The article examines the existing restrictions associated with the development of a national system of qualifications (recognition of qualifications of qualifications internationally, the coexistence of elements of the old and new qualification systems, the gap between the labor market and the system of vocational education). It is noted that in the field of pharmacy, along with existing restrictions, the development of the industry qualifications framework is hindered by the lack of descriptions of professional activities performed by pharmaceutical personnel at the legislative level. In this regard, the authors conducted a comparative analysis of the content of groups of occupations described for pharmaceutical personnel, in accordance with the Russian Сlassifier of Occupations (as a document that is the basis for the development of the sectoral qualifications framework) with the types of activities carried out by subjects of circulation of medicines (production of medicines and pharmaceutical activities) in order to define the boundaries of professional activity of pharmaceutical personnel at the national level. The international experience of research of the content of professional activity of pharmaceutical personnel and the main factors contributing to the appearance of labor functions in the professional activity of pharmaceutical personnel that are not fixed at the legislative level (in accordance with the ISCO) are studied. In order to eliminate the existing restrictions that prevent the development of a unified system of professional qualifications in the field of pharmacy in the Russian Federation, the article concludes with an approach to describing the professional activities of pharmaceutical personnel used by FIP industry experts.

The article considers the problem of satisfaction with work and results of work on the example of the professional activity of the penal system employees. In this regard, the purpose of the study, reflected in this work, is to analyze the professional activities of the penal system staff of the Russian Federation. The objective was achieved by analyzing scientific sources devoted to the problem of work, professional activity, and satisfaction with their results, as well as the study and comparison of the results of research conducted in the penal system. During the research, such general scientific methods and techniques as analysis, synthesis, comparison, induction, and deduction were applied. The study draws a parallel between satisfaction with professional choices and satisfaction with one’s own life in general, emphasizing the existential nature of the discussed issue. In conclusion, the authors describe the levels of perception of professional activities results by penal system staff. The obtained results can be used for preventive, educational, and corrective measures with penal system staff.

Modern professional activity imposes special requirements on the communicative training of specialists, which is manifested in the ability to negotiate, conduct a dialogue, correlate linguistic means with the tasks and conditions of learning, take into account social norms of behavior and the communicative expediency of statements.

Overcoming the contradiction between specialists who are trained by the system of secondary vocational education, on the one hand, and the need of employers for personnel, on the other, is one of the priorities of state policy in the field of professional training. The article contains a number of provisions: understanding the problem of imbalance in the labor market, the activities of state Executive bodies to overcome this problem at the Federal and regional levels, as well as the assistance of all stakeholders and social organizations. Such a problem as an imbalance between supply and demand in the labor market of various professions, specialties and qualifications was characteristic of the Sverdlovsk region, as evidenced by its reflection in the current Strategy of socio-economic development of the region. That is why improving the training system has become one of the goals of socio-economic policy. At the Federal level, a list of the TOP 50 most popular in the labor market, new and promising professions that require secondary vocational education has been developed. This list is a guideline for structural changes in the system of secondary vocational education, but it is not enough to bridge the gaps between supply and demand in the market of these regions. To take into account regional specifics, it is necessary to develop a similar list of professions in each subject of the Russian Federation. The adoption and updating of such a list requires an organized interaction of enterprises, authorities and educational organizations. The joint managerial and sociological problems that affect the interaction of social groups and public organizations of Sverdlovsk region in the process of achieving common goals, contains a compilation of practices that can be applied in other subjects of the Russian Federation.

The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

Currently, organ trafficking occupies a leading position among transnational organized criminal groups due to the high demand for illegal services and the relatively low rates of detection of illegal actions by law enforcement agencies. In this context, the purpose of the paper was to conduct a comparative analysis of the foundations of the legal regulation of criminal liability for organ trafficking and trafficking in the Russian Federation, Kazakhstan, and the European Union to form scientifically substantiated conclusions and suggestions for improving existing national legislation. To achieve this purpose, general scientific and special methods were used. The study also uncovers vectors and substantiates the feasibility of implementing EU legislation in the field of organ trafficking and trafficking in the criminal legislation of the Russian Federation and Kazakhstan, predicts the prospects for improving legal regulation on the subject matter and outlined the priority actions of legislative bodies. At the same time, promising areas of research in this matter are the issues of punishability of such acts and the appointment of the appropriate punishment. Furthermore, the creation of a highly regulated transplantation system at the national level was proposed, which is to be managed by a national transplantation authority with broad oversight powers. The creation of such a centralised competent authority will ensure the implementation of the scope of measures that would effectively reduce the risk of organ trafficking and trafficking and protect potential victims.

Relevance: in order to implement the effective personal self-realization of the future skilled worker, there is a need for the system of professional (vocational) education to follow the changes in the sphere of work, respond to the economic situation in the country, the structure of the market of professions, the demand for new competences. All this requires a significant increase in the degree of flexibility of this education system, creation of fundamentally new forms of its interaction with the labor market, employers and their active participation in its further and future development. Purpose: to carry out theoretical and methodological substantiation of the system of professional training of future skilled workers in the professional (vocational) education schools on the basis of modular competence approach. Methods: theoretical analysis, study of regulatory documents, analysis of curricula – to find out the state of development of the problem and determine the directions of research; comparison – to study different scientific perspectives on the problem; analysis and synthesis – to develop criteria and indicators of the readiness of future skilled workers to carry out professional activities on a modular basis; systematization and generalization – to formulate conclusions. Results: the essential characteristics of module competence training are revealed, its peculiarities and main aspects are characterized, which create the proper conditions for the formation of key competences and suc- cessful training of future skilled workers, the development of their creative cognitive activity and independence in terms of modular mastery of professional activity. Conclusions: in the implemented professional training of future skilled workers, based on modular com- petence, there is a complex development of skills and knowledge within the framework of formation of the specific competence of the individual, which ensures the fulfillment of the specific labor function and reflects the requirements of the modern labor market.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. the article presents an analysis of international experience in solving the housing problems of orphans and children left without parental care. These practices create certain opportunities for their adaptation in the conditions of the Russian Federation, taking into account the existing restrictions and socioeconomic risks. Among the promising opportunities for adapting international experience, the following can be distinguished: support of educational trajectories of orphans, ensuring their effective entry into the labor market, development of the institution of mentoring in the form of both state support and public charitable initiatives, development of the practice of social renting of housing from the municipal fund without the right to transfer it into the ownership of another person, expanding the representation of non-profit organizations in the field of social support for orphans and children left without parental care.
