The laws regulating the exports of arms are relatively strong in Germany. But in practice, until today all German governments, irrespective of their political affiliation, have only made weak efforts to enforce the compliance of laws and regulations and hardly any attempts to close loopholes like the uncontrolled licensed production in other countries. This is why German arms, especially small arms like machine guns from Heckler & Koch, are not only used by government agencies to which they have been officially delivered, but also, often as a result of a blowback effect, by their opponents, e.g. ISIS militia groups. The article retraces the transfer of arms to Iraq, Afghanistan, and Syria in the last decades and argues that this has contributed to the prolongation and brutalization of the wars in these countries. Hence, the German export of arms must also be seen as a major factor for the ongoing migration of refugees to Europe. Finally, this raises the question, if there are tendencies to stop or at least to reduce the fatal exports.

The rapidly increasing demand and the inefficacy of financing transportation infrastructure project investments have contributed to various challenges for Vietnam in recent decades. Since the country’s budget is inadequate for investing in all necessary infrastructure projects, the Vietnam government has been inviting other economic sectors, especially the private sector, to participate in infrastructure development. The cooperation between the government agencies and the private entities, called PublicPrivate Partnership (PPP), must encounter various challenges leading to difficulties in attracting private investors. A main reason is that private investors must deal with critical risks concerning PPP investment environment. It is a challenging task for the government to optimally manage such risks to enhance the attractiveness of PPP projects for private investors. This paper examines the critical risk factors that influence the private sector’s investment decisions on PPP transportation projects in Vietnam. Risk factors inherent in typical PPP projects were compiled by comprehensive literature review. To reflect unique characteristics of PPP projects in Vietnam, the compiled risk factors were reviewed by a group of PPP experts from both the public and private sectors in Vietnam through indepth interviews and questionnaire surveys. In addition, ten PPP project case studies in Vietnam were analyzed to derive the risk profile of PPP transportation projects of the nation. These risk factors were quantitatively assessed based on their probabilities and impact levels. We found that the critical risk factors of PPP infrastructure projects in Vietnam are acquisition/compensation problems, approvals and permits, inadequate feasibility studies, finance market issues, subjective evaluation methods, and change in laws and regulations. By performing factor analysis, these critical risk factors were grouped into four categories: (1) bidding process, (2) finance issues, (3) laws and regulations, and (4) project evaluation issues. These critical risk factors represent the obstacles that repel private investors from PPP transportation projects in Vietnam. Thus, the Vietnam government agencies should meticulously address these issues to attract both domestic and foreign private investors in PPP projects.

This study aims to assess the effectiveness of employee mutations and placements applied to several institutions in Indonesia. This study uses the meta-synthesis method by conducting a review of 31 previous studies listed in the research media. The results of the study found that government agencies in Indonesia had implemented mutation policies based on applicable regulations ranging from the law to local regulations on several factors, the value of improving performance and productivity, career development and promotion, to filling vacant positions. However, several studies have found that there is still corruption, collusion and nepotism, political affiliation, family connections, and close relations with superiors which causes a mismatch between the placement of employees and their competencies. Transfer of employees based on a merit system is indicated to improve performance including public services in providing information to create public sector accountability. Career development and promotion can also expand knowledge and experience to produce creative and innovative employees to support the achievement of organizational goals.

This study aims to test the influence of the implementation of the system of internal control of government and compliance with laws and regulations on the performance accountability of government agencies. The data is using the primary data obtained from the results of the distribution of questionnaires to the head of the Regional Device Organization in the office of government agencies of Bengkulu City. The result of hypothesis testing shows that the application of the government's internal control system and the obedience to the regulation have a positive effect on the performance accountability of government agencies. From the results of this study, shows that the performance accountability of government agencies are required to improve the implementation of government internal control system and compliance with laws and regulations that will improve the accountability of performance control system of government agencies of Bengkulu City.

The silence of the Government Administration has two possibilities, Tacit Refusal and Tacit Authorization. Tacit Refusal means that if the government agencies/bodies ignored requests from citizens then it is considered to have rejected the request. Tacit Authorization means if the government agencies/bodies ignored requests from citizens then it is considered to have granted the request. In Indonesia, both the Tacit Refusal and Tacit Authorization have their own places in the laws and regulations. The Law No. 5 of 1986 concerning Administrative Judiciary, rules the Tacit Refusal, meanwhile Law No. 30 of 2014 concerning Government Administration, rules the Tacit Authorization. Both cannot be implemented simultaneously because both of them are negating each other. This paper tries to explain the implementation of Tacit Refusal and Tacit Authorization after the enactment of Law No. 30 of 2014 concerning Government Administration in the administrative court.

This research aims to examine the effect of the application of financial accountability, utilization of information technology, the competence of government officials and compliance with laws and regulations on the performance of government agencies (good governance) partially and simultaneously in the organization of Bengkalis Regency. This research is a survey research with 160 respondents using a saturated sample method. The number of questionnaires returned was able to be processed as many as 130 respondents. This research uses multiple linear regression analysis models. The results of this research indicate that partially and simultaneously financial accountability, utilization of information technology, the competence of local government officials and obedience of laws and regulations have a significant effect on the performance of government agencies (good governance) in Bengkalis Regency regional apparatus organizations.

The Indonesian state adheres to the Presidential system of government. In running the government, a president is assisted by his staff. We call this line of government. The government that we often know as Civil Servants. The position of civil servants has an important role carrying out government functions in a country. Based on this there are formulations of the problem as follows: (1) How to regulate the use of official vehicles in government agencies (2) How to monitor the use of official vehicles in Government Agencies.  This  type  of  research  used  is  the  type  of  normative  legal  research,  the discussion conducted by the study of legal materials. Analysis of legal material uses legal interpretation, namely providing interpretation in terms of law. Based on the results of the study that regulations related to the use of official vehicles in government agencies are regulated in ministerial regulations and further regulated by each region in the form of governor regulations or regional regulations and Supervision of vehicle use in government agencies is carried out by Direct and Indirect Supervision . In addition to paying attention to the products of the laws and regulations, also pay attention including official vehicles, are not misused.

<p align="center"><strong>ABSTRACT</strong><strong></strong></p><p><em>Koroegrafi titled "PETI = Dying" is the result of the interpreter's imagination and imagination in pouring ideas into the form of works about PETI or Dompeng activities. PETI or Dompeng is a mining business that is carried out by individuals, groups of people or companies with legal entities whose operations do not have permits from government agencies in accordance with applicable laws and regulations. Miners are supported by large investors who use heavy equipment to dredge sand and river so that it can quickly cause damage along the watershed. To purify gold, miners use mercury, then dump their waste directly into the river. Disposal of mercury poison is very severe in the upper area of Batang Tembesi. Choreography is arranged based on abstract type supported by setting and music to convey the message and impression of the dance work. The foothold in choreography departs from forms of pure motion, namely the activities of gold miners. To convey the contents of the choreography will be strengthened by seven dancers consisting of six male dancers and one female dancer. With the theme of life, who wants to convey messages and impressions to the audience about the importance of protecting natural resources and environmental preservation. The concept of this work is the result of observations of the workman, especially what happened in his personal life where the workmanship of the workman who was born and delivered in Sarolangun felt his direct impact. PETI atau Dompeng adalah usaha pertambangan yang dilakukan perorangan, sekelompok orang atau perusahaan berbadan hukum yang dalam operasinya tidak memiliki izin dari instansi pemerintah yang sesuai peraturan dan perundang-undangan yang berlaku. Penambang didukung oleh pemodal besar yang menggunakan alat-alat berat untuk mengeruk pasir dan tanah sungai sehinggga cepat menimbulkan kerusakan di sepanjang daerah aliran sungai. Untuk memurnikan emas penambang menggunakan air raksa, lalu membuang limbahnya langsung ke Sungai. Pembuangan racun merkuri sudah sangat parah dikawasan hulu Batang Tembesi ini. </em><em>Koreografi disusun berdasarkan tipe abstrak didukung oleh setting dan musik untuk menyampaikan pesan dan kesan dari karya tari tersebut.</em><strong> </strong><em>Pijakan gerak dalam koreografi berangkat dari bentuk-bentuk dari gerak murni yaitu aktifitas para penambang emas. Untuk menyampaikan isi koreografi akan diperkuat oleh tujuh orang penari yang terdiri dari  enam orang penari laki-laki dan satu orang penari perempuan.</em><strong> </strong><em> Dengan tema kehidupan, yang ingin menyampaikan pesan dan kesan kepada penonton tentang penting nya menjaga Sumber Daya Alam dan pelestarian Lingkungan. </em><em>Konsep karya ini merupakan hasil pengamatan pengkarya terutama yang terjadi dalam kehidupan pribadinya dimana pengkarya pengkarya yang lahir dan di bersarkan di Sarolangun merasakan langsung dampak nya.
