Energy efficiency in the transport sector: policy evolution and evaluation in some european countries

In the last years Energy Efficiency (EE) has become an important issue in the public policy makers' agenda due to ambitious objectives of the European Commission to reduce energy consumption by 20% in 2020. Many countries have adopted state-level EE programs targeted to include Energy Saving (ES) policy mixes in different sectors including transportation that is among the most energy intensive ones. The aims of this paper are to: i) report briefly the macroareas of state-level transport EE policies related to the transport sector, ii) verify the level of implementation of these policies among some European countries, iii) highlight, for each country considered, the EE measures adopted up to 2007 and compare the results obtained, iv) evaluate the implementation of EE transport successful measures adopted by each respective National Energy Agency (NEAs), and finally v) compare the main results deriving from EE policy implementation. In particular, in this last objective we adapted the good practice policy mix framework for car passenger transport proposed by the AID-EE Project at the information obtained from countries' National Energy Programmes (NEPs) updated to 2007.

The article deals with the actual problems of providing the economy with energy-efficient vehicles. The global development trend of the transport sector is its environmental and energyefficient orientation. In Kazakhstan, at the state level, legislative measures and concepts for the introduction and development of the "green" economy are being taken. The article analyzes the causes of high energy consumption in transport, the main directions of implementation of energy efficiency policy in transport. On the example of the largest metropolis of Kazakhstan – Almaty, the main measures to ensure sustainable development of transport, reducing emissions of pollutants into the atmosphere are presented. Also, the international experience in reducing air pollution by exhaust gases is considered, recommendations for its use are given. Energy-efficient focus of the transport sector will ensure the transition of the cities of Kazakhstan to the modern level of development and sustainability, in accordance with the best international practices and strategic documents of the Republic of Kazakhstan.

Energy efficiency (EE) program administrators and policy makers have long encouraged the adoption of efficient technologies and conservation practices across all energy users and sectors. Energy users who haven’t yet participated in efficiency and conservation programs despite ongoing outreach are often referred to as “Hard-to-Reach” (HTR). These individuals or organizations can include, for instance, low income or rural audiences on the residential side and small businesses or building operators on the commercial side. More effectively engaging underserved and HTR audiences is key to ensuring everyone benefits equitably from efficiency and conservation interventions. In June 2019, energy efficiency, behavior change and HTR researchers, practitioners, and policy makers from five countries embarked on a 3-year project in partnership with the UserCentred Energy Systems Technology Collaboration Programme (Users TCP) by the International Energy Agency (IEA). The purpose of this effort is to characterize the diverse audience segments commonly referred to as HTR and to uncover the barriers and behavioral opportunities to more effectively engage them. This paper describes the first of these efforts. We have synthesized data from a global survey (N=110) and stakeholder interviews with 40+ energy efficiency experts striving to better understand and engage HTR in their respective countries. This paper provides initial insights from this data into how HTR energy users are defined across the world and which segments have been prioritized globally for focused outreach. The overarching goal is to use a standardized research process to inform and improve how energy efficiency, behavior change, and demand response programs targeting specific HTR audiences are designed, implemented and evaluated.

IntroductionIn order to tackle the pandemic, governments have established various types of advisory boards to provide evidence and recommendations to policy makers. Scientists working on these boards have faced many challenges, including working under significant time constraints to produce ‘evidence’ as quickly as possible. However, their voices are still largely missing in the discussion. This study explores the views and experiences of scientists working on government advisory boards during the COVID-19 pandemic, with the aim to learn lessons for future pandemic management and preparedness.MethodsWe conducted online video or telephone semi-structured interviews between December 2020 and April 2021 with 21 scientists with an official government advisory role during the COVID-19 pandemic in Belgium, the Netherlands, UK, Sweden and Germany. The interviews were audio-recorded and transcribed and analysed using a combination of inductive and deductive thematic analysis techniques.ResultsScientists viewed the initial focus on biomedically oriented work during the pandemic as somewhat one-dimensional, but also highlighted difficulties of working in an interdisciplinary way. They found it difficult at times to ensure that the evidence is understood and taken on board by governments. They found themselves taking on new roles, the boundaries of which were not clearly defined. Consequently, they were often perceived and treated as a public figure.ConclusionScientists working on advisory boards in European countries faced similar challenges, highlighting key lessons to be learnt. Future pandemic preparedness efforts should focus on building interdisciplinary collaboration through development of scientists’ skills and appropriate infrastructure; ensuring transparency in how boards operate; defining and protecting the boundaries of the scientific advisor role; and supporting scientists to inform the public in the fight against disinformation, while dealing with potential hostile reactions.

Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public. Although current circumstances pose challenges to foretelling the future consequences of coronavirus spread, we consider environmental load-related researches became more and more important nowadays perhaps as never before. Many experts believe that the increasingly dire public health emergency situation, policy makers and word leaders should make it possible that the COVID-19 outbreak contributes to a transition of sustainable consumption. With the purpose of contributing to rethink the importance of sustainability efforts, here we present total suspended particulates (TSP) results which represent traffic emission caused air pollution in the three most populous cities of Ecuador obtained before, during, and after the: (i) the traffic measures entered into force on state level; (ii) curfew entered into force on state level; (iii) and quarantine entered into force (in Guayaquil, and whole Guayas province). We documented significant decrease in TSP emissions (PM2.5 and PM10) compared to normal traffic operation obtained from some four lanes roads in Quito, Guayaquil, and Cuenca. The most remarkable fall in suspended particulate values (96.47% decrease in PM2.5) compared to emission observed before traffic measures occurred in Cuenca.

The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

Current consumption of cloud computing has attracted more and more attention of scholars. The research on Hadoop as a cloud platform and its energy consumption has also received considerable attention from scholars. This paper presents a method to measure the energy consumption of jobs that run on Hadoop, and this method is used to measure the effectiveness of the implementation of periodic tasks on the platform of Hadoop. Combining with the current mainstream of energy estimate formula to conduct further analysis, this paper has reached a conclusion as how to reduce energy consumption of Hadoop by adjusting the split size or using appropriate size of workers (servers). Finally, experiments show the effectiveness of these methods as being energy-saving strategies and verify the feasibility of the methods for the measurement of periodic tasks at the same time.
