The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

<p>O objetivo deste artigo é contribuir ao debate acerca da gestão do Poder Judiciário tendo como referência o princípio constitucional da eficiência na administração pública e os princípios da gestão da qualidade. Sob esse enfoque são abordados os temas da crise na administração pública e na administração judiciária. Através de uma revisão bibliográfica em livros e artigos levantou-se as contribuições de autores sobre o tema em análise. Uma correlação entre os princípios da qualidade e a realidade encontrada na administração de unidades judiciárias, através das fontes analisadas para o estudo, é realizada com o fim de demonstrar a validade da aplicação dos princípios para nortear as mudanças necessárias para a melhoria da prestação jurisdicional e a aumentar a satisfação da sociedade. O artigo apresenta a aplicabilidade de um sistema de gestão da qualidade, conforme o modelo da norma ABNT NBR ISO 9001:2015, como uma alternativa eficaz para que o Poder Judiciário apresente a resposta mais adequada para a necessidade de melhoria na eficiência da gestão do Poder Judiciário.</p><p> </p><p>The purpose of this article is to contribute to the debate about the management of the Judiciary having as point of reference the constitutional principle of efficiency in the Public Administration and the principles of quality management. This approach addresses the issues of crisis in the public administration and judicial administration. Through a bibliographical review in books and articles the contributions of authors on the subject under analysis were compiled. A correlation between the principles of quality and the reality found in the management of judicial units, through the sources analyzed for the study, is established in order to demonstrate the validity of the application of the principles to guide the changes necessary to improve the jurisdictional performance and to increase the satisfaction of society. The article presents the applicability of a quality management system, according to the model of ABNT NBR ISO 9001: 2015, as an effective alternative for the Judiciary to provide the most appropriate response to the need of improving the efficiency of the Judiciary management.</p><p> </p>


In this paper the monitoring implementation is considered in systemic and process approaches, in these approaches monitoring is integrated into controlling and planning functions, respectively. The shortcomings of this integration were identified. The process approach is currently used in public administration, but the monitoring quality cannot be described as high. It was proved that for indicative management integration with organizing function is required. This statement is based on monitoring place in the overall indicative management system and its methodological basis, including the concept of monitoring, object and subject of research, its goals and functions. The target, structural and functional focus of monitoring in relation to the public sector organizations indicative management was identified.

The main problem: The article analyzes the situation that has developed in the market for the provision of services in the field of physical protection of objects vulnerable to terrorism, as objects of special importance for ensuring national security. The main problems hindering the development of the industry are: the lack of a comprehensive regulatory framework that establishes requirements for all aspects of the use of physical protection systems at all stages of the life cycle, from design to decommissioning, taking into account risk assessment; the formal nature of control procedures, which does not take into account all aspects of interdisciplinary interaction; the low involvement of qualified specialists in the process of developing approaches that ensure effective regulation of the industry. Purpose: The main goal in the current conditions is to develop a model of interaction between state bodies and the professional community, which will effectively regulate the relations between the subjects of activity in the field of protecting objects vulnerable to terrorism (here in after OVT). Methods: The authors of the article analyzed the regulatory legal framework. The conditions that impede the development of the industry have been identified. The message of the President of Kazakhstan in terms of directions for the development of the public administration system was also studied. The modeling of the processes and connections between the subjects of activity in the field of protection of the OVT has been carried out. Results and their significance: The main reason for the insufficient level of protection was revealed, which boils down to the absence of criteria for assessing protection systems in terms of quality indicators. This is facilitated by the insufficient competence of technical specialists developing requirements for systems and ignoring the application of standards, as well as insufficient involvement of the professional community in control over the activities of market entities. The authors of the article proposed a model of a management system for the protection of OVT, which will improve the quality of processes and ensure the result due to the additional involvement of the professional community and the development of regulatory documents. In addition, the model corresponds to the course of development of the public administration system, which is set by the country's leadership. A number of proposals have been formulated for the implementation of a new model of the OVT protection management system. The model describes the interaction of government agencies and the professional community.

This article discusses the influence of digitalization on diverse social activity spheres. The authors analyze the essential notions of digitalization with regard to philosophy, law, political science, and economics. The digital sphere becomes virtual space without understanding and recognizing territorial and hence, nation-state, jurisdiction. Global digitalization for all social spheres becomes a reality. Nowadays, the digital economy is globalizing, the public administration is digitalizing, electronic technologies in finance are developing, and smart cities are being created. Law lags significantly behind new digitalization challenges and does not always react swiftly with regard to social interaction dynamics. Philosophy conceptualizes human existence in digital society in the new digital era.

AbstractObjective: The implementation of mechanisms stimulating marketization of the public sector is an elementary assumption of a modern public management system. The main goals of these processes are to increase efficiency, reduce bureaucracy, create a platform for cooperation between public and private entities, and extend decentralization. The set of rules practiced in modern local governments increasingly resembles a private enterprise managed by efficient managers. The traditional approach, which was only the administration process itself, is being replaced by a focus on economy, efficiency, quality, and effectiveness.Methodology: The material was created based on the qualitative method in the form of secondary analysis of literature data. At the same time, it provides the theoretical background for conducted empirical research on changing the management system in public administration. The effect of further research explorations will be another material presented in the form of a research reportValue Added: The New Public Management (NPM) concept is based on changing the orientation of management of public organizations consisting in ceasing to apply the approach focusing only on procedures and rules of conduct related to expenditure, and implementing rules based on the analysis of the results related to expenditure incurred, adopting strategic orientation and introducing market mechanism for the process of providing public services (Zalewski, 2006, p. 74). The purpose of the article is to describe the New Public Management model, the implementation of which helps public institutions to respond to challenges posed by external and internal stakeholders.Findings: The article presents the thesis that changes in public administration require the transformation of a management system characterized by entrepreneurship, the use of different business-oriented strategies for implementing effective actions.Recommendations: The idea of New Public Management is to replace the bureaucratic administrative management model and to introduce a managerial model, i.e. the application in the public sector of the principles and solutions of management systems known and used in the business sector (Alford & Huges, 2008, pp. 130–148). This is caused by the increase in citizens’ expectations regarding the increase in the quality of service provision, while at the same time unwilling to raise taxes. To achieve this goal, NPM has introduced certain assumptions to help in effective management (Templatka, n.d.).

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
