Changes in the level and structure of food expenses in the European Union in the context of increasing household incomes

Changes in the consumption model are inherent in the processes of socio-economic development the indicator of which is the enrichment of the population. Such changes include the emergence of new proportions in the consumption of particular categories of goods and services, and, according to the regularities observed by Engel, lower the share of expenditure on a broadly understood category of food. Increasing incomes are also linked to changes in the internal structure of food consumption. This study is to assess the changes in the level and structure of food expenses resulting from the enrichment of the European Union (EU) societies. The study covered the co-occurrence of differences in food consumption with households' income differences in the EU countries. The analyses presented in the study relate to the period after the EU enlargement in 2004 and are based on the Eurostat data. The research allows for a positive verification of the thesis that the higher the incomes, the more balanced the structure of food expenses. In more affluent economies, the consumption of a more diversified basket of goods is observed. This finding is supported by the high negative correlation between the structure concentration ratio for food expenditure and the households' income level. In addition, the identification of country clusters based on consumption expenditure broken down into food categories makes it possible to confirm the thesis that there are income differences between economies with different consumption models. It is confirmed by the variance analysis concerning income level for countries in three groups: the South Europe with the highest food expenses, the Central and Eastern Europe with the most limited spending and the lowest income, and the affluent "old" EU members with high expenses on luxuries consumed for social reasons. However, the analyses presented here do not allow for validation of the thesis that food consumption patterns among the EU countries become similar, but rather point to the predominance of the consumption divergence processes, which occur despite the declining income differences. This claim is based on the observation of increasing average Euclidian distance between food expenses in the EU countries in 2005 and 2015. Nevertheless, some signs of shift towards Mediterranean consumption patterns may be found for many societies.

The article presents the determinants and directions of changes in food consumption in Poland against the background of other EU countries. Presentation the state of scientific knowledge is a baseline for further considerations. The next chapter includes the determinants of changes in food consumption in the countries of the EU over the last decade. Nextly the economic background in EU countries was presented. The next chapter was dedicated to the food consumption patterns in EU countries. A comparative analysis of food consumption in EU countries indicates that discrepancies remain in the level of economic growth within the European Union. Changes in consumption patterns in EU states are of both a quantitative and qualitative character. The present analysis of transformations in food consumption of Polish households shows that the tendency displayed in the results of previous research continues today.

The purpose of the paper was to analyse changes in food consumption patterns in the European Union (EU) countries and link these patterns with food production and imports. The two research questions posed by the authors were as follows i): are the structures of the consumption, production and importation of food becoming more similar or more diverse among EU countries, and ii) are changes in food consumption patterns caused by changes in domestic production, or has food been imported to a greater extent from abroad. The study investigated countries which that have been continuously keeping relevant statistics since 1961. The food consumption structures recorded in the years 1961–1969 and 2010–2017 were compared among these countries. Following this, the countries were grouped into subsets using the criterion of greatest similarity in terms of food consumption structures. The same was done in the case of their food production and imports. The study found that countries were becoming increasingly similar in terms of their consumption patterns. An opposite situation occurred concerning food production. In the case of food imports, structural diversity between countries decreased. It follows that changes in food consumption patterns mainly occurred through the adjustment of imports.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.

The article examines the financial support (not tax) of the economy in the EU countries due to the pandemic. A comprehensive vision of the situation and strategic planning are the foundation of the Euro-pean Union's economic policy. These qualities help to develop comprehensive measures to stabilize the labor market and entrepreneurship in the countries of the European Union in the context of a global emergency. A positive factor is also the fact that in an epidemic situation, political decisions of various states are aimed at introducing socially oriented measures that support their citizens.

The article analyses the process of EU enlargement with reference to the progress that Bulgaria and Romania have made within it. It is argued that leaving them out of the wave of accession finalised in May 2004 for ten of the candidate states, has placed them in a situation of double exclusion. Firstly, their geographical belonging to the region of Southeast Europe has been rendered non-essential by their advanced position within the EU enlargement process. Secondly, their achievement in economic and political transition has been removed from the progress of the ten states, which joined the EU in May 2004 by delaying the time of their accession. As a result, any efforts in regional cooperation and integration between Bulgaria and Romania on one hand, and other Southeast European states on the other, have been effectively cancelled. Moreover, in current European politics, the two countries have come to serve the unenviable role of exemplifying on the part of the European Union how progress is being awarded and hesitation punished.

The aim of this study is to determine changes in the structure of horticultural farms in EU countries in the years 2007-2017 and their incomes and determine the share of subsidies of the Common Agricultural Policy in the income of horticultural farms in studied groups. Horticultural farms from the European Union Farm Accountancy Data Network (EUFADN) of all EU countries were surveyed. A dynamic analysis of the structure of farm numbers in particular groups of economic size (ES6) was carried out, and then the average change in income and the share of subsidies in income within these groups in 2007 and 2017 were presented. As a result of the conducted research, changes in the number of horticultural farms in various groups of economic size were taken into account and the assumptions concerning the decreasing scale of fragmentation of horticultural farms were confirmed by a decrease in the number of the economically weakest groups and an increase in the number of medium and large farms. It was noted that, in the studied groups, the strongest income growths concerned farms with medium or high economic strength, which may mean that income had a significant impact on the process. Moreover, it results from the conducted research that existing institutional solutions additionally supported the tendency to reduce the scale of fragmentation of horticultural farms in the EU-12 due to the fact that the shares of subsidies were higher in groups with higher economic strength.

This article is dedicated to the German policy towards the EU enlargement. Its history as well as the current German policy towards prospective enlargements are analyzed in this paper. The article offers party-political and sociological analysis of Germany`s attitude towards the EU enlargement, also the reasons for it are determined. FRG supported all of the European Community and European Union enlargements. This line is being continued, but nowadays only step to step approach is being supported. Germany‘s motives to the EU enlargement are based on the liberal concept of the common security. The main goals of this policy are the including of European countries into the Western community of developed countries (the EU), the extension of the stability and security area. The economic integration is also very important for Germany. The key priority of the EU enlargement is the Western Balkan region (the so called “Europeanisation” of Western Balkans). This process is being supported by political elites of the region and by the European Union itself. It is recognized, that the Europeanisation of Western Balkans was used as a sample for the Eastern Partnership Program. Without consideration of the Russian factor, though, this strategy towards the post-Soviet countries has many weaknesses. But the EU-membership for the Eastern Partnership members is not excluded.

In the coming years, the number of tourist trips from and within the European Union can be expected to grow, as a result of ongoing integration processes, and also because it is becoming simpler and cheaper to travel. According to the WTO, tourism will grow at a moderate rate of four per cent annually in average, and by 2020 the number of tourist arrivals worldwide will reach 1.6 billion, of which 717 million tourist arrivals will be to Europe. Out of this number, more than half a million will be to present-day EU countries. Given the EU’s continuing enlargement, clearly this number will continue to increase, and with it the global importance of the EU. The EU’s tourist policy in the years to come will increasingly become better, more imaginative and more efficient. Regardless of the unchanging subsidiary principle, this policy will continue to develop, gradually adapting to new opportunities. The principles of the sector tourist policy are already being carried out in practice by all EU members, and any country aspiring to become a part this association will not only need to incorporate these principles, but respect them as well. Croatia is one of the countries which has embraced this orientation in tourism and it is aiming to address this “European challenge” at the level of market relations, taking efforts to avoid the pitfalls and threats of tourism marginalisation, given the harsh competition and protectionist measures existing within the EU.

Cooperation between the Council of Europe and the European Union is of great interest to Ukraine, which defines the entry into the European legal field as one of the main vectors of its development. The study is devoted to the study of the peculiarities of the impact of cooperation between the Council of Europe and the European Union on the development of modern international law. The authors studied the formation and development of collaboration between the Council of Europe and the EU; emphasized the legal aspects of cooperation between the European Council and the EU in the EU enlargement process; analyzed in detail the types of international agreements through the legal aspect and clarified the impact of cooperation between the Council of Europe and the EU on the development of modern international law and describe the forms of international legal cooperation between the Council of Europe and the EU.
