The article is devoted to the mechanisms of development of scientific and innovative activities of the territories of the Russian Federation in the context of a pandemic. As a result of the conducted review of literature, statistics, factology, the development of scientific and innovative activities in the regions of the Russian Federation in the context of a pandemic is analyzed. Comparative analysis of regional statistics made it possible to typologize them according to the quality of development of information resources of the economy. The article compares the foreign experience in the development of scientific and innovative activities and the methodology of the catch-up development model used in the USSR. All this made it possible to typologize territories for the development of scientific and innovative activities in the context of a pandemic.The study compares the successes of Russia in confronting the pandemic and the scenarios for the development of these successes in various models of the development of information resources of the economy in the form of knowledge, competencies, OIC, intangible assets. The purpose of the article: typologization of the territories of the Russian Federation according to the qualitative characteristics of innovative growth and the evolutionary development of information resources of the economy, the effectiveness of the measures used to combat the pandemic, in order to develop patterns and contradictions in the development of scientific and innovative activities in the regions of Russia. The research objectives are: Typology of the territories of the Russian Federation by the quality of innovative growth; Conclusions of the research: The USSR had extensive experience in the methodology for the development of scientific and innovative activities known as the "catch-up development model". Japan in the 50-80s, South Korea in the 80-2000s and today's China and their regions and territories successfully apply it and achieve significant success in the development of scientific and innovative activities. This leads to evolutionary changes in the countries themselves and their regions, they evolve each time the following groups, higher in terms of development. This methodology using open innovation methods can be perceived in Russia and its regions. For a more detailed demonstration, the article developed the patterns and contradictions of the existing model for the development of scientific and innovative activities in a pandemic. Which showed that the reached limits of economic growth in the 90-2000s by type, exclusively related to the investment model, as well as the introduced elements of the transitional type of the model to catch-up have their solution through the use of the open innovation method. This method makes it possible to deeply and thoroughly process foreign intangible assets in order to obtain, on their own technological basis, their own IP, the introduction of which and transformation into intangible assets takes place in TNCs and state corporations. Thus, the protection of the exclusive rights obtained by the method of open innovation is carried out by big business, which has all the necessary resources for this, especially in the countries of the global center and catching-up development.

Over the past few years, the introduction of program-target method, that could improve the efficiency of planning public expenditures, has been the priority of the budget policy of the Russian Federation. The aim of this paper is to construct a model for the development of program-target budgeting. As the result of the study the development model for program-target budgeting in the constituent entities of the Russian Federation was constructed. Financial, organizational, methodological and regulatory factors were taken into account in the process of model construction. The application of this model will contribute to the growth of program-target budgeting viability and will increase the efficiency of budget expenditures.

The problem of energy efficiency in multi-apartment residential buildings (hereinafter - MKB) arises as a result of changes in the legal and regulatory framework of the Russian Federation, which is adapting to it. In this regard, it becomes necessary to bring the condition of buildings in line with the newly introduced requirements, including those related to energy efficiency. The solution to this problem can be achieved due to the identified organizational, technical and economic reserves and energy efficient measures implemented in practice during the operation and overhaul of MKB.

Nowadays budgetary funds still prevail among sources of financing of the projects in the area of increasing the energy efficiency of the regional economy in the Russian Federation. For example, in the Tver region in 2016, 82% of the projects for the modernization of the heat supply infrastructure and 100% for the modernization of the electricity supply infrastructure were implemented at the expense of the budget. At the same time, there is a decrease in the total amount of state financing of energy efficiency projects due to a high proportion of the budget deficit of the subjects of the Russian Federation. According to the agency ACRA (information dated April, 12, 2017 at www.acra-ratings.ru), 58 out of 85 regional budgets for 2017 were accepted with a total deficit of 193 billion rubles. At the same time, the urgency of applying organizational and financial mechanisms for the implementation of energy efficient projects involving alternative financing is growing. The article systematizes the views on the perspective mechanisms for implementing projects in the field of increasing the energy efficiency of the regional economy, including taking into account the analysis of problems of their application in the example of the Tver region. The authors studied existing organizational and financial mechanisms for energy-efficient projects, including public private and municipal private partnerships, and the Local Initiatives Support Program.

The monograph is devoted to the actual direction of research––assessment of the energy efficiency management system, focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency in the regions of the Arctic zone of the Russian Federation.The energy efficiency management system focused on the rational provision of energy resources to consumers in order to save energy and improve energy efficiency is presented. The analysis of the implementation of key energy-efficient technologies in the Arctic regionswas carried out: the introduction of individual thermal points with automatic weather control in the buildings of the budget sector and apartment buildings; energy-efficient light sources in buildings of the budget sector, as well as in the street and road sector; energy efficiency of buildings operated by public sector organizationswas carried out. The directions of energy saving potentials are indicated and a detailed description of the energy of the Murmansk region, which becomes more distributed, is given. The dynamics of the energy intensity of the gross regional product and the specific costs of fuel and energy resources for public sector institutions and housing and communal services in each region of the Arctic zone of the Russian Federation, which allows to determine the effectiveness of the implemented measures to save energy, is presented. The technique of calculation of economic efficiency of investments at introduction of the best available technologies is resulted.The monograph can be useful for specialists in the field of energy, researchers and students of energy specialties.
