The article discusses the mechanisms, models, best practices of the organization foreign students’ study in the cohort of “flagship universities” of the Russian Federation according to the policy of “soft power”. The purpose of this article is to determine the possibility and feasibility of using international cooperation of flagship universities as a tool of “soft power” implementation. The universities extend their partnership activities with the long-term goals to promote a positive image of our country, to ensure their development as well as the development of RF regions of their localization. The article is aimed at the elaboration of recommendations addressed to universities and education authorities. The statistical basis for the analysis was the monitoring data on the effectiveness of Russian universities (published data for 2017 and preliminary data for 2018). Factual information is based on the results of the development programs of flagship universities for 2017–2018. It should be noted that such an analysis is carried out for the first time and it is the first step towards the consideration of the international activities of flagship universities within the concept of “soft power”.

The international educational migration as a resource of «soft power» of the state has been analyzed in the article. Based on comprehensive analysis of the existing definitions of educational migration the author’s interpretation of this concept have been proposed. Based on the data of UNESCO, the Institute of international education of the United States, the Ministry of Science and Higher Education of the Russian Federation the statistics of international educational migration has been presented and analyzed. The main emphasis has been made on such categories of international educational migrants as students (bachelors, masters), postgraduate students. The reasons for the popularity of foreign students in countries such as Canada and the United States have been described. Based on the study two groups of factors have been highlighted: external and internal (motivational) factors, influencing decision-making in choosing the country of study.Based on the data of the Ministry of Science and Higher Education of the Russian Federation, the advantages of education in Russia have been analyzed. The issue of adaptation of foreign students in Russian universities has been considered: first-year curatorial programs, the Institute of student fellowships. It has been concluded hat Russian universities have a wealth of experience in teaching and adaptation of foreign students.The concepts and projects to attract foreign students to the Russian Federation also have been described in detail. Special attention to two projects “5–100” and “Export of Russian education” has been paid. The Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) as one of the main institutions in the export of Russian education has been designated. The measures to attract foreign students to Russian universities have been proposed.

We assembled a checklist by documenting and curating previously published data as well as previously unpublished records of bat flies from the Russian Federation. A total of 20 bat fly species are listed, belonging to 4 genera. Basilia mongolensis nudior Hůrka, 1972 and Basilia nattereri (Kolenati, 1857) are recorded from Russia for the first time. The following new host associations are reported: Basilia mongolensis nudior ex Myotis nattereri (Kuhl), Basilia nattereri ex Eptesicus nilssonii (Keyserling & Blasius), Basilia rybini Hůrka, 1969 ex Myotis dasycneme (Boie) and Eptesicus nilssonii, and Nycteribia quasiocellata Theodor, 1966 ex Vespertilio murinus Linnaeus. We provide data on nine major Russian regions for which nycteribiid records were previously lacking.

This article discusses the main issues of legislative and legal aspects of the provision of primary health care, emergency, including specialized medical care to foreign citizens who are studding in state, municipal and non-state organizations of higher education of the Russian Federation on various programs. The paper comprehensively analyzes the legal nuances of medical support for foreign students compared to their Russian counterparts. The rights and obligations of foreign citizens studying in Russian universities, as well as the possibilities for them to receive full medical care in the Russian Federation are described in detail and step by step. According to the results of the analysis, the authors propose a number of measures for the possibility of equal medical care for foreign students in relation to their Russian colleagues. The analysis was based on regulatory documentation on this topic.

The authors of this paper summarize the majority of published data on the distribution of agaricoid and boletoid fungi recorded in Russia, covering the period from 1824 through 2020. A comprehensive list of 6867 scientific names based on 954 publications was compiled for the first time for the whole territory of Russia. All records have been checked through Index Fungorum. The work consists of a review section and five appendices. The review section discusses the intensity of field research and accumulation of data on the distribution of agaricoid and boletoid fungi in Russia, both historically and in its current state. The authors discuss the current state of knowledge on the biodiversity of regions of Russia and point out blank spots, thus providing a reference and an “action plan” for the future. Appendix A presents a list of 6142 taxa unambiguously ascribed to 3246 accepted current names. Appendix B contains 727 names that cannot be ascribed to any accepted current names unequivocally, with reasons given (e.g., no current name, wrong authors’ citations, absence from Index Fungorum). Names from both checklists are supplemented with data on the distribution of these taxa within the Russian Federation and references to published records. Appendix C contains a list of accepted current names reported from only one region. Appendix D is an overview of the nearly 200 years of research of agaricoid and boletoid fungi for all regions of Russia. Appendix E is a list of references used for checklists and study history preparation.

The authors based on the study of normative and statistical data reveal the processes of educational migration to the Russian Federation in the XXI century, its positive and negative consequences and significance for strengthening international relations. As a result of the research, the authors conclude that the presence of a large number of various projects and programs, international agreements and agreements, and the growing number of foreign students indicate the interest of the Russian Federation in the development of educational migration, which allows us to promote and support the Russian language and cultural heritage of the country within the framework of the "soft power" policy. This area is an important part of the development of Russia's political and international relations with other countries. The growth of foreign students indicates the strengthening of Russia's international relations in the field of education, primarily with the countries of the Afro-Asian region and the CIS.

The article analyses the characteristic features of “incoming” academic mobility as a component of the “soft power” policy of modern Russia. The author pays attention to the fact that in recent years the attraction of foreign applicants and students to domestic universities has become more systematic and differentiated. However, the author thinks that in such policy does not pay due attention to the development of social studies and humanities, which allow preparing specialists of “strategic” features (political scientists, sociologists, PR, analysts, ideologists, journalists). They, after a reasonably short time, will sometimes directly, sometimes indirectly affect the political and economic situation in their countries. It is especially important if we take into account the emerging trend in the early XXI century of virtualisation and humanisation of social and public life. Accordingly, the article discusses the main effects that Russia can get from the training of international students in humanities and social studies. The author also presents recommendations on working with international students in the framework of academic mobility and attracting foreign applicants to the humanitarian and social studies educational programs of Russian universities.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."
