The Authors raise the issues of development of competition in science, improvement of regulation of procurement of research and development. The proposals for optimization of this sphere are based on the analysis of the survey of scientific and higher educational organizations. The article emphasize a need of examination institution establishing, development of all existing ways of science funding, scientific organizations preservation. Also the article emphasize barriers elimination importance of participation in state procurements for scienсe workers and their temporary teams (not legal entities).

The relevance of the topic is related to the importance of humanitarian education for the formation of worldview and spiritual and moral foundations of the personality. The need for humanistic and humanitarian orientation of University education is justified by many pedagogues. Universities of the MIA of Russia provide students with the opportunity to master a wide range of Humanities. The article presents the results of a study that developed a system of Humanities that affect the spiritual and moral development of students. In the course of the analysis, the worldview and psychological and pedagogical blocks of Humanities were identified, and the number of hours for each course of study was indicated. In addition, the article shows the interdisciplinary connections of Humanities that integrate knowledge on the spiritual and moral sphere of personal development. There are four thematic modules of Humanities: “Man”, “Society”, “Activity”, “Universe”. The analysis of the interdisciplinary interaction of the selected thirteen Humanities is carried out. Examples of forms and methods of formative work are shown, according to the curricula for the mastering these disciplines. The topics, their content, forming competencies, forms and methods of experimental work are correlated, which allows us to clearly trace the interdisciplinary connections.

One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The activity of the modern university library is connected, among other things, with the creation of strong links between different educational and scientific organizations. The goal of such cooperation is to improve the quality and accessibility of Russian higher education, including its digital forms. These problems are solved by a non-profit project of the electronic library system Lan, called Consortium of Network Electronic Libraries (Consortium NEL). It helps universities to optimize costs, increase the number of books and manuals for free. The project already involves 284 universities from Russia and the CIS countries (Kazakhstan, Belarus). Their publications form a book collection of 37 000 textbooks, manuals, workshops and lecture courses on the Lan’s platform. The article describes how the project was created, what is its current state and what are its opportunities. The experience of 284 Russian universities and universities of the CIS countries can be useful for libraries of all educational organizations.

Purpose Research and development pursuits have always been an integral part of a teacher’s professional development. Today, the higher educational institutes (HEIs) are chiefly prioritizing and providing a sustained support toward research-based and research-oriented learning. But as revealed by the broad outlines of the entire scenario, a fall in research productivity and developmental attempts is witnessed among the faculties of higher educational establishments. To put it succinctly, the motivating aspects that reinforce such activities are not adequately taken care of and have thwarted their progression. The purpose of this paper is to delve deep and explore the factors that inspire teachers toward an enriched research and learning, which equally gets reflected in their teaching practices. Design/methodology/approach This is a descriptive research with a cross-sectional survey on faculties from different HEIs of West Bengal. A questionnaire has been designed with a five-point Likert scale to draw the primary data. Convenience sampling technique has been utilized. Exploratory factor analysis and confirmatory factor analysis have been performed with structural equation modeling on the hypothesized research model through AMOS. Findings The major findings of the research have revealed that improved research and development activities of faculties had an immense impact on their teaching quality. The level and accessibility of infrastructure posits a strong influence in augmenting a teacher’s research and developmental endeavors. Working climate influences teachers’ research activities as well their teaching adroitness. Research limitations/implications Results may vary when an extensive study is conducted on teachers of HEIs of two or more states or of the country as a whole. Suppression of the real underlying facts by few respondents may affect the result to a small extent. Practical implications When faculties orient themselves toward research intensive learning and teaching, the students actively get involved in a platform of greater interaction. It elevates their persistence level, intellectual curiosity, critical thinking and cognitive skills. Research-based teaching is also instrumental in honing their analytical skills, promoting creativity. Originality/value The study identified a vital role of the higher education institutes in motivating the faculties toward research-based teaching. There is a dearth of empirical research in identifying the factors that enrich the learning patterns and research activities of the teachers. Thus, it can prove to be a constructive study if implemented.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. Representation of the Higher Educational and Scientific Institutions in the Upper House of the Hungarian Parliament in 1927–1944. The Upper House, what was the second chamber of the Hungarian Parliament, was functioning between 1927 and 1944 and followed the image of the Main House (House of Magnets) before 1918, but operated in a more democratic spirit and structure. Besides the aristocrats and the leaders of the church, the representatives of the higher educational and scientific institutions, and economic organizations deserved a place. The study overviews the Upper House representation of the Hungarian Academy of Sciences, universities in the capital and in the country, other scientific organizations, and other institutions of higher education, and there is enclosed a list of the representatives of the above mentioned institutions exactly to the day.
