This paper is based on the premises of economic development through the creation of economic enclaves across the region-seeking industrialization in the context of India. The study suggests that Special Economic Zones policy has attracted a considerable amount of export-oriented investment and production, employment creation, and technical know-how. However, the policy has not met the desired results considering the objective of economic development. Assessment leads to understanding that competitiveness of domestic firms and linkages with foreign affiliates can be strengthened by the adoption of institutional re-structuring to create the conducive environment for further industrialization. It may lead to related spillovers to have positive impacts on the overall economy.

The article examines the expediency of establishing special economic zones in different regions in order to promote the socio-economic development of the regions in the Republic of Azerbaijan. The article analyzes the implementation of social and scientific-technical goals in the creation of special economic zones, the integrated development of backward regions, the provision of high-quality goods to the national market, increasing the efficiency of production forces and infrastructure.

Competitive and productive Special Economic Zones (SEZs)/ industrial Parks (IPs) of the future will be those that will abandon the wasteful linear development model and instead embrace a circular economy that is characterized with the circular flow of materials and energy. Doing this will not only lower pressure on the use of the country’s virgin raw materials but also contribute to the reduced carbon footprint of the SEZs/IPs by helping to divert wastes from the landfill. This paper investigated the spontaneous evolution of waste and by-product exchange at the agro-processing and garment clusters of the Athi River SEZ. These cluster based material exchanges evolved on their own largely as a result of the prevailing forces of material supply and demand. Though at its infancy, this emergency of industrial symbiosis at the economic zone has helped to demonstrate the social inclusion dimension of green growth through the creation of decent green jobs. The practice has also enabled participating firms to reduce their GHG emissions and lower their operational costs. The economic zone’s desire to fully embrace waste recovery, reuse and recycling as part of its deliberate efforts of advancing the ideals of a circular economy is currently being hampered by a lack of functional waste recovery, reuse, and recycling infrastructure. The proposed strengthening of University-Industry-Government (U-I-G) collaboration at the Athi River SEZ, will help promote eco-innovation that forms the cornerstone of the economic zone’s improved productivity and competitiveness. The paper sought to unravel the enabling policy interventions that need to be put in place so as to accelerate the transformation of the country’s economic zones into environmentally friendly Eco-Industrial Parks (EIPs) capable of attracting green foreign direct investments (FDIs). It also tackled the barriers that need to be overcome by key stakeholders so that the country’s SEZs/ IPs can adopt a development trajectory that enjoys low-emission levels, efficiently uses its resources, and is socially inclusive through the creation of decent green jobs.

In the article, the authors salute the promotion of the project "One Belt-One Way" and the creation of free economic zones along it as one of the opportunities to implement the policy "Chinese Dream" promoted by the PRC. The huge expanses and potentials covered by the One Belt-One Way strategy can be just right for this purpose. Free economic zones created along the new route will be very beneficial to the Chinese economy, will also serve to promote Chinese "soft power." The authors also analyze the effects and risks of this event on neighboring regions, especially on the Republic of Kazakhstan.

Maritime issues have gained international prominence in recent decades, fueled by the decline in global fishing catches, the scramble for oil and mineral resources, and states’ desire to lay sovereign claims to their maritime spaces. States are willing to use militarized force to defend their maritime claims, as the UK-Iceland "Cod Wars" and militarized confrontations between Greece and Turkey in the Aegean Sea demonstrate. This paper evaluates two primary mechanisms for resolving maritime conflicts: 1) the creation of private ownership of maritime zones in the form of Exclusive Economic Zones (EEZs), and 2) the creation of an institution, the United Nations Convention on the Law of the Sea (UNCLOS), to establish standards for maritime claims and the resolution of disputes. We evaluate the effects of UNCLOS and EEZs on the peaceful and militarized management of maritime claims in the Western Hemisphere and Europe (1900-2001) and the long-run effects of privatization and institutionalization on marine fishing stocks (1950-2003). Our analyses suggest that declared EEZs work efficiently for helping states to reach agreements over maritime claims in bilateral negotiations, while membership in UNCLOS prevents the outbreak of new claims and promotes more frequent third party management efforts. We also find a U-shaped relationship between marine catches and the duration of UNCLOS/EEZ commitments, indicating that fish stocks initially decline and then recover positively after the implementation of conservation policies.

The article contains material on the princi-ples and special conditions for the function-ing of special economic zones of technology-innovation type. Since the creation of the first free economic zone (FEZ), there have been many changes. There have been both successful projects and weak experiences that have already been analyzed. Regular revision, generalization, and updating are required for many regulations governing the creation and operation of these territories with special conditions. At the same time, potential SEZ residents – entrepreneurs – need an explanation of the complex lan-guage of regulatory acts. This work was based on the generalization of methodologi-cal documents and practical experience. It focuses the reader on the principles and conditions that allow nowadays to create promising, successfully developing SEZs. The paper can become the basis for updat-ing regional and local regulatory acts to im-prove conditions for the advanced develop-ment of territories.

Various theories and studies suggest that the Economic Zones are actual and very important instruments for the attraction of the FDIs and for the promotion of exports. However, on the other side, there are pro and against economic arguments regarding the opinions for the creation of economic zones, suggesting also that the adoption of such schemes is not always profitable. Economic Zones are a solution for the whole region because it creates demand for a variety of jobs that would encourage technological education and that would promote economic growth for the existing population in the areas that are currently attracting new residents. For the reason that benefits arising from the making of Economic Zones are of unique value and very important for the country in which they are established, therefore on this it is based the decision of many countries to adopt the schemes for the Economic Zones. However, even more important is to know the other side of the coin, i.e. limitations and obstacles to achieve the expected benefits, problems and costs which in many cases are unforeseen or underestimated. In addition to the abovementioned benefits for the country as a whole, the state must also perform an analysis of costs and revenues, so to evaluate the effects that would have on the state budget the establishment and management of these areas and its ability to realize other public investments. This paper also provides details of benefits and problems arising from implementation of Economic Zones, such as: the potential growth of foreign exchange earnings; the effect of income taxes; transfer of technology, knowledge and relationships in the supply chain; employment effects on local and national economy; as well as the benefits from the development of human capital. In the focus of this paper are the policies and the structural and institutional reforms of Kosovo on the creation of appropriate conditions for the attracting of FDIs and for the promotion of exports. This for the fact that Kosovo is among the countries with the lowest indicators of exports regardless of the kind of products or services. Therefore, the establishment of economic zones, except that are very important instruments for the promotion of exports, they will make also possible the generation of new work places that Kosovo needs for the fact that unemployment is very pronounced. Various cases of creating Economic Zones in Kosovo are presented in the final part of the paper. The purpose of this paper is that in both in practice and in theory to treat the economic zones from a critical perspective regarding their main benefits and to find the factors that would minimize the positive impact on the host country.

In this article, the ongoing process of economic reforms in the country, along with changes in the service sector and the creation of new jobs, the ongoing tradition of sustainable economic growth has provided the creation and development of objective conditions for increasing employment. Free economic zones, as an important link in the global economy, are showing their positive effect in attracting foreign investment in many countries. Free economic zones exist in different forms in different countries and are united by one feature, namely, the preferential conditions introduced in these regions.
