention to the latter option of searching for financial reserves. Sources of science and education funding are constantly decreasing. This leads to the decreased competitiveness in higher education and its graduate numbers. Problem solving in the scientific and educational area is carried out by taking measures by administration, which are aimed at curtailing scientific research and limiting the access to study at universities for young people. While world experience indicates that the competitiveness of countries in the 21st century will be determined neither by natural nor financial resources, but by the workforce skills. Naturally, Japan, which aspires to world leadership, has announced its readiness to move to compulsory higher education. Purpose of the research is to justify the role of higher education in ensuring the sustainable development of the national economy, as well as to formulate prospective directions for improving the competitiveness of the higher education system of Ukraine. Results. It is acknowledged the conclusion that the development of the higher education system is an important factor in the development of the national economy in the context of integration and globalization processes. The current state is characterized, restraining factors of the progressive development of higher education are established. The priority directions of higher education development and the increase of graduates competitiveness in the labor market are outlined. It is pointed out that the generation of new knowledge, their commercialization in the form of product, technological and other innovations is increasingly dependent on the intellectual potential of higher education institutions. It is established that the employment rate depends on the level of education. It is noted that the development of higher education is an important indicator of both the economy and the harmonization of the «human – society» relations. It was confirmed that industrial society needs not only a few talented people, but a high level of education of the whole population for its development. It is proved that the quality of specialists training requires close cooperation between the interested participants of the educational process: the academic community of HEIs, employers, graduates and students. It is established that the lack of a unified methodology for determining the services fees leads to falsification of the competition during the admission process to HEI. It is shown that there is a problem of chronic under-financing of the necessary expenditures of the HEIs` activities in Ukraine, which is the reason for the decrease in the quality of educational services. It is proposed to use levers of differentiated allocation of budgetary funds between HEIs depending on their performance in the chosen activity indicators, as well as to diversify the sources of revenue. Prospects. Further research of problems of the development of the competitiveness of the national higher education systems should be conducted in the direction of substantiating the role of higher education in the sustainable development of national economy, increasing funding for maintenance and development, rising the internal and international mobility of students, academic and teaching staff; opportunities provision for teachers of qualitative improvement training, and providing guarantees for the first workplace for graduates; development of alternative financing sources for the provision of educational services; highlighting foreign experience of higher education development.

In Russia there is a problem of training professional entrepreneurs. Russian universities often train management specialists, that is, hired managerial staff and not entrepreneurs. The purpose of this study is to propose an integrated approach to training professional entrepreneurs in the higher education system of Russia. The study used questionnaire methods to identify the quality of entrepreneurial education at Russian universities, a competency-based approach to identify the main competencies of a professional entrepreneur, and comparative analysis in assessing the training system of entrepreneurs in other countries. As a result of the study, a conclusion was made about the chaotic development of entrepreneurial education in the system of higher education in Russia, a low assessment of this education by students; a system of indicators for assessing the competencies of a future entrepreneur was offered.

Over the last decades, Vietnam’s higher education system has made remarkable achievements, and considerable contributions to the task of raising intellectual standards and human resources for the construction, protection, and development of the country. Besides the great achievements mentioned above, education in our country has still contained many weaknesses, shortcomings, and concerning issues. In particular, the quality of mass education, especially tertiary education is still in the lower ranking, the teaching methods are outdated as well as uncreative, conditions for higher education development are still inadequate; moreover, it is difficult for poor families, low-income families, and ethnic minorities to access higher education, besides, some negative phenomena in higher education are slowly solved. In order to resolve these problems, the purpose of this paper is to summarize the achievements and difficulties and to provide directions for building an education based on a solid theoretical foundation, focusing on researching the educational philosophy corresponding to requirements of the era and integration.   Received: 26 December 2020 / Accepted: 27 January 2021 / Published: 5 March 2021

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

The article gives an overview of the scientific forum "Caspian Region 2021: Ways of Sustainable Development" held on May 26-28, 2021 in the city of Astrakhan on the basis of the Astrakhan State University. The brief overview introduces the main directions of the forum related to the priority vectors of the Caspian macro-region development, touching upon the issues of cooperation in the scientific and educational sphere on the scale of the Great Caspian Sea, the development of the transport and logistics cluster, integrated safety and security in the context of the economic, cultural, environmental and geopolitical components, youth policy and education development issues. The International Scientific Forum "Caspian Region 2021: Ways of Sustainable Development" united leaders of the science system, higher education and youth policy, leading scientists, experts of higher education and will become the driver of the Year of Science and Technology in Russia. More than 20 events took place within the framework of the Forum: panel discussions, a national conference with international participation, a meeting of the Commission on Science, Research and Technology of the Association of State Universities of the Caspian Countries, a joint meeting of the Council of Rectors of Universities of the Southern Federal District and the North Caucasus Federal District, a meeting of the Caspian Discussion Club, round tables, excursions, presentations, lectures on relevant topics.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.
