The lack of predictability of the strategic keys in the minds of unlimited deficits in the basic resources and the amount of pita has become a reality for a large number of companies. The financial stability in the market economy is of great importance, so that it does not play into the hands of the current and future sub-products of the state, which are in dispute with the crisis of the financial markets. The financial institution shall take advantage of the fact that it cooperates with its counterparties, which, by virtue of their belief, have been redeveloped on the basis of pre-engineering cooperation, can put their minds at ease; the ability to withdraw loans from commercial banks; and the ability to make private equity investments for potential investors. At the stage of the application of the investment partnership "Trest Zhytlobud-1" bull held a competition of financial and social activities through the analogy of financial zeal and the rapid development of cooperation. At the state of understanding of the financial stability of the enterprise, there was conducted a review of the financial stability of the enterprise as the basis of its life. The financial stability is an important information center for evidence and to take an optimal managerial decision, which will enable the company to achieve its objectives. The financial situation in the workplace is represented by the leading activity and activity of the company's activities in the future of its financial and economic activity. Absolute and significant exhibitors of the financial instability are nicknamed in the regional and analitical work of the company, the very same period of bull analogy is respected in the state, Moreover, the right reasoning and the right pathway to the visa is of particular importance for the management of the financial sector of life's behavior in the minds of crises and situations with the pandemic in the world. It is important to adopt the right management decisions on the basis of which the strategic development of behavioral entrepreneurship will take shape, and to develop respect for other officials, who will directly contribute to the formation of the financial stability. The aim is to ensure that the company's activities are carried out in a reliable manner and that the mill's financial stability is maintained and the negative impact of macro- and micro-economical factors is minimized.

The article is aimed at developing both the elements of mechanism and the ways to increase the financial potential of enterprise on the basis of an analysis of theoretical approaches to the essence and components of the financial potential of enterprise in market conditions. It is proved that the globalization of the world economy, the instability of the political and economic situation in the State, high international requirements for the quality of products in recent years have had a negative impact on the enterprises of the State. It is substantiated that in the conditions of rapid development of the market economy, the main task of any economic entity is to achieve and ensure its own financial stability. Conclusions have been drawn that innovation potential increases the financial potential by introducing new energy-saving technologies, environmentally friendly technologies, new approaches to the organization of labor economy; increasing the competence of employees; development of dietary and high-quality products (for food enterprises). The investment potential is able to increase the financial potential as follows: to invest in social projects and programs, in the development of new technologies and innovation-production activities; to conduct charitable activities. The information potential will be able to increase the financial potential in the following ways: to act as a supporter of the policy of European values of doing business; to conduct marketing policy in accordance with current social, innovative and environmental trends; to ensure the level of maximum openness.


Significance The measures are part of efforts to prepare Kazkommertsbank for a takeover by Halyk Bank, the second-largest financial institution, which signed a non-binding memorandum on March 2 on acquiring a majority stake in it. To make the salvage operation easier, the state is to take over 2.4 trillion tenge (7.5 billion dollars) of bad debt from Kazkommertsbank. Impacts If the merger terms change and Halyk Bank has to assume more of Kazkommertsbank's liabilities, its own financial stability will suffer. The additional budget money for the state's Problem Loans Fund assumes average oil prices of 50 dollars per barrel. The prevalence of well-connected oligarchs and other vested interests among shareholders will curb investor interest in Kazakh banks. Russian banks such Sberbank, VTB and Alfa Bank are likely to avoid purchases in Kazakhstan until their own country's situation improves.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Marriage is the necessity of every human being in fulfilling the needs of his life as a social creature. Because the issue of marriage is an important affair to maintain the benefit of the whole community, then the State has the right to regulate this business in the form of clear rules with the aim to provide protection of law and order in the life of society. This study examines the legal aspects of marriage that occur in the community i.e. the marriage of Sirri. The marriage is lawful or not in the view of Islamic law and the positive law that often becomes a polemic in society causes a negative impact on the parties involved both husband, wife and child. The results of this research, can be concluded that the marriage of Sirri is valid either by Islamic law or positive law, but in the view of the Islamic law of marriage is unlawful.

In the conditions of rapid changes in the modern market environment, it is extremely important for agricultural enterprises to respond in a timely manner to threats to their financial security. Therefore, economic diagnostics is of significant methodological importance, and makes it possible to learn about economic problems and interpret the results of enterprises activity that have certain deviations from the norm or the state required for the enterprise. The subject of the study is a set of theoretical, methodological and practical aspects of diagnosing the state of financial security of enterprises. The purpose of the article is to diagnose the state of financial security of agricultural enterprises on the basis of the proposed methodological approach and to substantiate proposals for its improvement. The methodological basis of the diagnostics used in the study was: methods of theoretical generalizations, financial analysis, scoring method, analysis of dynamics and structure, linear programming. The article reveals the tasks and areas of management of Ukrainian agricultural enterprises with an emphasis on the protection of their specific financial interests – ensuring liquidity, solvency, financial stability, autonomy and others. For research purposes all Ukrainian agricultural enterprises were classified on the size of the net income. The system of indicators for diagnostics of financial security of the agricultural enterprises was offered. The basic structural elements of the mechanism of financial security management were substantiated. According to the diagnosis results, it was found that the state of financial security of large enterprises in 2018-2019 has deteriorated and it has had a negative impact on their solvency. Instead, the financial security of small and medium-sized enterprises has improved. Based on the experience of developed countries, proposals for public policy instruments to promote financial security of agricultural enterprises were proposed.

Dueto the global nature of the COVID-19 pandemic, public authorities of different countries had to deal with similar tasks related to protecting of public interests and ensuring the right to health, inextricably linked to the right to life. Italy was the first Western democracy to experience the effects of the coronavirus. On January 31, 2020, a state of emergency was introduced in the country, which was supposed to be in effect until July 31, 2020. In March it was extended to the entire territory of the country, and severe restrictions on freedom of movement were introduced. The COVID-19 pandemic has demonstrated the ability of public authorities to withstand an emergency and at the same time exposed systemic problems in the relationships of public authorities, both at the horizontal and vertical levels. Introduction of the state of emergency resulted in the Government’s significant increase of power. The situation was managed either by delegated legislation, or by administrative regulations of the President of the Council of Ministers or individual Ministers. The decrees of the President of the Council of Ministers have taken a leading role in the emergency management. Within a month after the declaration of the state of emergency, the Italian Parliament did not show any activity and resumed its activities only due to necessity to approve decrees and laws. In fact, the constitutional control over the Government activity was weakened. The lack of due coordination between the State and regions in the normative sphere undermined trust between authorities and had a negative impact on adherence to the principle of loyal cooperation.

The necessity of formation of financial and economic security at the enterprise in modern conditions of unstable financial situation in the country is defined. The concept of «financial and economic security» is substantiated, especially that financial and economic security is the financial and economic condition of the enterprise, through which the financial and economic interests of the company should be protected from negative external and internal factors and create the necessary financial and economic conditions for continuous successful activity and sustainable development of the enterprise. Statistics on the difficult financial security situation for both enterprises and the country are presented. The main indicators of the system and components for the formation of financial and economic security at the enterprise are analyzed. It is determined that the main factors of financial and economic security of the enterprise are: the level of financial resources; stability and firmness of the financial condition of the enterprise; balance of financial flows; the nature of financial and economic activities of the enterprise and the degree of its efficiency. Stages of formation of financial and economic security are to determine the types and causes of negative impact on the company and determine its financial condition, assessment of the current level of its security. Indicators for assessing the efficiency of the enterprise and the current state of financial and economic security of the company are presented. All these measures are aimed at ensuring the balance and sustainability of financial and economic security of the company, which consists in the effective implementation of currency, investment, settlement, stock, monetary policies, etc. as a prerequisite for the effectiveness of economic activity of the business entity. The following ways of improvement of financial and economic system are offered: improvement of normative-legal protection of all spheres of activity; ensuring the reliability of staff; protection of information used by the enterprise; effective monitoring of finances and risks of financial activity; increasing financial stability and independence by ensuring the efficiency of core activities, competitiveness of products and / or services; the right choice of strategies for market behavior.

Despite the great position that the scholars enjoyed in the Arab Islamic state, especially in the Abbasid era، where the successors of this state were interested in science and scholars, and Islamic culture reached its peak in this era, but many scholars were subjected to exclusion and persecution in the Abbasid era، and the motives that were many It led to their expulsion, and the religious motive was one of the most important motives that led to the exclusion of scholars, and the exclusion decisions varied in terms of positivity and negativity. For example, the decision to exclude scholars who were accused of heresy was one of the right decisions that brought positive results to the Arab Islamic state, so the state got rid of Heretics and destructive ideas that would destroy the Islamic community. As for the negative decisions to exclude scholars, they were excluded from the plight of creating the Qur’an that negatively affected the Islamic state. Their loss was the most important negative impact of the plight of creating the Qur’an.

Abstract. One of the main manifestations of the harmful effects of water in the southern, central and eastern territories of Ukraine is the flooding of lands, and especially settlements (SM). For various reasons, reliable data on the extent of flooding are not available or they are incomplete and do not reflect the real picture. An objective assessment of the harmful effects of water can be given only on the basis of monitoring the level and hydrochemical composition of ground (GW) and surface waters. To do this, it is necessary to carry out systematic monitoring observations: to have a network of observation posts and the corresponding cartographic material. The main purpose of the work is to show an effective approach to solving the issue of the negative impact of water on the example of 33 SM of the Tatarbunary district. Determine the current state of flooding, the chemical composition of groundwater aquifers to optimize managerial decision-making to prevent the development of dаngerous geological and ecological processes. At the same time, the subject of the study was the factors of formation and dynamics of levels and the chemical composition of GW of the first aquifers from the surface, the correspondence of the chemical composition of water to the MPC for drinking needs. To solve this problem, an approach is proposed consisting of five stages using GIS programs Arc Map, 3D analysis method. As a result of the work, the average values for the period 2011-2019 were calculated and were built within each SM in electronic form a map diagram of the GW level and the exposed capacity of aquifers; chemical composition and mineralization; for individual chemical components and exceeding the MPC for drinking water supply. The approach indicated in this work allows us to assess the state of flooding and potential flooding in a separate oil reservoir and, at the same time, to obtain a complete picture of the state of flooding and water quality in dynamics at any time and period of the year and to make balanced engineering decisions to eliminate them.

The article analyzes the system of administrative and legal means of crime prevention in the financial sphere in Ukraine. It is noted that in general the prevention of offenses in the financial sphere is aimed at eliminating the possibility of harm to individual subjects of financial and legal relations and the financial system of Ukraine, the state, society as a whole, eliminating the negative impact on the financial sector. Ukraine. It was found that the administrative and legal means of crime prevention in the financial sphere is a system of substantial and activity legal phenomena, through which the subjects of financial control, law enforcement and other bodies, citizens, their associations and other subjects of counteraction to financial offenses nature, establish the causes and conditions of misconduct in the financial sector, neutralize the factors that determine the delinquent behavior, have a preventive effect to prevent tax, budget offenses, banking offenses, financial offenses in the customs sphere and other financial offenses. The analysis of means of counteraction to torts which pose a threat to financial stability, security of the state, guarantee of financial rights of individuals and legal entities is presented. The specifics of the legal nature and legal features of the system of administrative and legal means of crime prevention in the financial sphere in Ukraine, the regulatory framework for their application, elements, varieties are detailed. The need to take into account the factors that determine tortious behavior of a financial nature is emphasized. It is emphasized that on the way of implementation of modern reforms in the financial sphere the legislator must form a legal basis for the implementation of financial and legal means of prevention of financial delinquent behavior, take into account the systemic nature of such means and the need for comprehensive consideration and standardization.
