Features of development of electronic library information systems of universities

The article describes the selection criteria for electronic library systems and the requirements for them. The main problem of the systems that are offered for purchase to universities is analyzed and summarized. The criteria that electronic libraries must meet, the basic principles of building and developing own electronic library and information systems of universities are considered. The types of users who can work with the system, the content that the electronic library should contain, are described. Structural schemes of the electronic library system of the university and its elements are given. The schemes meet regulatory requirements and take into account the specifics of the work of higher educational institutions. The basic elements and modules of the electronic library system, their main functionality and content components are presented. The approach proposed by the author of the article will allow universities to develop and organize electronic library systems within their educational institution.

В статье проведен анализ нормативных актов по организации обработки и защите персональных данных на предмет размещения баз данных, используемых в информационных системах российских учреждений научно-образовательной сферы. С 2015 года законодательством Российской Федерации определена необходимость размещения баз персональных данных на территории нашей страны. Однако есть случаи, когда хранение персональных данных возможно и за пределами нашей страны. В работе рассмотрены такие исключения, применимые к сфере деятельности научно-образовательных учреждений. На основе автоматизированного анализа реестра операторов персональных данных определено соотношение высших учебных заведений, представивших сведения о месте нахождения своих баз данных в соответствии с Российским законодательством. Более 24% высших учебных заведений такие сведения не предоставили, что может говорить о необходимости оказания университетскому операторскому сообществу методической помощи по вопросам порядка обработки и защиты персональных данных. В ходе проведения контроля за порядком обработки персональных данных по требованию Роскомнадзора необходимо представить, в том числе, документы, подтверждающие расположение баз персональных данных информационных систем в пределах границ Российской Федерации. В работе разработаны рекомендации по размещению и документальному оформлению местонахождения баз данных, использующихся в информационных системах научно-образовательных учреждений, при использовании собственной и предоставляемой третьими лицами ИТ-инфраструктуры. The article analyzes normative acts on the organization of processing and protection of personal data for the location of databases used in information systems of Russian institutions of the scientific and educational sphere. Since 2015, Russian legislation has provided for the placement of personal data bases on the territory of our state. However, there are cases when the storage of personal data is possible outside our country. The paper considers such exceptions applicable to the field of activities of scientific and educational institutions. On the basis of an automated analysis of the register of personal data operators, the ratio of higher educational institutions that provided information about the location of their databases in accordance with the legislation of the Russian Federation was determined. More than 24% of higher educational institutions did not provide such information, which may indicate the need to provide the university operator community with methodological assistance on organizing the processing and protection of personal data. In the course of state control over the organization of personal data processing, it is required to submit, among other things, documents confirming the placement of databases of personal data of information systems on the territory of the Russian Federation. Recommendations have been developed for placing and documenting the location of databases, when processing them in the information systems of research and educational institutions using their own and provided by third parties IT infrastructure.

This study is aimed to analyze the use of electronic resources and services in science subjects by the Madras University Library System. Post graduate students, Research scholars, faculties were selected for this study. Questionnaire method was adopted to collect the data. Out of 745 questionnaires 724 (97%) were received from respondents. There are about 161 Educational Institution affiliated to University of Madras of which 15 are Government Colleges, 2 University Constituent Colleges, 24 Aided Colleges, 68 Self Finance Colleges and 52 Research Institutes. Out of these 161 Educational Institutions 136 offer Science courses. Apart from this the university itself has 31 departments catering to Science subjects spread over 3 different campuses. Altogether 167 Institutions, affiliated to University of Madras, are offering courses in science subjects. Out of these, 31 University departments have been selected for the study.

Purpose This paper aims to identify and model the key barriers to implementation of project-based learning (PjBL) in higher educational institution. Design/methodology/approach Using the interpretive structural modelling (ISM) technique, the study has developed a hierarchical-based model, depicting the mutual relationships amongst the key barriers to implementation of PjBL. Additionally, the paper has performed Matrice d’ Impacts Croises Multiplication Appliqué an Classement (MICMAC) analysis to categorize the barriers in terms of their driving and dependence power. Findings The study has identified the key barriers to implementation of PjBL and presented an integrated model using ISM. Higher educational institutions need to pay attention to diagnose and overcome these hindrances for effective implementation of PjBL in their programmes. Research limitations/implications The study adopts a systematic way to model the relevant barriers to implementation of PjBL. The ISM-based model would help higher education institutions to prioritize the issues as the barriers are hierarchically structured. As the input to model development is based on the experts’ opinions, it may be biased, influencing the final output of the structural model. Originality/value The presentation of PjBL implementation barriers in the form of an ISM-based model is a new effort. The model would be useful to understand the barriers and overcome these for the successful implementation of PjBL in higher educational institutions.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

The article justifies for the need to identify and to keep track, in practice, of different groups of risks inherent in educational institutions under current conditions of pandemic and post-pandemic transformation of education under the influence of modern world uncertainty. Transformation of education functions in the epoch of digital economy changes the content and types of risks concomitant to the activities carried out by schools. Schools belong to the most conservative types of organizations. However, the environment in which schools operate is constantly changing. An educational institution, as any enterprise, has to engage in the activity aimed at risk management. Manifestation of the risk is, on the one hand, fraught with threats and damage, on the other hand, with opportunities. Assessment of possible threats and risks allows timely projection of undesirable results, creation of a system for situational response to unforeseen circumstances and, in the final analysis, formulation of a strategy for development of the university which would allow achievement of modern high quality education, its fundamentality and conformity to important topical requirements of the personality, society and state. Causes of developing risks characteristic of educational institutions are disclosed. External and internal risks characteristic of educational institutions, sources generating them and the importance of managing them are analyzed. The analysis of risks made reveals multi-varied threats and opportunities in the external and internal envi-ronment of the institution and their ability to have a significant effect on educational, organizational and financial activities of the schools.

Purpose of the Study: The present research was undertaken to determine the impact of workforce diversity taxonomy like diversity climate, value, organizational justice, and identity on various dimensions of organizational culture. Methodology: A sample of 117 university teachers selected from the university and higher educational institutions in Pakistan. Convenient sampling techniques were used to collect the data through a Google survey, using workforce diversity. taxonomy inventory and organizational culture questionnaire. Data analyzed by using a t-test to compare the mean scores of various dichotomized groups to see the effect of workforce diversity taxonomy on organizational culture with the help of the SPSS package. Principal Findings: Results revealed that workforce diversity taxonomy like diversity climate, value, organizational justice, and identity significantly influenced organizational culture and its various dimensions. Perceived high and low respondents’ workforce diversity taxonomy differed significantly on organizational culture. Applications of the study: This study can formulate strategies to improve workforce diversity in universities and higher educational institutions in emerging economies like Pakistan. Novelty/Originality of this study: The present research contributes to the literature on perceived workforce diversity taxonomy and organizational culture in terms of autonomy, trust, communication, transparency, interpersonal relation, decision making, and overall organizational culture, particularly in university and higher educational institution’s teachers.
