Opportunities and risks of the climate policy in Russia

The climate agenda involves significant economic dimension and component. This is precipitated, on the one hand, by the climate change impact on the economy and its implications for economic development that necessitate costs for planning and implementing adaptation measures, and, on the other hand, by the imperatives of structural and technological modernization of the economy to strengthen its competitiveness and sustainability of socio-economic development including reduction of industrial greenhouse gases (GHG) emissions and increasing the ecosystems’ carbon sink capacity. The above implies harmonization of ecological, climatic, socio-economic, and technological characteristics to produce an effective national low GHG emissions socio-economic development strategy required by the Paris Climate Agreement. This in turn calls for comprehensive assessment of the impact produced by new low-carbon technologies on economic dynamics using the framework of macrostructural calculations and scenarios of economic development of Russia with different volumes of funding invested in decarbonization. It is argued that the most efficient is a group of so-called moderate scenarios that provide for both GHG reduction and economic growth rates above the global average. More ambitious scenarios involve risks of slowing GDP growth given weighty additional investment which constrains the dynamics of household consumption. The key role of the Russian ecosystems capacity to absorb and sequester carbon in implementation of the low GHG emissions socio-economic development strategy is substantiated and the imperative for the complex of measures to improve the efficiency of land use and forestry resources (LULUCF), primarily the quality of R&D and the national monitoring system development, is emphasized.

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.

Abstract The Korean government has recently established national and sectoral mid-term greenhouse gas (GHG) reduction targets. Specifically, the country must reduce its total GHG emissions by 30% compared to business-as-usual (BAU) by 2020. This study has two main purposes. First, the study aims to measure the economic impacts of pursuing and achieving the government’s GHG reduction targets. Second, it aims to estimate each major policy’s potential GHG emission reductions in the various sectors. We use the computable general equilibrium model and develop three scenarios to examine the economic and environmental impacts of Korea’s green growth policies – a baseline scenario wherein the national economy proceeds without green growth policies; scenario A, wherein the government imposes national and sectoral emission reduction targets without adopting green technologies; and scenario B, wherein the government adopts policy and technology as renewable portfolio standard and carbon capture and storage. The simulation results from scenario A indicate that the government’s mid-term targets could pose a significant challenge to Korea’s national economy. In addition, the results from scenario B indicate that low-carbon green policy and technology will play an important role in reducing GHG emissions.

The article substantiates the need for the formation and implementation of the socio-economic development strategy of the country as a basis for sustainable and dynamic development. International and domestic experience, formation and approval of the strategy are analyzed. Based on the study and analysis of the situation, the author proposed a mechanism for determining the priorities of the strategy, the application of criteria of relevance and feasibility as a basis for setting priorities. Relevance criteria are divided into critical, important and desirable, where a critical priority is the event that must be carried out at a certain time despite the necessary resources; an important priority is one that has a positive effect on efficiency, but is determined by the resource limit, and a desirable priority is one that can have a positive effect on efficiency, but resources and deadlines depend on their availability after the implementation of other measures. The implementation criterion is divided into political, technical and financial. Political implementation involves the support of the government and the parliament in the adoption of relevant laws, regulations and more. The technical implementation of the strategy is based on the appropriate infrastructure, potential, complexity, timing, as well as the sequence of implementation of certain activities. The financial criterion is based on financial needs, capital and other expenditures, the need to increase efficiency or mobilize additional financial resources. The need to prepare an operational plan, which should be holistic, clear, specific, flexible, clear, controlled, easy to manage and interrelated with the budget, is justified. The operational plan should encourage executors to act without confusion or misinterpretation of what should be done, how and when.

The article outlines the main factors of the formation and implementation of regional policy at the micro-region level in order to ensure the proper economic capacity of the territorial community. In the conditions of decentralization, the local self-government bodies are almost independent and fully responsible for the state of socio-economic development of communities. The main factors that should be taken into account in the development of socio-economic regional policy at the level of the united territorial communities are the following: the state of the regional labor market development; the state of use of internal regional factors for the development of productive forces; the state of the road infrastructure; social needs of the region population. It is necessary to implement the regional policy of the united territorial communities for the sake of solving complex problems on the basis of the development strategy of this community, in particular with a view of ensuring the financial autonomy and economic capacity. In the developing of the socio-economic development strategy of the microregion, the main principles should be: focusing on the needs and interests of people living in the microregion; longterm vision of the territory development; a comprehensive and holistic approach of solving current problems; grounding on a comprehensive analysis of the status of local regional development; active and effective public participation. The key components of the socio-economic development strategy of the micro-region should be: assessment of its resource potential; analysis of the demographic situation in the microregion; analysis of labor potential and its employment; modern state of micro-region economic development; study of the state infrastructure available to it; a generalized analysis of the socio-economic situation in the microregion and challenges in the future; priority directions of microregion development; regional micro-region development programs.

The article considers the impact of national climate policy on the development of the Russian economy and energy sector. Implementation of an aggressive scenario (which is aimed at containing at any cost the rise in global temperature within 1.5 °C compared to the pre-industrial era) is unacceptable to Russia from socioeconomic perspective given it leads to lowering the average annual GDP growth rate by 1.8 percentage points by 2050. Effective long-term development strategy with low GHG emissions level should focus on structural and technological modernization of the economy; improve the absorption potential of the LULUCF sector; stimulate only those structural changes in the energy sector that involve production and technological chains within the country and do not provide for excessive price growth. Russia retains a significant potential for energy efficiency growth, and the necessary condition for activating this process is sustainable economic growth as it involves modernization of the production facilities and using available and competitive industrial capacities. The implementation of a reasonable scenario, based on these principles, would allow Russia to fulfil the nationally determined contributions within the Paris Agreement while ensuring economic growth at the rate not less than the global average one.

Subject. Analysis of the implemented measures aimed at the socio-economic and infrastructural development of the Novovoronezh City District. Topic. Research achievement of target values of strategic indicators of development of the city district of Novovoronezh in the framework of the implementation of the strategy of socio-economic development 2035. Purpose. Assessment of the achievement of the target values of the strategy 2035 indicators by the end of 2020 and the impact on them of internal and external conditions that determined the results of the deviation of the planned values. Methodology. Methods of logical and comparative analysis of the target values of indicators by year and statistical analysis of the achievement of the planned values of indicators. Results. The assessment of the activities carried out within the framework of the implementation of the strategy of socio-economic development by the end of 2020 allowed us to identify indicators whose planned values have not been achieved. It was revealed that 77 % of the indicators were achieved in full or exceed the planned level. The failure to achieve the target values of 12 indicators out of 52 is primarily due to the special management regime of the past year, caused by the consequences of the pandemic and the restrictions imposed in 2020 due to COVID-19. Application area. Scope of application. Planning and regulation of the activities of municipalities. Conclusions. The implementation of the socio-economic development strategy provided for several scenarios, depending on the current market conditions. The results of the implementation of measures under the strategy 2035 of the Novovoronezh City District can be considered successful and do not require adjustments at the current stage in further implementation.
