In recent years, collaborative approaches to crisis management involving citizens have gained increasing attention. One example is the #WirVsVirus hackathon, which was conducted in response to the COVID-19 pandemic and had over 28,000 participants. Because research on large-scale, digital collaboration in crisis situations is scarce, consequences of their use in crisis management remain unclear. This article relies on the open governance paradigm as a lens for studying two projects emerging from the hackathon. Based on nine qualitative expert interviews, we ask how digital open governance affects governance capacity and legitimacy in crisis management. Our findings suggest that digital open governance can contribute to governance capacity and legitimacy, as it mobilises large, diverse groups of citizens to quickly develop citizen-centric, ready-to-use solutions for crisis-related problems. However, we also identified potential problems, including risks regarding legitimacy and accountability, difficulties with scalable solutions, and questionable long-term impacts.

Reengineering is analyzed as a fundamental rethinking and radical redesign of business processes to achieve the key breakthrough in the current performance of the company, such as costs, product quality, service levels, etc. This approach creates the preconditions for long-term stable operation of enterprises, greatly reduces the appearance and development of crisis situations.

Large-scale failures of electric power systems (blackouts) have been the subject of intensive research in most countries for several years. This research aims primarily at seeking solutions to improve the reliability of the operation of power systems and the development of effective strategies to protect critical infrastructure from the effects of energy shortages and power cuts. In contrast, systematic research on crisis management and civil protection under conditions of prolonged blackout has been undertaken in Europe only recently, and these extremely important aspects of energy security have been delayed by the COVID-19 crisis. The ability of the Polish crisis management system to cope with the consequences of long-term, large-scale shortages and interruptions in the supply of electricity, as well as the consequences of possible failures in this field, has not been systematically examined to date. This issue is of growing strategic importance, not only from the point of view of security and defence policy, but also economic cooperation in Central and Eastern Europe. Poland’s infrastructural security must be considered in a broad regional and supra-regional context. A long-term lack of electricity in a large area of Poland would undermine the stability of the entire national security system, destabilising the region and supranational security systems. Apart from objective reasons, intentional attacks on the links of such a chain cannot be ruled out. Poland is the leader of this region, a frontline country in the NATO-Russia conflict, as well as a liaison state that provides the Baltic states—being EU and NATO members—with a land connection to Western Europe. In view of the growing risk of blackout, the importance of the problem and the existence of a cognitive gap in this field, we evaluated the Polish crisis management system in terms of its ability to respond to the effects of a sudden, long-term, large-scale blackout. Methodologically, we adopted a systems approach to security management. In order to estimate the consequences of a blackout, we used analogue forecasting tools and scenario analysis. By analysing previous crisis situations caused by blackouts and local conditions of vulnerability to such events, we formulated basic preparedness requirements that a modern crisis management system should meet in the face of the growing risk of blackouts. A review of strategic documents and crisis planning processes in public administration allowed us to identify deficits and weaknesses in the Polish crisis management system. On this basis we formulated recommendations whose implementation shall improve the ability of the national security system to face such challenges in the future.

The Indiana State Museum’s Fix: Heartbreak and Hope: Inside Our Opioid Crisis is the first large-scale exhibit dedicated to the opioid epidemic. It involves diverse groups of visitors in learning about the history and science of opioid use disorder, making decisions that will help resolve the opioid crisis, and practicing techniques that for many people are essential to long-term recovery. By reviewing the different components of the exhibit, I show how the exhibit can serve as a basic model for advancing health promotion in museums. The exhibit illuminates the ways interactive health exhibits can engage adult visitors, reduce stigma, provide knowledge that visitors can use to exercise control over their health, and expand awareness of the need for evidence-based approaches to public health crises.

AbstractThe large-scale coronal structures observed during the sporadically visible solar eclipses were compared with the numerically extrapolated field-line structures of coronal magnetic field. A characteristic relationship between the observed structures of coronal plasma and the magnetic field line configurations was determined. The long-term evolution of large scale coronal structures inferred from photospheric magnetic observations in the course of 11- and 22-year solar cycles is described.Some known parameters, such as the source surface radius, or coronal rotation rate are discussed and actually interpreted. A relation between the large-scale photospheric magnetic field evolution and the coronal structure rearrangement is demonstrated.

The utilization of an automated multitest laboratory as a data acquisition center and of a computer for trie data processing and analysis permits large scale preventive medical research previously not feasible. Normal test values are easily generated for the particular population studied. Long-term epidemiological research on large numbers of persons becomes practical. It is our belief that the advent of automation and computers has introduced a new era of preventive medicine.

The review contains detailed description of the «Atlas of especially protected natural areas of Saint Petersburg» published in 2013. This publication presents the results of long-term studies of 12 natural protected areas made by a large research team in the years from 2002 to 2013 (see References). The Atlas contains a large number of the historical maps, new satellite images, the original illustrations, detailed texts on the nature of protected areas, summary tables of rare species of vascular plants, fungi and vertebrates recorded in these areas. Special attention is paid to the principles of thematic large-scale mapping. The landscape maps, the vegetation maps as well as the maps of natural processes in landscapes are included. Reviewed Atlas deserves the highest praise.

In and around the state-owned forest of Farako in the region of Sikasso, Mali, a large-scale study focused on finding a compromise allowing the existential and legitimate needs of the population to be met and at the same time conserving the forest resources in the long term. The first step in research was to sketch out the rural socio-economic context and determine the needs for natural resources for autoconsumption and commercial use as well as the demand for non-material forest services. Simultaneously, the environmental context of the forest and the resources available were evaluated by means of inventories with regard to quality and quantity. According to an in-depth comparison between demand and potential, there is a differentiated view of the suitability of the forest to meet the needs of the people living nearby. Propositions for a multipurpose management of the forest were drawn up. This contribution deals with some basic elements of research methodology as well as with results of the study.
