The article analyzes the existing methods of evaluating the effectiveness of policing. It is proved that the modern system of methods for evaluating the effectiveness of policing should consist of traditional methods specific to policing and non-traditional methods introduced from other areas. It is concluded that the current issue is the use in assessing the effectiveness of policing methods (techniques) used in the private sector to assess the effectiveness of various institutions, enterprises, organizations, as well as methods of evaluating staff, successfully tested and implemented in management, non-governmental structures, which are quite diverse. Today, the performance of the police is a necessary tool in the management industry. We see the application of benchmarking in the system of evaluating the effectiveness of police activities as promising, and the biographical method for personnel evaluation; the method of a given score; ranking; method of pairwise comparisons; standard method; graphic profile method; method by results; method «360о certification»; assessment center method; human resources analysis; goal management method; method of evaluation of key performance indicators. The authors emphasize that the use of these methods requires special knowledge of the subjects who use them, which is why one of the main tasks of the modern management system of the National Police should be to train managers capable of using modern methods of personnel evaluation. It is worth emphasizing that the departmental evaluation of efficiency of police activity can be carried out in relation to specific police officers. As for methods for evaluation of efficiency of police activity of individual police officers, they are significantly different from the methods of general assessment. It is concluded that there are no universal methods of evaluation, they, as well as criteria, evaluation should be carried out comprehensively taking into account various circumstances: the type of evaluation, its purpose, the object of evaluation, the subjects involved in evaluation, and their skills in the application of specific methods, available resources, etc.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. Citizens’ sense of security depends on the activities of entities whose task is to provide this security to citizens. A citizen feels safe if his/her immediate environment is safe. These seemingly minor acts of misconduct have a very large impact on the sense of security of citizens, because it is with them that citizens most often come into contact. That is why a proper police activity in diagnosing offences, their detection and quick reaction to them is so important. Quick reaction to an offence gives a feeling that a citizen is not left alone with the problem, but also awareness and warning that anyone who commits an offence will suffer the consequences. The article presents the ways of reacting to an offence and shows, on the basis of statistical data of the National Police Headquarters, the tendencies of reaction to offences, their scale and dynamics.

How to restore citizens’ trust and cooperation with the police in the wake of civil war? We report results from an experimental evaluation of the Liberian National Police’s (LNP) “Confidence Patrols” program, which deployed teams of newly retrained, better-equipped police officers on recurring patrols to rural communities across three Liberian counties over a period of 14 months. We find that the program increased knowledge of the police and Liberian law, enhanced security of property rights, and reduced the incidence of some types of crime, notably simple assault and domestic violence. The program did not, however, improve trust in the police, courts, or government more generally. We also observe higher rates of crime reporting in treatment communities, concentrated almost entirely among those who were disadvantaged under prevailing customary mechanisms of dispute resolution. We consider implications of these findings for post-conflict policing in Liberia and weak and war-torn states more generally.

Although police culture is a widely researched topic, not much is known about the nature of the relationships among the various components and the degree to which they are critical in the make-up of police culture. In this study, we revisit the concept of police culture and explore the nature and directions of the relationships among the various elements that constitute police culture. Drawing data from a survey of 1970 Turkish National police officers we identify six commonly recognized dimensions of police culture based on the existing literature. The results from the four different confirmatory factor analyses (CFA) indicate that of the six dimensions, the first-order CFA with five factors best fit the data. Further, the results suggest that police culture did not account for the covariation among the six first-order factors. These findings suggest that police culture is a more complex and multifaceted concept than the prior literature suggests.

This study examines the individual, organizational, and ecological factors influencing police officers’ adherence to the code of silence, while accounting for their evaluation of the seriousness of each identified behavior. This study collected 353 responses from a sample of police officers receiving in-service training at a national police university in China. Results show salient influences for several individual and ecological factors contributing to the extent of the code of silence and those influences varied based on the type of behavior. In addition, this study lends further support to an emerging body of research suggesting Chinese police display a strong code of silence, although the existence and perpetuation of that code must take into consideration unique cultural practices within China.

Purpose The purpose of this paper is to examine organizational cynicism (OC) among new police officers. Specifically, this paper investigates what factors are predictive of baseline levels of OC among police recruits and the growth of cynicism over time in these young officers. Design/methodology/approach The data for this study are drawn from Phase I of the National Police Research Platform. Latent growth curve modeling is used to analyze data on 760 police recruits across five geographically diverse training academies within three distinct time periods (first day of academy, just before graduation, and six months post-graduation) to assess the development of OC in new police officers. Findings Several variables, including gender, race, and relations in policing exerted significant effects on a baseline level of OC and on growth in cynicism over time. Practical implications OC is an important topic for police administrators. Cynicism among employees can lead to undesirable organizational outcomes such as low job morale and satisfaction. Thus, it is important for police administrators to better understand the development and growth of OC in its personnel, particularly in new police officers. Originality/value This study builds on previous research and investigates an understudied topic in the literature by assessing the development and growth of OC among new police officers.
