The authors make retrospective analyze of "outcome-based education" and “competence-based education” concepts evolution. National educational standards and curricula all around the world have gone through dramatic transformation over the last 20 years. New education models require new methodology for designing educational outcomes. In the paper, based on the analysis of international experience, a framework for designing outcomes is proposed. Authors analyze Canada, UK, Finland, Australia, USA experience. Also terminology of meta-subject and subject outcomes are discusses in the paper. The framework presented by the authors is applicable both for school and teacher curricula, and at the national level, when formulating standards or example currucula.

The article examines the existing restrictions associated with the development of a national system of qualifications (recognition of qualifications of qualifications internationally, the coexistence of elements of the old and new qualification systems, the gap between the labor market and the system of vocational education). It is noted that in the field of pharmacy, along with existing restrictions, the development of the industry qualifications framework is hindered by the lack of descriptions of professional activities performed by pharmaceutical personnel at the legislative level. In this regard, the authors conducted a comparative analysis of the content of groups of occupations described for pharmaceutical personnel, in accordance with the Russian Сlassifier of Occupations (as a document that is the basis for the development of the sectoral qualifications framework) with the types of activities carried out by subjects of circulation of medicines (production of medicines and pharmaceutical activities) in order to define the boundaries of professional activity of pharmaceutical personnel at the national level. The international experience of research of the content of professional activity of pharmaceutical personnel and the main factors contributing to the appearance of labor functions in the professional activity of pharmaceutical personnel that are not fixed at the legislative level (in accordance with the ISCO) are studied. In order to eliminate the existing restrictions that prevent the development of a unified system of professional qualifications in the field of pharmacy in the Russian Federation, the article concludes with an approach to describing the professional activities of pharmaceutical personnel used by FIP industry experts.

Public-private partnership (PPP) long ago became a worldwide mechanism for the implementation of big-scale state projects, which require significant financing. One of the most widespread areas of PPP application are the sustainable energy development programs, which when successfully carried out become a key to the energy security for any country.  The implementation of similar projects at the national level require the detailed examination and systematization of the international experience, which may be used to elaborate the methodical and practical recommendations for its application in the Ukrainian context. This article analyzes the Asian countries’ experience and introduces the efficiency assessment mechanism for PPP project management by the public sector, based on the analysis made. European countries are well-known leaders in application of public-private partnership for big-scale projects implementation in various economic sectors. Their experience is a good example for Ukraine on its way to energy independence and economic stability. The establishment of partner liaisons with businesses will expand the State’s capacities and facilitate the private sector engagement to profitable and image-building projects for both stakeholders. Prior to elaboration of mechanisms and recommendation for PPP development, an analysis should be carried out to study the international experience of favorable basis establishment to incentivize PPP. The ontological approaches to classification of the national targeted programs were updated to reflect the essence of the targeted sustainable energy development programs. The study of the relevant international experience and domestic practices of clusterization and public-private partnerships has confirmed that for the energy-cluster-based PPPs to be successful the political will of the national government shall be supported by businesses, civil society  organizations, research centers and think-tanks, and administrative centers providing assistance to authorities and territorial communities in preparation and implementation of the targeted programs.

The purpose of this article is to provide the basic model of Hofstede and Grays’ cultural values that relates the Hofstede’s cultural dimensions and Gray‘s accounting value. This article reviews some studies that prove the model and develop the research in the future. There are some evidences that link the Hofstede’s cultural values studies with the auditor’s judgment and decisions by developing a framework that categorizes the auditor’s judgments and decisions are most likely influenced by cross-cultural differences. The categories include risk assessment, risk decisions and ethical judgments. Understanding the impact of cultural factors on the practice of accounting and financial disclosure is important to achieve the harmonization of international accounting. Deep understanding about how the local values may affect the accounting practices and their impacts on the financial disclosure are important to ensure the international comparability of financial reporting. Gray’s framework (1988) expects how the culture may affect accounting practices at the national level. One area of the future studies will examine the impact of cultural dimensions to the values of accounting, auditing and decision making. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.
