At present, the issue of training highly qualified brainpower is one of priority issues while solving tasks related to forensic science reform aimed at its further development and improving the quality of forensic researches. Hon. Prof. M. S. Bokarius Kharkiv Research Institute of Forensic Examinations is one of the oldest state forensic science institutes in Ukraine having sufficient experience in staff training. However, the training of highly qualified scientific personnel directly in graduate school of the Institute was carried out only at the beginning of forensic science institutions functioning. Thus, on September 18, 1925, Sovnarkom of the Ukrainian SSR adopted a resolution "On graduate students under scientific and forensic science offices" that determined the training procedure for experts in forensic examination for needs of these offices from persons having a professional higher education. Duties for postgraduate students with a three-year training period were provided at the Kharkiv, Kiev and Odessa offices of scientific and forensic examination according to this resolution. During the Second World War the graduate school came to an end. The lack of own graduate school complicates the work performed for highly qualified specialists training that leads to development inhibition of scientific and forensic science potential in Ukraine. KhRIFE direction performs relevant activities in order to solve issues related to the training for highly qualified brainpower. So, on June 13, 2018, the Institute received a license permitting perform educational activities in the field of higher education at the third educational and scientific level (PhD training) according to the field of specialization: 081 "Law". All the necessary activities have been carried out at the Institute for creation the graduate school according to obtained license. Decent peopleware of state forensic science institutions will guarantee high quality of expert researches, new modern expert methods, development of forensic expert activities in Ukraine.

PurposeThe most important problem for higher education in the post-COVID period is the production of highly qualified specialists for the labor market. The purpose of this study is to determine effective criteria for assessing the quality of training of future specialists and the adequacy of their readiness to solve real problems of the future specialty.Design/methodology/approachA study was carried out among students in order to determine some of the most important characteristics of them as future specialists. Based on the survey results, non-academic indicators were identified that participants perceive as significant for a highly professional employee. The empirical study included 300 undergraduate students from four universities (66% women and 34% men aged 20–21). All participants represent full-time training.FindingsThe survey showed that the participants identified the ability to learn and personal development as the most significant personal qualities.Originality/valueMany criteria for assessing the quality of training of specialists in different professional fields have not been precisely defined. Several ways of solving this problem can be proposed: developing criteria for assessing quality in hiring; revising the methods of work of universities; presenting to students the criteria for development in the profession or adopting international criteria for assessing pedagogical quality.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. Abstract In India there are many higher education institutions and with growing population the number is incrementing day by day. Before taking admission in an institution student analyse the facilities and standard of the institution from the website and by taking peer opinions. Student contentment and feedback is gaining larger importance with mushrooming higher education institutions in India. This paper illustrates a method to analyse student feedback obtained from undergraduate and postgraduate students to assess the Student Satisfaction Index. The feedback is taken on overall infrastructure facilities, academic environment, services offered by the college, additional activities for overall development, quality of experiences and outcomes. This paper gives detailed information about the methodology, calculation and outcome of the exercise utilizing Likert scale analysis. With the recent emerging trends, this innovative method offers flexibility to integrate more parameters, group certain parameters to get feedback on a particular issue and transmute the type of questions with changing environment and structure. The analysis is done using a statistical method. The sample result directly highlights the importance and flexibility of method to evaluate overall satisfaction, satisfaction cognate to a single parameter and satisfaction for questions grouped together underlining some paramount aspects of higher education.

Fundamental changes in the system of training highly qualified personnel in postgraduate studies have actualized the problems of the targets for the functioning of postgraduate studies. The article analyzes the barriers that arise at the stages of training in postgraduate school and preparing for thesis defense. The empirical basis of the work was a survey of the target audience, which resulted in the formation and testing of a questionnaire to assess the impact of barriers on the outcome of postgraduate training and the completion of postgraduate study. The target sample contains three groups: postgraduate students, holders of Candidates of Science degree and Doctors of Science (scientific supervisors) representing higher education and scientific institutions of the Russian Federation. The sample object was 133 people. The results of the experiment were analyzed using statistical graphs method. To identify key barriers to complete postgraduate studies, the construction of the Pareto diagram was used. As a result, we have identified 20% of the most significant barriers impeding postgraduate training and significant barriers to completing the dissertation research. In order to visualize the structure of the barriers, a causal diagram of K. Ishikawa was used. Primary level factors responsible for the result have been identified including a postgraduate student, scientific supervisor, institution and the state. Further, factors of the secondary level in obtaining a positive result of postgraduate training are analyzed. The paper considers the possibility of carrying out some measures to reduce the barriers to successful completion of postgraduate training and Candidate thesis defense. It is noted that such factors as work-study scheme and family life barriers depend on postgraduate student. Higher education institution is also responsible for a number of significant barriers in postgraduate training, in particular the absence of a research reserve. A very powerful, but, unfortunately, rather rare tool for creating a research reserve for postgraduate studies is its integration with the magistracy. We can refer to a British experience of combining master’s and doctoral studies by way of example. The article also analyzes the organizational barriers during the periods of thesis preparation and submission as well as barriers relating to supervisor’s responsibility. The authors dwell on the problem of low motivation for getting the Candidate of Science degree. It is a common situation in Russia when a Candidate of Science degree holder cannot benefit from the degree obtained. It is necessary to envisage the expansion of positions and professions, where surcharges will be applied for the existing degrees, as well as more comfortable conditions for career growth.

How can the higher education system of Kazakhstan be improved so that graduates are in demand in the labor market and are prepared for the challenges of a changing world? This chapter provides an analysis of the quality assurance (hereinafter the QA) systems of European universities, national QA system analysis of Kazakhstan, Belgium, France, and Sweden; and survey of internal QA systems in Kazakhstani Universities. This chapter examines the possibilities and acceptability of applying the best European practices in Kazakhstani Universities and argues that educational reforms successful in Europe may be ineffective in Kazakhstan due to the different starting conditions to reform. This chapter agrees that improvement of the internal standards of the QA and the quality culture contribute to improving the education quality and graduates employability, provided that all other areas such as economy, business, and living standards shall comply with international standards. The main aspects of this research deal with the interrelation between quality of education and employability of graduates, interconnection between gender discrimination and restricted employment opportunities of women. The chapter argues that the quality of higher education and training of highly qualified and employable specialists are the important prerequisites of sustainable social and economic development of society.

Abstract. The loss of human capital is a significant projected loss for the country's economy. Higher education must analyze the challenges, maintain the quality of human capital at the level necessary for the functioning of the economy, and train professionals in a permanent crisis. The multi-vector nature of the crisis leads to a negative multiplier effect of the influence of external and internal factors on the level of human capital of the country in all institutional categories, so these challenges are emerging given their systemic nature. This primarily applies to the institute of higher education. The formation of a relevant response to the challenges of loss of human capital is not only a guarantee of the proper functioning of higher education, but also guarantees the success of its functioning for economic transformation in the country. The analytical study revealed economic losses from external migration of highly qualified personnel, reduction of the country's economic potential from the outflow of specialists. The narrowing of the base of high-quality reproduction of qualified personnel, the factor of disproportion in the financing of higher education and the reproduction of highly qualified personnel from budgetary sources and the growth of the share of self-financing were revealed. The analysis proved the inconsistency of the quality of the staff to the number of employees of higher education in the regions and the disproportion of the teaching staff with academic ranks. A study of the number of graduate students indicates that the disparity in quality will increase as there is a tendency to lose scientific schools in the regions. Weaknesses of higher education have been identified. To reduce the negative impact of this factor on the quality of human capital and, indirectly, on the country's economy, there is the urgent need to optimize public funding of human capital; to create regional funds for financing higher education, formascientific schools in the regions to eliminate regional disparities in training. Proposals for a policy of investing in human capital at all qualification levels have been developed, taking into account the effectiveness of such investments and also to stabilize the socio-economic situation in the country. The directions of forming the answer of higher school to the challenges of the economic crisis of the country are offered. The article stipulates that national forensic examination can not exist in isolation, only within a single state, it is essential for forensic institutions to promote international cooperation in order to exchange experience, take into consideration modern achievements of science and technology, create specialized areas for expert research. It is stressed that forensic institutions of Ukraine have chosen the path of joining the communities of international forensic institutions, making it possible to improve staffing. The author noted that the purpose of the community of European forensic institutions is to promote: science and research in the field of forensic science; international cooperation in the field of forensic activities; quality of expert research and competence of forensic experts; education and training of forensic experts; developments in forensic science.  It is emphasized that the realization of integration of forensic activities, as a result, always aims at harmonizing and improving expert legislation, deepening the theoretical foundations of forensic science, developing of common guidelines for different types of examinations, obtaining international recognition of expert opinion in general, further developing of forensic science, improving professional skills of the staff of forensic institutions. It is proved that as a result of the analysis of foreign experience of forensic institutions staffing the following directions of its possible implementation in Ukraine were suggested, such as: development of the European model of ensuring maximum independence and competition of forensic experts; intensification and expansion of participation in the international network of forensic institutions; focus on the training of forensic experts from the «children’s university» on the basis of higher education institutions, which also provide for appropriate internship programs; practice of experts training according to corresponding program under the guidance of a mentor from among highly qualified forensic experts; application of the combined extraordinary certification of forensic experts in case of reasonable doubts as to the required level of professional training, etc.

Assessing the quality of qualitative research to ensure rigour in the findings is critical, especially if findings are to contribute to theory and be utilised in practice. However, teaching students concepts of rigour and how to apply them to their research is challenging. This article presents a generic framework of rigour with four critical dimensions—Trustworthiness, Auditability, Credibility and Transferability (TACT) intended to teach issues of rigour to postgraduate students and those new to qualitative research methodology. The framework enables them to explore the key dimensions necessary for assessing the rigour of qualitative research studies and checklist questions against each of the dimensions. TACT was offered through 10 workshops, attended by 64 participants. Participants positively evaluated the workshops and reported that the workshops enable them to learn the principles of qualitative research and better understanding issues of rigour. Work presented in the article is part of a large research programme investigating the pedagogy of research methods in higher education.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

The study is based on the realities of the state and prospects for the development of the national higher education system during the period of active integration processes into the European Higher Education Space and the European Research Space. The analysis of the following aspects is carried out: the current state of the Ukrainian education system, the actions of the Ministry of Education and Science of Ukraine to develop cooperation with international organizations in various areas, in particular, to promote innovation and entrepreneurship in Ukraine, which is especially relevant for the industrial region - Zaporizhzhia region, which concentrates such strategic sectors of the Ukrainian economy as metallurgy, mechanical engineering, electricity. It is emphasized that the legislation of Ukraine on education sets such a goal - development, effective functioning of the education quality assurance system in Ukraine, implementation of a constant and consistent process of improving the quality of education and it is noted that the development strategy of Zaporizhzhia National University (hereinafter ZNU) is to develop and consolidate leading positions aimed at training highly qualified specialists, development of scientific research, increasing the role of the innovative component in the activities of ZNU and its integration into the European and world educational space. It is proved that the restructuring of higher education institutions in Ukraine helps to increase the efficiency of their operation. The changes that took place in the process of joining the Zaporizhzhia State Academy of Engineering (hereinafter ZSIA) to ZNU and as a result of the creation of a structural unit - Engineering Educational and Scientific Institute (hereinafter EESI), which has a non-faculty structure and consists of fifteen departments of different areas of training, are analyzed. The article substantiates the strategic advantages of the project of joining ZSIA to ZNU, which made it possible to diversify the educational programs of Bachelors and Masters educational levels in economics and management with the aim of curricula modern updating and further training of highly qualified specialists for industrial regions, in particular for industrial enterprises, in the fields of mechanical engineering, electric power and small and medium-sized businesses serving "large" industrial enterprises in the region. The results of work on improving the quality of higher education in EESI ZNU in the areas of non-formal and informal education, academic mobility, dual education, creating unique learning conditions for privileged categories of students and students with special needs, further integration of economic and managerial education in engineering education are analyzed.
