The article is devoted to investigation of the contents of financial stability of the Pension Fund of Russia (PFR). From the position of the theory of systems the concept and attributes of financial stability of the economic subject are revealed. Two components of financial stability of PFR as a specific economic subject are considered: financial stability of the pension fund and financial management of the managing structure. The article contains the analysis of incomes and expenditures of the pension fund as a part of the Russian financial system, attributes of its financial stability are revealed and its definition is given. The analysis of the legal status of PFR is carried out and the expediency of ascribing to it the status of state institution is grounded. Classifications of financial resources and obligations of PFR are suggested and the definition of its financial stability is formulated.

This paper focuses on the pensioners of the Greek public pension fund for the selfemployed (OAEE) and is divided into two parts. The first part comprises calculations of pension reductions in certain cases for the selfemployed. The analysis of the former illustrates the great difference in handling pensioners<br />receiving low and high old-age pension benefits. The second part analyses the legal protection of the high-earnings pensioners precipitated by the Greek financial crisis. It is concluded that while there is no existing legal protection, there are some moral and legal arguments in support of their protection to<br />ensure that their legal status is not undermined due to restricted financial resources.

Financial resources of the village that are sourced from a country or a Regional Finance Financial based Law Number 6 Year 2014 of The Village is the mandate of the law that must be allocated to the village. The interconnectedness of the financial position of the village in the financial system of the country or Region concerned the Financial administrative and territorial relations, and there is no setting directly regarding the finances of the village as part of the financial system of the country or the financial area. In respect of the elements of the crime of corruption deeds against financial irregularities of the village there are still disagreements on the interpretation of the law in trapping the perpetrators of corruption on the village chief that implies not satisfy the principle of legality and legal certainty in the ruling of the matter of financial irregularities. In fact, many of the village chief or Councilor caught the criminal offence of corruption over the use of financial irregularities. This research analyzes How the financial position of the village in the financial system of the country or region, as well as whether the financial resources of the village is derived from the state budget or region budget managed in village budget belongs to the category of village finances and whether tort against the financial management of the village can be categorized as a criminal act corruption. This chapter explains the economic functions and organizational structure of contemporary banking. It first discusses the role of banks in the economy, offering a brief account of the role of the financial system in capital allocation and risk management as well as key bank functions in this respect. It then details the rise and fall of the multifunctional bank in the era of globalization, and the different aspects of the too-big-to-fail bank problem and its possible causes. It explains the international nature of bank regulation and the standard-setting and regulatory coordination provided by key transnational regulatory networks such as the Basel committee on Bank Supervision and the Financial Stability Board; discusses the legal definition of the term ‘bank’ in the US and of ‘credit institution’ under EU legislation; advances a new understanding of what the term ‘bank’ means in the post-2008 era.

The paper reveals the essence of the system of public financial management (PFM), defines its key elements of the PFM system, and articulates goals and objectives in enhancing employment. The authors definition of PFM is given. A comparative analysis of managerial financial cycles in the public and private sectors of the economy is carried out. The historical aspect of the PFM reforms is also analyzed, and various approaches to financial management (income and expenditure) in the public sector are studied and suggested better ways to improve the busyness of the population. Factors influencing the effectiveness of the PFM reforms are revealed. The challenges faced by financial managers in implementing public finance reforms are analyzed, and the opportunities that can be used to achieve the objectives of the PFM system, some of which are simultaneously challenges are analyzed.

В статье с позиций общего методологического анализа понятия «устойчивость» обоснована теоретическая и практическая значимость использования понятия «устойчивость финансовой системы региона», проанализированы подходы к раскрытию особенностей понятий финансовой устойчивости нефинансовых организаций, банков и страховых компаний, проанализированы подходы к определению понятия финансовой системы страны/ региона и ее структуры. В качестве основополагающего для целей анализа устойчивости финансовой системы региона выбран подход, в рамках которого финансовая система региона рассматривается как совокупность взаимодействующих и взаимосвязанных между собой таких секторов как сектор государственных и муниципальных финансов, финансовый сектор региона, региональный сектор корпоративных и личных финансов. Показана неравномерность развития отдельных институтов финансового сектора Российской Федерации и проанализированы основные показатели развития секторов финансовой системы страны за период 2016-2020 гг. Изложены методические подходы Банка России к исследованию финансовой стабильности. Предложено авторское определение «устойчивость финансовой системы региона» и совокупность параметров и показателей для оценки устойчивости секторов финансовой системы региона. The article substantiates the theoretical and practical significance of using the concept of "stability of the financial system of the region" from the standpoint of a general methodological analysis of the concept of "stability", analyzes approaches to revealing the features of the concepts of financial stability of non-financial organizations, banks and insurance companies, analyzes approaches to defining the concept of the financial system of a country / region and its structure; as a fundamental approach for the purposes of analyzing the stability of the financial system of the region, the approach is chosen in which the financial system of the region is considered as a set of interacting and interconnected sectors: the sector of state and municipal finance, the financial sector of the region, the regional sector of corporate and personal finance. The uneven development of individual institutions of the financial sector of the Russian Federation is shown and the main indicators of the development of the country's financial system sectors for the period 2016-2020 are analyzed. The methodological approaches of the Bank of Russia to the study of financial stability are described. The author's definition of "stability of the financial system of the region" and a set of parameters and indicators for assessing the stability of the financial system sectors of the region are proposed.

Abstract. The article suggests methodological support for the management of financial resources of domestic enterprises based on the definition of the key issues of financial management and its adaptation to existing economic conditions. It has been found out that for the construction of an effective system of financial resources management, it is advisable to take into account the following requirements: the existence of causal relationships between the elements of the system; dynamism, ability to change the qualitative state; possession of a parameter, the influence of which makes it possible to change the course of the economic process. It has been noted that when developing a budgeting system at an enterprise, it is always necessary to take into account the main limiting factors affecting the financial activity of an economic entity from which the budget calculation should begin. Determination of the preliminary set of budget indicators has been identified as the main task of designing a comprehensive budgeting system as a component of the financial resource management system. In order to guarantee the use of effective indicators by all participants in this process, it is necessary to simultaneously apply the principles of design «top-down» and «bottom-up». It has been pointed out that debt obligations are currently a big problem for domestic enterprises. The proposed methods of debt management allow managing the financial resources of the entity based on the definition of key positions of financial management. It has also been mentioned that one of the most important elements of the financial resources management system of an enterprise is risk management, which becomes an integral element and a subsystem of the strategic management of an economic entity. In turn, one of the most important elements of the risk management system in an enterprise is the assessment of financial risks. It has been noted that modern enterprises have the opportunity to use a wide range of methods for assessing financial risks, among which are such clusters of methods as statistical, analytical and expert. The conclusion has been made that in conditions of economic and social instability, economic entities should pay special attention to an integrated system of budgeting and risk management, since at present these two areas are the most important components of the effective management of financial resources of an enterprise. The paper is dedicated to the problems of identification and diagnostics of the enterprise financial status. The main attention is paid to the methods of assessing the current financial status of the enterprise. The author’s definition of financial status of the enterprise is performed in the paper, as a result of the analysis of current variants of that concept determinations. The financial status of the enterprise is determined in the paper as a multiple enterprise characteristic which includes current incoming, distribution and investment financial resources. The diagnosis of financial status is defined in the article as an evaluation of incoming, distribution and investment of financial resources of the enterprise with indicators that comprehensively characterize its current activities. The factors of capital structure, liquidity and cash flow effectiveness is proposed in the paper as indicators of the enterprise financial status. which can be used to provide the diagnostics. The integrated indicators of enterprise financial status and its current effectiveness (which based on enterprise cash flow factors) is presented in the paper in order to summarize the results of financial status diagnostics. This approach illustrates the important choice of enterprise between such alternatives as: a) accelerated development and financial risks; b) financial stability and limited capital growth. The final result of the paper is the matrix called «financial state-efficiency of activity» which allows to get interpretation of the concluding diagnostics procedures. Key features of the matrix application are similar to those used to substantiate managerial decisions in the strategic management. The practical implementation of this matrix allows the enterprise to ensure equilibrium between development (by increasing current liabilities) and improvement of enterprise financial positions (by increasing the value of liquid assets and optimization of capital structure). The results of the paper can be used to improve the financial status of enterprises, regardless of its sectoral specificity.

The subject. The article is devoted to research the legal nature of international treaties.The purpose of the article is to formulate the feasibility of determining the legal status of international treaties in the composition of the sources of law in terms of its unity.The methodology. The author uses the systematic approach to research, methods of anal-ysis and synthesis, including formal legal analysis of international treaties, Russian legislation and courts’ decisions.The main results and scope of their application. The analysis of the categories of legal act, the regulatory agreement, the international treaty, describing its characteristics, legal characteristics is performed. On the basis of the main legal characteristics of the category of normative legal acts, the expediency of inclusion of an international treaty to this category is proven. It is groundless to detach international treaties on normative legal acts, thereby reducing the extent of the need for their application. This, however, does not change the fact that the source of law in each legal system may have special characteristics depending on such system and complementing the basic characteristics. The international treaty is a legal act of international law. Such a conceptual approach to this issue allows making further conclusions.Conclusions. The author highlights the circumstances of the need for reasonable use of international treaties to resolve disputes, that are significant for the process of enforcement. This position is based on the proposed definition of an international treaty including it to the normative legal acts.

The article analyzes the theoretical essence of formation and use of enterprise’s financial resources. Our country is in conditions of economic instability caused by various destructive factors. In this regard, domestic enterprises are increasingly faced with the problem of insufficient financial resources and sources of its formation. The situation is exacerbated by a reckless approach to the use of these resources. In fact, inefficient formation and use of financial resources is an urgent problem. Therefore, there is a need to research the theoretical foundations of the formation and use of financial resources of the enterprise as a basis for effective functioning in the current circumstances. The article proves that the formation and use of financial resources is an important component of the overall system of enterprises’ financial management. Also it describes the essence of the term "financial resources of the enterprise" by considering various scientific approaches to the interpretation of this category. Our own interpretation of this term was formed. In addition we emphasized the distinction between the categories of "financial resources" and "cash". The article contains explanation theoretical basis of the financial resources formation, focusing on the sources, which are divided into internal and external. Besides the article highlights the main areas of use of funds and finds a reasonable classification by types of assets and types of expenditures. There are the main indicators for assessing the effectiveness of the use of financial resources of the enterprise are outlined, which include analysis of the dynamic and structure of funds and the ratios of financial stability, liquidity, business activity and profitability. A number of problems that impede the smooth running of economic activities have been identified. Recommendations for improving the quality of formation and use of financial resources of a corporate enterprise have also been developed. Ensuring careful control over the formation and use of enterprise’s financial resources is a prerequisite for its effective operation.
