Execution of examinations to determine the market cost of the equipment that is used on Ukrainian nuclear power stations is quite complicated process, since this equipment is unique, manufactured to individual order. For today practical aspects of the specified property estimation, unfortunately, researchers were not properly shined. Considering expert practice at definition of market cost of the equipment used on Ukrainian atomic power stations, merchandising experts face the following problems as identification of research object, choice of research method, substantiation and choice of methodical approaches to an estimation of such property. Since the equipment is specific, its full-scale investigation should be carried out jointly with specialists of specialized enterprises for technical identification of the used property (description of the commodity nomenclature, packaging arrangement, real state). The methods used in performing this type of examination are both general and a separate method of commodity research. We recommended using the cost approach in calculating the market value, namely the application of the method of price actualization. The cost approach is mainly used at estimation if it is impossible to find object-analogue, there is no experience of realization of similar objects or the forecast of the future incomes not stable, the environment of estimated property realization very uncertain and success depends on a significant amount of factors. Therefore, in determining the market value of equipment used on Ukrainian atomic power stations, merchandising expert needs: conduct a full-scale investigation together with specialists from specialized enterprises for technical identification of the investigating property; use both general methods and a separate methods of commodity research; apply a cost approach to valuation, namely the method of price actualization and used price indices of industrial producers.

One of the types ofgoods popular in recent years are the items products by means of which one decorates gardens, parks, buildings of public using, private territories, including houses both outside, and inside as sculptures, figurine, fountains, tile, balusters, fireplaces, landscape sculptures as elements of landscape design. Decorative stones - one of the materials from which these products are made. Unfortunately, in the reference and methodical literature which is used in the expert practice, there are no methodical recommendations on the determination of the cost of goods from a decorative stone. Therefore working out of an algorithm of determination of the cost of such goods for import on the customs territory of Ukraine and their market value will help objectively and reasonably to perform merchandising examinations. At the first stage of carrying out of such researches the expert should receive the certain list of the initial data about the goods. The basic commodity characteristics of the goods from a decorative stone are specified in the conclusion of State Gemmological Centre of Ukraine which should be requested by an expert from the body or the person which appointed examination. Market value of products from a decorative stone can be defined in several ways depending on the presence of the initial data, proposal in the market ofsimilar property, presence of the information on sale of similar products. Cost ofproducts is determined on the basis of the National standard № 1 provisions within the limits of the comparative approach taking into account replacement and supply and demand principles. If the expert doesn’t possess the data necessary for use of the comparative approach then the cost ofproducts can be determined by the calculation method. We offer to use the order of market value determination of the goods on the basis of certain components addition to the cost of the goods for import on the customs territory of Ukraine.

Flowers, ornamental plants, planting material (saplings) and other plants with regard to which the market with possibility of carrying out independent adequate marketing was formed, are the subject of evaluation by the experts in field of forensic merchandising. With the development of the market and market relations such goods as flowers, planting material and others are increasingly encashed in the market of Ukraine and become the objects of forensic merchandising examinations and expert researches. Special feature of merchandising researches of the plant origin objects is the use of the comprehensive approach to the estimation of their quality and cost. Researches are carried out with the purpose of determination of properties, consumer value, conformity to standards and specifications of plants certain kinds. When studying a considerable variety of flower plants, one distinguishes scientific and industrial classifications. In merchandising flowers industrial classification of flower ornamental plants which provides distribution of flower plants to the separate groups similar on biological properties, the agricultural technician of cultivation and practical application in gardening is used. During carrying out merchandising examinations on an establishment of consumer properties of certain kinds plants, namely establishments organoleptic indicators of quality and quantity of flower decorative production given for research, the expert checks conformity of this production to requirements of normative and technical documents. Requirements to quality of flower production are normalised by standards depending on production kind – cutf lowers, pottery blossoming plants, pottery decorative sheet plants, sprouts of flower decorative production, planting material, seeds of flower ornamental plants. At carrying out merchandising researches of flower decorative production, plants and saplings it’s necessary for merchandising experts to pay special attention on definition of quality indicators and a grade of plants according to standards, and also to consider data concerning age of a plant, novelty of a grade and origin country of production.

A general overview of the existing radioactive inventory in the plant is necessary for the decommissioning of nuclear power plants. Based on the knowledge about radiological inventory, appropriate decommissioning techniques and procedures can be specifically used. In order to derive the existing radiological activity in the facility a study was carried out to obtain a representative overview of the total radiological situation at the NPP. Within a study a generic methodology for the radiological characterization was developed. This methodology has been applied on the CO2-circuit of the gas-cooled, graphite-moderated reactor Chinon A2 (MAGNOX type). This paper covers the implementation of an approach for characterisation of radiological inventory for decommissioning. The approach aims at the definition of the number and distribution of local sampling, required measurements as well as suitable measurement systems leading to a confident result with minimized effort in sampling. The paper covers two main objectives: 1. Methodology at and 2. Determination of radiological inventory based on measured data. The proposed methodology is a stepwise procedure which offers the possibility for minimizing the number of required measurements/sample analyses. At the first step the underlying system is an “as-simple-as-possible”-example with homogeneous contamination. In a second step the methodology is expanded to a more realistic and complex system, for which additional investigations have to be performed. The determination of the radiological inventory using the methodology has to consider a given confidence level and maximum allowed error. Therefore statistical assessment is widely used in estimations. The result of this first part of study generates the basis for further investigation. This comprises application of methodology to the mentioned technical system. Therefore corresponding measurement and analysis data have to be delivered and proven regarding adequacy for the proposed methodology. From the dataset various measurement systematic and retained parameters could be derived. The accuracy of given measured data was checked by further examination. The result of the performed analysis leads to a statement about the activity in the primary circuit. The result of this study is an comprehensive estimation of the activity by defined statistical processing of analysed data. The result consists moreover of the analysis of the measurement plan and of distribution and deviation within the measured data. Suggestions for further measurement campaigns are provided based on the deviations and inconsistencies of the data. With the help of these suggestions it should be possible to decrease the number of samples and measuring data as well as improve the comparability of separate measurement processes. Particular potential for improvement of the result for inventory can be seen in a deeper analysis of uncertainties, this was realised and will be explained in the paper.

The definition of economic damage from the deterioration/destruction of ecosystem services and analytical structuring of the economic loss from it were given for the first time. It was proposed and disclosed the logic-structural scheme that describes the algorithm of the sequence of actions and calculations for carrying out the cost estimation of damage from deterioration/destruction of ecosystem services in order to further substantiate the recommendations for additional filling of local budgets and attraction of targeted investments for implementation of projects aimed at conservation and restoration ecosystems.

Determination of staffing requirements for response to nuclear plant emergencies should be based upon task analysis in order to ensure that emergency functions can be performed in any type of accident. The method of analysis must recognize the differences between personnel performance in normal and emergency conditions and the limited information available for analysis of emergency tasks. A four-phase method is described that consists of generic analysis (identification of general emergency functions and tasks), situational analysis (definition of the characteristics of the classes of emergencies that can occur), quantitative analysis (determination of workloads, by position) and sensitivity analysis (examination of the degree to which changes in assumptions produce changes in required staffing levels).

The article presents the results of studies on the adjustment of cadastral value using a new factor-the probability of an emergency or natural disaster. A new term, emergency geospatial, has been introduced for the spatial definition of an emergency. The analysis of the legal regime of lands subject to emergency situations is carried out. Conclusions are drawn about the legal definition of the geospatial boundary of the emergency situation and the impact of emergencies on real estate. The characteristic of emergency situations, as well as the probability of their occurrence is given. The connection between the emergency situation and the cadastral value of real estate is shown. The dependence of the value of real estate on their location in the geospatial probable emergency. The technological scheme of determination of cadastral value of real estate objects in the zone of manifestation of an emergency situation is developed. A geoinformation project was carried out on the territory of the city of Novosibirsk. The most probable emergencies are taken into account. The map of zones of possible manifestation of emergency situations is made. The comparison of the cost of real estate in emergency zones, with objects analogues, located outside the emergency zone. The values of the correction factor for adjusting the cadastral value are proposed. The map of distribution of correction factors for adjustment of cadastral value of real estate objects in zones of possible manifestation of emergency situations is made. Work on the adjustment of the cadastral value of real estate located in the areas of possible manifestations of emergency situations is promising. First, the zones must be taken into account in modern urban policy and as much as possible to protect real estate and the population from the manifestation of emergency situations. Secondly, the reduction of cadastral value and taxes will allow owners to invest in insurance funds and insure real estate.
